On behalf of CMD. Inc., we submit this application for the Cobblefield Crossing residential
subdivision, located on Linder Road between Ustick and McMillan. Copies of the application
materials, and the illustration of the proposed site development are included in this booklet
By way of background, the subject property, which is the subject of this application is currently
agricultural land with one home site with various outbuildings, The Cobblefield Crossing site
includes 15.4 acres; and has been designed with a total of 89 lots (72 new residentia1, I existing
residential, and 16 common area lots), and we include a request for annexation with a zoning
designation ofR-8, for 4,74 dwelIing units per acre proposed.
The enclosed annexation and zoning application and the preliminary plat have been designed as
shown, and the applications have been submitted in accordance with the requirements of the
Meridian Zoning Ordinance. The development has also been designed to be in compliance with
the intent of the Meridian City Comprehensive Plan, dated July, 2002.
Specific Comprehensive Plan policies, which support the requested zone change include the
following:
1) 1.3 Community Design Policies - Open Spaces;
2) 1.4 Land Use Residential Policies for new development;
3) 1. 5U Balance of Land uses;
4) 1. 6 Housing Benefits
5) 1.7 Sewer

An R-8 zoning designation is requested with this annexation and the subdivision plat will contain
lots ranging in size from a minimum of 4135 square feet to approximately 11,521 square feet,
All streets will be public, and will be constructed, along with curb, gutter, and sidewalks to the
standards required by the Ada County Highway District and the City of Meridian,
Sewer and water service is readily available, and will be provided by the City of Meridian.
Drainage will be handled by surface and subsurface methods, and will be designed tot he
standards of all appropriate regulatory agencies. A pressurized irrigation system will be
provided for all lots within the development.
The development has been designed to include landscaping at the entrance and along North
Lind er Road. There are also landscaped areas along the roads within the subdivision itself
Sidewalks and Access Pathways have been included within the design to provide for proper
pedestrian traffic throughout the subdivision, One (I) large pm area and walking path is
included within the development and will be used as such. All common area lots will be owned
and maintained by the Homeowners Association, which will be established for the subdivision.
In all, Cobblefield Crossing will be a quality and Clf.ible subdivision to this area of Meridian.
Its planned use and design is such that it is compatible with surrounding developments. The
requested zoning to R-8 will benefit the public interest by providing desir~~ housing needs to
this acres of the City while allowing for the continued improvement and ~''expansion of city
services. This application submittal includes all items listed within the preliminary plat and ~""

Cobbleiield Crossing subdivision is a new development with less than 100 lots, therefore a
detailed traffic study is not required. According to the International Transportation Manual each
residential unit averages 10 trips per day. Each trip equals one vehicle per. day (vpd) road usage.
Cobbleiield Crossing subdivision will contain 72 new residential units and 1 existing unit. The
expected traffic increase will be:
72 x 10 = 720 vpd
The increased road traffic will use Linder Road as the primary access. McMillian Road and
Ustick Road will also experience some of the increased traffic flow.

5 test pits were dug to determine the expected water level. Test pit 1 was dug 5/8/02. There was
no evidence of ground water, Test pit 2-5 were dug 8nt02, The ground water at the pond
location was found to be approximately 7 feet deep, Water was found 6 feet deep, at a location
some distance from the proposed drainage ponds, From these tests it can be concluded that a 3
foot deep absorption type pond will be an acceptable meaD$ for storm-water retention, Any depth
greater than 3 feet could possible infringe upon the required 3 foot separation.
