NARRATIVE FULLY DESCRIBING THE PROPOSED PROJECT
Project: Annexation and zoning of 23.3 acres in the vicinity of S. Eagle Road and Victory
Road.
Description: The Alliance property owners have applied for, and been approved pending
submission of this annexation application, an amendment to the Future Land Use Map of the
Comprehensive Plan. There are currently no developers involved with the property owners and
nu projects have been proposed to the Alliance members. This annexation request is the result of
the following motion made by Commissioners Newton-Huckabay, Borup, and Zaremba during
the October 17,2005 Meridian P&Z special meeting. Specifically, the commissioners stated (as
taken from the transcript from that October I ih meeting):
"Newton-Huckabay: 'Okay. Mr. Chair. I recommend approval of CPA 05-001. request to amend
the future land use map of the Comprehensive Plan for approximately 50 acres from medium and
low density residential to mixed use community by the South Eagle Road and Victory Road
Property Owners Alliance land at or near the northeast and southeast Garners of South Eagle
Road and Victory Road and we would like to request that City Council hold action on this CPA
until the applicants can make an annexation application and it will catch up with this, which would,
then, bind them to the development gUideline principles that they put forth in their presentation
and we are also asking them to organize another neighborhood meeting with the folks to the west
in Thousand Springs - '
Borup: 'Sutherland Farms.'
Zaremba: 'The surrounding area.'
Newton-Huckabay: 'And east to Sutherland Farms and the surrounding areas.'"
Subsequently, in Brad Hawkins-Clark's staff report to the Mayor and City Council (Subject: File
No. CPA-OS-OOI, unknown date) he summarized the above motions/recommendations as
follows:
c. Key Commission Changes to Staff Recommendations:
i. Staff recommended denial; Commission recommending approval;
ii. Support for Mixed Use-Community vs. Mixed Use-Regional designation
(applicant agreed).
d. Outstanding Issue(s) for City Council:
i. The Commission's motion included the following Qualifications to their
recommendation of approval"
1. Request City Council hold action on the CPA application until the
applicant applies for annexation;
2. Request a Development Agreement be required which binds the
applicant to the commitments listed in the document called "Guiding
Principles for Positive Neighborhood Development," put forth in their
presentation; and
3. Request the applicant hold a neighborhood meeting with Sutherland
Farms Subdivision, Thousand Springs Subdivision, and the surrounding
area.
The Alliance's responses to the 3 Qualifications set out by the Planning Cummissioners are as
follows:

1. Request City Council hold action on the CPA application until the applicant applies
for annexation. The Alliance members are applying for annexation with this document
and procedure.
2. Request a Development Agreement be required which binds the applicant to the
commitments listed in the document called "Guiding Principles for Positive
Neighborhood Development," put forth in their presentation. There are currently no
developers or specific development projects being proposed. The current application is
for annexation and zoning only. In compliance with the Commissioners' requirements,
the property owners in the alliance have submitted the same principles presented
previously to the Commissioners and at the Neighborhood Meetings known as thc
"GUIDING PRINCIPLES FOR POSITIVE NEIGHBORHOOD DEVELOPMENT."
I. The Alliance property owners have joined together for unified development that is coordinated
with good master planning, rather than individual site development without coordination.
2. The development approach will be to feather land use intensity from residential to professional
office and business uses. The most intensive land uses will occur along Eagle Road and Victory

3. The Alliance properties located next to the residential portion of Sutherland Farms Subdivision, to
provide eIther a residential buffer with same size lots or a 40ft. wide landscape buffer adjacent to
Sutherland Farms. If a landscape buffer is selected, then the Sutherland Farms Homeowners
Association will be invited to assist with landscape design and selection of vegetation plantings.
4. Alliance properties desire to construct a landscape buffer along the east side of Eagle Road similar
to the landscape buffer on the west sidc ofEaglc Road. Landscapc buffers will also b~ l:um;lrul:t~d
along Victory Road.
s. Alliance properties desire to construct an mternal roadway system that runs north and sound to
minimize curb cuts to Eagle Road. This internal roadway will COlrnect Easy Jet Drive with
Victory Road and provide good internal access.
6. The intent of the Alliance is to facilitate a well planned, neighborhood compatible office and
business park_ The Alliance will evaluate proposals from like-minded developers.
7. The Alliance believes there are advantages in selling their properties to one development entity to
ensure a cuunlillal~d d~velopment plan consistent with these guiding principles.
The Alliance is committed to entering into a contractual Development Agreement with the City of Meridian
regarding the development of our properties and understand that our properties will be subject to this
Development..
3. Request the applicant hold a neighborhood meeting with Sutherland Farms
Subdivision, Thousand Springs Subdivision, and the surrounding area. A second
neighborhood meeting was held on Thursday, January 5,2006 at 7:00 p.m. at the
Meridian Police Station, 1401 E. Watertower Lane, Meridian, Idaho (conference room).
Please see the attached letter sent to the property owners in the surrounding area. Also
attached is the list of attendees. Wayne Forrey, Pathway Development, represented the
Alliance members and conducted the meeting. During this meeting Waync presented and
discussed with the attendees a concept map that the Alliance has developed. Several
attendees requested a copy of the concept map and this was mailed to the attendees on
Friday, January 6th. A copy of the concept map is attached.
