Annexation Statement
5&6. This property is currently located in Ada County at designation of RUT zoning and is
adjacent to the city limits on the south property line. It is also adjacent to an approved
annexation on the southerly property line. The comprehensive plan designation for this
property is Mix Use. Mix Use area allow for high density residential uses as approval on
the corner of Locust Grove and Franklin and for light industrial and commercial uses that
are compatible with existing residential uses.
The site is 330 feet wide and 1,290 feet deep making it difficult to put most other types of
uses on this site. The proposed storage project is typically quiet type of use, making it a
compatible neighbor to the existing residential zoning and is located close enough to near
by industrial and commercial zoned properties were this storage facility would provide a
needed benefit to the area. The proposed commercial of pad is compatible with the
recently approval a three lot subdivision and annexation on the northside of Franklin
Road which was also zoned CG.
7. Meridian's Comprehensive Plan for the Franklin, Overland/ I-84 desires the following this
area:
5.15U The mixed-use area in the vicinity of the Overland Road /Franklin Road /Eagle
Road 11-84 interchange is a priority development area. This project is located in this
area making it a priority to the City.
5.13 U Clustering of uses and controlled access points along arterials and collector
streets will be required. This project is limited the access points along Franklin Road.
5.11 The character, site improvements, and type of development should be harmonized
with previously -developed land in the area, and where located adjacent to or near any
existing .... All reasonable efforts shall be made to reduce the environmental impact on
residential area, including noise and traffic reduction. This project has proposed
landscaping on all of the exterior property lines to provide good screening and noise
buffering from the use within. The storage use is a low traffic generator. All the traffic
will come from Franklin Road. Arterials are built to move large volumes of cars through
the City. The applicant is willing to limit the night time hours and will ensure that renters
will only be storing items in the complex and working out of the units.
5.9 The integrity and identity of any adjoining residential ... including screening
plantings, open space and other landscaping techniques.. This project has proposed
landscaping on all of the exterior property lines to provide good screening and noise
buffering from the use within.

I have reviewed the application for Franklin Mini -Storage Conditional Use Permit. The following items
are needed to complete the application. Please call if you have any questions.
1. Since this is a Planned Development, please submit a colored rendering of the site/landscape
plan.
2. Submit a statement that the applicant or user of the property agrees to pay any additional
sewer, water or trash fees or charges, if any, associated with the use.
3. Submit a copy of a recorded deed of record showing the current owner and legal description
for the parcel of ground on the north-east corner of the proposed site. Note: A Deed of Trust
was submitted, but it is not recorded.
4. Correct the Annexation legal description per Bruce Freckleton's comments (see attached).
