This matter coming before the City Council for Final Plat approval
pursuant to Meridian City Code § 12-3-7 on February 6, 2001, and the Council finding
that the Administrative Review is complete which has included certain comments and
conditions as stated in a letter to the Mayor and Council from Bruce Freckleton,
Engineering Technician III, and Shari Stiles, Planning and Zoning Administrator, listing 7
General Comments and 15 Site Specific Comments, which are herein found fair and
reasonable, and at the February 6, 2001 meeting, Shari Stiles, Planning and Zoning
Administrator, commented at the hearing, and no one appeared in opposition, and the
Council.having considered the requirements of the preliminary plat the Council takes the
following action:

The Plat of "ELLIOTT INDUSTRIAL PARK" as evidenced in Plat bearing
the "PLAT SHOWING ELLIOTT INDUSTRIAL PARK, A BUSINESS PARK, A
RESUBDIVISION OF A PORTION OF LOT 7 OF PLEASANT VALLEY
SUBDIVISION, LOCATED IN THE NORTH 1/20F SECTION 8, T.3N., R.I.E., B.M.,
MERIDIAN, ADA COUNTY, IDAHO, 2000, HUBBLE ENGINEERING, INC.,
MERIDIAN, IDAHO, HANDWRITTEN DATE OF: 12-26-00, STAMPED DATE OF:
DEC 27 2000, 00-086-00, SHEET 1 OF 2, and Elliott Group, LLC, Developer", is
Conditionally Approved subject to those conditions of Staff comments as set forth in the
Memorandum to the Mayor and City Council from Bruce Freckleton, Engineering
Technician III, and Shari Stiles, Planning and Zoning Administrator, dated January 31,
2001, listing 7 General Comments and 15 Site Specific Comments, a true and correct
copy is attached hereto marked Exhibit "A", and consisting of three pages, and by this
reference incorporated herein, with the additional requirements as follows, to -wit:
1.1 Fire Chief, Kenny Bowers, requires a tum -around to be able to get
fire vehicles back to Wilson Lane. All codes will need to be met.
1.2 The Nampa &. Meridian Irrigation District notes that any
encroachments which might be planned within the easement must
have written approval from the District.
1.3 The Central District Health Department requires after written
approval from the appropriate entities are submitted, they can
approve this proposal for central sewage and central water; that plans
must be submitted to and approved by the Idaho Department of
Health and Welfare, Division of Environmental Quality for central
sewage and central water; that run-off is not to create a mosquito
breeding problem; and it is suggested that stormwater be pretreated

through a grassy swale prior to discharge to the subsurface to prevent
impact to groundwater and surface water quality; that engineers and
architects should obtain current best management practices for
stormwater disposal and design a stormwater management system
that is preventing groundwater and surface water degradation.

2. The final plat upon which there is contained the Certification and signature
of the City Cleric and the City Engineer verifying that the plat meets the City's
requirements shall be signed only at such time as:
a. The Plat dimensions are approved by the City Engineer; and
b. The City Engineer has verified that all off-site improvements are
completed and/or the appropriate letter of credit or cash has been
issued guaranteeing the completion of off-site and required on-site
improvements.

Other Lot on 5.4 Acres in an I -L Zone by Elliott Group, LLC (# FP -01-001)
We have reviewed this submittal and offer the following comments, as conditions of the
applicant. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian City Council:
LOCATION
The property is located on the south side of Wilson Lane, approximately 450 feet south of Fairview
Avenue, and 1,200 feet east of Locust Grove Road. A commercial retail/shopping center is to the
northwest of the site. A single family residence lies immediately east. Open pasture and vacant parcels
(all in Ada County) are south and west. It is designated as Mixed/Planned Use Development in the
Comprehensive Plan.
SITE SPECIFIC COMMENTS
1. Applicant is to meet all terms of the approved preliminary plat.
2. Add distance dimension to the east side of the lot shown in the blow-up detail. Check and
correct if necessary the dimensions along the entire east side of the subdivision, as it appears
that there may be a one -foot -bust in the sum of the lots as compared to the overall exterior
subdivision dimension.
3. A letter of credit or cash surety in the amount of 110% will be required for all fencing,
landscaping, pressurized irrigation, sanitary sewer, water, etc., prior to signature on the final
plat.
4. Change the year of platting to 2001.
5. Dimension the width of the Jackson Drain Easement within subdivision boundary.

6. Please add or revise the following notes:
8. The owner of each lot across which passes an irrigation/drainage ditch or pipe, is
responsible for the maintenance thereof, unless such responsibility is assumed by an
irrigation/drainage district.
9. The bottom elevation of structural footing shall be set a minimum of 12 -inches above
the highest established normal groundwater elevation.
7. Water and sanitary sewer service to this site is proposed via extensions from adjacent
mainlines. Assessment fees for water and sewer service are determined during the building plan
review process.
8. Underground year-round pressurized irrigation must be provided to all landscape areas within
this development. Please submit hook-up and design details based on the proposed
landscaping. Due to the size of landscaped area, primary water supply connection to the City's
mains will not be allowed. Applicant shall be required to utilize any existing surface or well
water for the primary source. If City water is proposed as a secondary source, developer shall
be responsible to pay water assessments for the entire landscape area.
9. Add the word "Easement" to the "Landscape Buffer" call -out in the center of the plat so it
reads, "Landscape Buffer Easement — See Note 5."
10. As a condition of the plat, a 10 -foot wide landscape buffer must be constructed along the east
subdivision boundary.
11. The landscaping plan submitted with the final plat application and dated 12/05/00 provides
detail for Lot 1 only. This is approved as submitted. Detailed landscaping plans for the east
boundary of Lot 2 and 3 will be required at the time of Certificate of Zoning Compliance
submittal to the P&Z Department. A letter of credit or cash surety will be required for the
landscaping improvements shown on the approved Landscape Plan (excluding Lot 2 and Lot 3)
prior to City signature on the Final Plat. All landscaping is to be complete prior to obtaining
Certificates of Occupancy.
12. Perimeter subdivision, fencing is not required. The screening fence shown on the south side of
Lot 1 must provide full screening and be a minimum of six (6) feet in height. Any existing
fencing that does not comply with Ordinance 124-10 (Le. electric, barbed wire) must be
removed prior to obtaining Certificates of Occupancy.
13. Indicate on the final plat map any FEMA Flood Plains affecting the area being platted, and
detail plans for reducing or eliminating the boundary
14. Execute the Certificate of Owners and accompanying Acknowledgement.
15. Staff's failure to cite specific ordinance provisions or terms of the approved preliminary plat
does not relieve Applicant of responsibility for compliance.

GENERAL REQUIREMENTS
1. All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting, crossing
or lying adjacent and contiguous to the area being subdivided shall be tiled per City Ordinance
12-4-13. Plans will need to be approved by the appropriate irrigation/drainage district, or
lateral users association, with written confirmation of said approval submitted to the Public
Works Department.
2. Any existing domestic wells and/or septic systems within this project will have to be removed
from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used
for non-domestic purposes such as landscape irrigation.
3. Streetlights may be required at locations designated by the Public Works Department. All
streetlights shall be installed at subdivider's expense. Typical locations are at street
intersections and/or fire hydrants. Final design locations and quantity are determined after
Idaho Power Company completes power designs. Street light contractor to obtain design and
permit from the Public Works Department prior commencing installations.
4. Compaction test results must be submitted to the Meridian Building Department for all lots
receiving engineered backfill.
5. Submit "Final" letter from the Ada County Street Name Committee, approving the subdivision
and street names. Make any corrections necessary to conform.
6. Coordinate fire hydrant placement with the City of Meridian's Water 'Works Superintendent.
7. Provide five -foot -wide sidewalks in accordance with City Ordinance Section 12-5-2.K.
Sidewalks are to provide a clear five -foot -wide walkway pathway without encroachment of
mailbox structures.

We have reviewed this submittal and offer the following comments, as conditions of the
applicant. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian City Council:

The property is located on the south side of Wilson Lane, approximately 450 feet south of Fairview
Avenue, and 1,200 feet east of Locust Grove Road. A commercial retail/shopping center is to the
northwest of the site. A single family residence lies immediately east. Open pasture and vacant parcels
(all in Ada County) are south and west. It is designated as Mixed/Planned Use Development in the
Comprehensive Plan.
SITE SPECIFIC COMMENTS
1. Applicant is to meet all terms of the approved preliminary plat.
2. Add distance dimension to the east side of the lot shown in the blow-up detail. Check and
correct if necessary the dimensions along the entire east side of the subdivision, as it appears
that there may be a one -foot -bust in the sum of the lots as compared to the overall exterior
subdivision dimension.
3. A letter of credit or cash surety in the amount of 110% will be required for all fencing,
landscaping, pressurized irrigation, sanitary sewer, water, etc., prior to signature on the final
plat.
4. Change the year of platting to 2001.
5. Dimension the width of the Jackson Drain Easement within subdivision boundary.

6. Please add or revise the following notes:
8. The owner of each lot across which passes an irrigation/drainage ditch or pipe, is
responsible for the maintenance thereof, unless such responsibility is assumed by an
irrigationldrainage district.
9. The bottom elevation of structural footing shall be set a minimum of 12 -inches above
the highest established normal groundwater elevation.
7. Water and sanitary sewer service to this site is proposed via extensions from adjacent
mainlines. Assessment fees for water and sewer service are determined during the building plan
review process.
8. Underground year-round pressurized irrigation must be provided to all landscape areas within
this development. Please submit hook-up and design details based on the proposed
landscaping. Due to the size of landscaped area, primary water supply connection to the City's
mains will not be allowed. Applicant shall be required to utilize any existing surface or well
water for the primary source. If City water is proposed as a secondary source, developer shall
be responsible to pay water assessments for the entire landscape area.
9. Add the word "Easement" to the "Landscape Buffer" call -out in the center of the plat so it
reads, "Landscape Buffer Easement — See Note 5."
10. As a condition of the plat, a 10 -foot wide landscape buffer must be constructed along the east
subdivision boundary.
11. The landscaping plan submitted with the final plat application and dated 12/05/00 provides
detail for Lot 1 only. This is approved as submitted. Detailed landscaping plans for the east
boundary of Lot 2 and 3 will be required at the time of Certificate of Zoning Compliance
submittal to the P&Z Department. A letter of credit or cash surety will be required for the
landscaping improvements shown on the approved Landscape Plan (excluding Lot 2 and Lot 3)
prior to City signature on the Final Plat. All landscaping is to be complete prior to obtaining
Certificates of Occupancy.
12. Perimeter subdivision fencing is not required. The screening fence shown on the south side of
Lot 1 must provide full screening and be a minimum of six (6) feet in height. Any existing
fencing that does not comply with Ordinance 12-4-10 (i.e. electric, barbed wire) must be
removed prior to obtaining Certificates of Occupancy.
13. Indicate on the final plat map any FEMA Flood Plains affecting the area being platted, and
detail plans for reducing or eliminating the boundary
14. Execute the Certificate of Owners and accompanying Acknowledgement.
15. Staff's failure to cite specific ordinance provisions or terms of the approved preliminary plat
does not relieve Applicant of responsibility for compliance.

GENERAL REQUIREMENTS
1. All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting, crossing
or lying adjacent and contiguous to the area being subdivided shall be tiled per City Ordinance
12-4-13. Plans will need to be approved by the appropriate irrigation/drainage district, or
lateral users association, with written confirmation of said approval submitted to the Public
Works Department.
2. Any existing domestic wells and/or septic systems within this project will have to be removed
from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used
for non-domestic purposes such as landscape irrigation.
3. Streetlights may be required at locations designated by the Public Works Department. All
streetlights shall be installed at subdivider's expense. Typical locations are at street
intersections and/or fire hydrants. Final design locations and quantity are determined after
Idaho Power Company completes power designs. Street light contractor to obtain design and
permit from the Public Works Department prior commencing installations.
4. Compaction test results must be submitted to the Meridian Building Department for all lots
receiving engineered backfill.
5. Submit "Final" letter from the Ada County Street Name Committee, approving the subdivision
and street names. Make any corrections necessary to conform.
6. Coordinate fire hydrant placement with the City of Meridian's Water Works Superintendent.
7. Provide five -foot -wide sidewalks in accordance with City Ordinance Section, 12-5-2.K.
Sidewalks are to provide a clear five -foot -wide walkway pathway without encroachment of
mailbox structures.

1. Streets, curbs, gutters and sidewalks are to be constructed to standards as required by
Ada County Highway District and Meridian Ordinance. Dimensions will be
determined by the City Engineer. All sidewalks will be five (5) feet in width.
2. Proposed plat is in conformance with the City of Meridian Zoning & Subdivision
Ordinance and Comprehensive Plan.

PLANS ACCEPTANCE
The District has reviewed the plans for the above referenced project, and they are accepted for public street
construction. By stamping and signing the improvement plans, the Registered Engineer ensures the District
that the plans conform to all District policies and standards. Variances or waivers must be specifically and
previously approved by the District in writing. Acceptance of the improvement plans by the District does not
relieve the Registered Engineer of these responsibilities. The District will assess the following impact fee for
this project. The impact fee must be paid prior to issuance of a building permit.
Total Impact Fee Due: $11,987.00
NOTE: Final occupancy is contingent upon the following entities being completed in full: 1) Dedication of
right-of-way for Wilson St; and 2) Temporary turn around easement for Wilson Street.
Standard Requirements:
1. Utility street cuts in new pavement less than five years old are not allowed unless approved in
writing by the District.
2. All irrigation facilities must be located outside the public right-of-way unless otherwise
approved by the District.
3. Replace damaged curb, gutter, and sidewalk with new curb, gutter, and sidewalk to match
existing improvements.
4. All facilities to be constructed with a proposed development, and to be owned and maintained by
the District, must be constructed according to the latest edition ofI.S.P.W.C. and the District's
Supplemental Standard Specifications.
5. Any work in the public right-of-way requires a permit from ACHD Construction Services.
6. An engineer registered in the State of Idaho shall prepare and certify all improvement plans.
