RE: Baraya Subdivision - Annexation and Preliminary Plat Applications
Dear Commissioners & City Council Members:
On behalf of RMR Consulting Inc, please accept the applications for annexation and preliminary
plat for Baraya Subdivision, RMR Consulting Inc, is requesting the City's approval of
annexation of 94.05acres and to R-8 zone and LO zone. This request also includes the
preliminary plat approval of 407 buildable lots.
Annexation:
Baraya development is currently zoned RUT in the county and is farmland with any an existing
dwellings and out buildings. We are proposing 93 acres be zoned to R-8 zoning and 1.05 acres
zoned LO. Based on the location and acreage involved, we are seeking approval ofR-8 zoning
for 406 residential lots and one office or commercial lot and 23 common area lots. The proposed
zoning is consistent with the site features and the Comprehensive Plan for the area.
Baraya development will be serviced with sewer and water from Meridian City; with Nampa
Meridian pressure irrigation system to be turned over to Nampa Meridian Irrigation. The storm
drainage will be retained within drainage swales or retention ponds and seepage beds.
Subdivision:
Baraya Subdivision is located on the southside of Franklin Road between Blackcat Road and
Kennedy Lateral. Baraya proposed design includes a portion of the regional pathway system
along the Purdam Drain which is interconnected to street sidewalks to create a pedestrian
friendly community. The pathways are designed to be surrounded by open space which will be
both manicured landscaping and natural vegetation along the Purdam Drain.
Natural Features of the site:
Mid-section street! Baraya is located at the center of the section has provided for a collector
along the easterly boundary of the site,
Schools Meridian School District is not looking for a school in this area.
Purdam DrainPurdam Drain runs northwesterly through the west portion ofthe site. Purdam
Drain easement is 100 feet wide. Developer will provide the regional pathway along the
southwest side of the drain. City of Meridian will enter into Nampa Meridian license agreement.

RMR development's efforts to create a community environment are in compliance with the City
ordinances. Baraya neighborhood provides for both the vehicles and the pedestrians to have the
interconnectivity throughout the neighborhood, The neighborhood design provide for quality of
life in affordable design. The following design elements are present at the Baraya Neighborhood:
,/' Baraya design has incorporated the existing Purdam Noble Drain and Kennedy Lateral
easement to create a pedestrian friendly environment for the future residents with the
Baraya neighborhood.
,/' Baraya design also has many homes backing up to useable spaces with interconnecting
pathways
Baraya has been designed to minimize the impact to the site in the following ways:
,/' The design incorporates the existing Purdam Drain and Kennedy Lateral easements
creating linking pathways for the future residents.
,/' The designed landscape buffer helps minimize the impact of Franklin Road and Blackcat
Road and Kennicott Avenue to the future residents of Baraya neighborhood.
,/' The design uses micro paths to provide interconnectivity inside the neighborhood.
,/' The design limits the amount of cutting and filling to the site.
In summary, please consider the following items:
1. Baraya above has an excellent location, for future residents with a sensitive
design, and good land use for the property.
2, Complies with intent and qualifying factors, and polices ofthe City of Meridian,
3. Site analysis reveals that public utility services are available upon request from
Franklin Road.
4. Natural Features investigation and analysis ofthe site supports the fact that
residential neighborhood will have no identified or significant impacts to the site.
5. The site design complies with requested zoning for the property.
