STATEMENTS OF COMPLIANCE
1. Streets, curbs, gutters and sidewalks are to be constructed to standards as required by Ada
County Highway District and Meridian Ordinance. Dimensions will be determined by
the City Engineer. All sidewalks will be five (5) feet in width.
2. Proposed use is in conformance with the City of Meridian Comprehensive Plan.
3. Development will connect to City services.
4. Development will comply with City Ordinances.
5. Preliminary Plat includes all appropriate easements.

4. SPECIAL PROVISIONS AND LIMITATIONS.
The agent is authorized to execute agreements dividing the community property of the
principal and the principal's spouse in order to permit qualification of one spouse for
long term or major medical benefits. Agent is also authorized to transfer principal's
interest in the family residence to the principle's spouse. If any of principal's assets are
in a revocable trust, agent is authorized to remove the assets to the extent necessary to

Dear Mayor and Council:
On behalf ofCMD, Inc., please accept this application for annexation and for a conditional use
permit for a planned residential development.r"dMoshlr~sFann Subdivision, located at the
north west comer of Pine and Ten Mile Roads in west Meridian, Copies of the application
materials, and the illustration of the proposed site development is included in this booklet.
By way of background, the subject property, which is the subject of this application is currently
agricultural land, which adjacent to the ChapparaI Elementary School. The Mosher's Farm site
includes 6,06 acres, and has been designed with 32 lots, (25 new residential, 1 existing
residential, and 6 common area lots), and we include a request for annexation with a zoning
designation ofR-8, for a 4.29 dwelling UDits per lIICIe is proposed.
The enclosed annexation and zoning application and the preliminary plat have been designed as
shown, and the applications have been submitted in lICQ)rdance with the requirements of the
Meridian Zoning Ordinance. The development has also been designed to be in compliance with
the intent of the Meridian City Comprehensive Plan, dated July, 2002,
Specific Comprehensive Plan policies which support the requested zone change include the
following
1) 1,3 Community Design Policies - Open Spaces;
2) 1.4 Land Use Residential Policies for new development;
3) I.5U Balance of Land uses;
4) 1,6 Housing Benefits
5) 1.7 Sewer

An R-8 zoning designation is requested with this annexation and the subdivision plat will conlain
lots ranging in size from a minimum of 4012 square feet to approximately 1854 square feet. All
streets will be public, and will be constructed, along with curb, gutter, and sidewalks to the
standards required by the Ada County Highway District and the City of Meridian.
Sewer and water service is readily available, and will be provided by the City of Meridian
Drainage will be handled by surface and subsurface methods, and will be designed tot he
standards of all appropriate regulatory agencies. A pressurized irrigation system will be
provided for all lots within the development.
The development has been designed to include landscaping at the entrance and along Ten Mile
Road. There are also landscaped areas along the roads within the subdivision itself. Sidewalks
and Access Pathways have been included within the design to provide for proper pedestrian
traffic throughout the subdivision, One (l) large park area is included within the development
and will be used as such. All common area lots will be owned and maintained by the
Homeowners Association, which will be established for the subdivision,
In all, Mosher's Farm will be a quality and compatible subdivision to this area of Meridian, Its
planned use and design is such that it is compatible with surrounding developments. The
requested zoning to R-B will benefit the public interest by providing desireable housing needs to
this acres of the City while allowing for the continued improvement and the expansion of city
services. This application submittal includes all items listed within the preliminary plat and the
annexation checklists. We look forward to working with you and your staff in this matter, We

Moshers Farm Subdivision is a new development with less than 100 lots, therefore a detailed
traffic study is not required. According to the International Transportation Manual each
residential unit averages 10 trips per day. Each trip equals one vehicle per day (vpd) road usage.
Moshers Farm subdivision will contain 25 new residential units and I existing unit. The expected
traffic increase will be:
25 x 10 = 250 vpd
The increased road traffic will use Ten Mile Road as the primary access. Pine Street and Franklin
Road will also experience some of the increased traffic flow.

Seasonal Hi2b Ground Water
6 tests pits were dug to determine the expected seasonal high ground water. Test pits 1-3 were
dug 5/8/02 and test pits 4-6 were dug 8/7/02. The primary area of concern is near test pit 4. This
area is lower in elevation than the rest of the prop08ed subdivision, as well as being near the Ten
Mile Drain. The water level was approximately 5 '8" below the surface at a time of the year when
the seasonal high ground water is apparent. Excavation will be limited at this site to insure that 3
feet of separation is maintained. Due to the low sloping nature of this location, embankments may
be constructed to develop greater pond volume.
