Re: Napoli Subdivision on Zaldia Lane and Eagle Road
Dear Folks,
My family is among ten in an approximately 80 acre area comprising Zaldia Lane. We
are indeed very affected and troubled by the process currently in step with regard to the
development on our comer. We live outside the necessary 300 foot range of what the
county deems directly affected- but believe me, we are. Please read my discussions about
the taking of our private lane, density and the relationship ofthis nearly 30 unit proposal
to our estate properties.
I am very interested in the process that allowed the first couple hundred feet of our
private road to be annexed as public street. I pay my share of maintenance- and am very
interested in how this will adversely affect my land value- as it will lose its exclusivity as
a private road. Also, as a "shareholder" in this regard- why was I not informed ofthis
development. For the developer/owner of the land to proceed through the ACHD hurdles
without notifying all the Zaldia landowners is a shame- and likely illegal. Ifthe ACHD's
approval of this conversion is based on the wive's tale ofBott Lane someday connecting
through to Zaldia Lane- I suggest involving the owner of the eleven acre ranch and six
bedroom home that lie directly in the path- I believe they would be interested.
As you know, over 70 people from all around the Kingsbridge subdivision showed up in
force (and were invited) regarding the proposed extreme density shift from the
surrounding 5 acre parcels to the miniscule R -4 lots. Do you remember March through
December of 2004? The city of Meridian likely has never seen a more overwhelming
turnout against such dramatic density transition- there will likely be a smaller scale
though comparable display against the same problem- no harmonious transition. To
approve 29 units on just 9 acres provides no buffer, no transition, and no hope of an
attractive view from existing or new homes. There has been no discussion about where
the new school-age children will attend class
The rough relationship of tiny starter houses to surrounding estates is nothing new to
Meridian. All the issues apply when you attract only builders of quickly and cheaply
built houses to an area so compact and out of the way. The results are houses that are
appreciated for just a short time- and as these families grow and outgrow these tiny

houses- they are out on the market in just a few years. Rapid turnover always lowers
value for homes and neighborhoods. Today's rush in new home purchasing has to top
out somewhere- and it will affect these lower-income areas fIrst. When people do not
want to stay-these tracts become digressively cared for. Please visit any of many such
projects that have fIve years under their belts- you will see "for sale" signs and more
spilled motor oil than you could imagine. These houses are merely stopovers and not
destinations for families to grow. I worry about how a disadvantaged neighborhood will
affect the quality ofthe nicer, more thought-out development right across Zaldia
(Kingsbridge). Vision First worked diligently with all the neighbors to create something
good. There has been no involvement thus far with the owners of Napoli.
After seeing the initial plot arrangement proposed- I am amazed these folks are even
considering this plan. It is clear to me the owners of this property never attended a single
meeting regarding Kingsbridge- or they certainly would know there is plenty of
development money to go around- regardless of how many home are built. It expresses
clearly a complete ignorance of the nature of the community out here- and total disregard
for the neighbors (especially the Deangelis). It is clear to me the family who is razing
this land is simply going to cut and run- and build a mansion elsewhere. Folks, this
initial plot proposal completely undermines the sense of community we share on Zaldia
Lane. I said it last time- we are here to stay- we do not have just a temporary interest inwthis area- and I will attend hearings.
