Hi Luke, I hope you’ve had a great weekend. Here are my emails with Nick Napoli at the city planning office. He is the person in planning that passed to me that there was a future plan to rezone the area to R4. After his emails, there is one I received from Bruce Freckleton. His email mentioned, “At this point in time, the applicant has only completed the pre-application process with our office.” So yes – I am concerned with the parcel having townhomes built on it. The owners bought the property about two years ago, lived in it for about a year then moved out. It has been vacant since, and surveying crews have been surveying the property. I have talked to some of the neighbors about that parcel’s future use, and they are unanimous in their desire to see it remain as is or only to have a few nice homes built in keeping with the rest of the houses in the neighborhood. 1 I feel that if there is a plan to build townhomes of the lot someday, it would meet with significant opposition from those living in the neighborhood. It is possible that city council could deem this project unfit for the site they are proposing it on but I can’t give you a definitive answer on what they will decide. I wish I could help you more but my supervisor that you emailed earlier will provide better insight than I am able to. Nick, Thanks for the update. But you say that your future land use map shows a plan to make it a low-density district. Does they mean they are already plan to rezone the area, and that lot in question, to R2? It sort of sounds that way based on what you said here. And if that is so, when would that happen? And wouldn’t that sort of put a stop to the plans I spoke to you about? The current zoning for the parcel in question is R-8 which is a medium-density residential district. Our future land use map shows they plan to make it a low-density residential district. As far as townhomes, they are permitted within the R-8 zoning but are conditional in R-4 (medium low density residential district) and not allowed in R-2 (low density residential district). A rezone for this property would require the owners involvement. However, as a community you can show up to City Council hearings for the property you are concerned about. The larger the community that shows up, the more impact you can have on the decision made by city council. Along with this, contacting the council member in your district could be beneficial. At this point in time, the applicant has only completed the pre-application process with our office. This is a pre-requisite step, along with holding a neighborhood meeting, before they file an official application for their project. Once an application is filed, the official review process for approval/denial begins. As part of this process, public hearings will be scheduled before the Planning & Zoning Commission and then following their action, the City Council. 3 You will receive notice of upcoming scheduled hearings in the mail. We do always encourage public participation in the hearing processes. Here is a hyperlink to our webpage that will give you information on how to provide written and/or verbal testimony.
