Greetings,
Idaho Transportation Department ( ITD ) has received the application for Guthries drive -thru located at 180 West
Chinden Blvd . ( SW20/26 ) , Meridian , Idaho .
1 . This project abuts State Highway 20/26 .
2 . No direct access to the State Highway system is requested with this application and none is approved .
3 . Based on the square footage of the restaurant, it appears that the proposed commercial use is below the
threshold for a Traffic Impact Study (TIS ) .
4 . Any addition , modification , change use , relocation , maintaining, or removal of an encroachment of the state
highway or use of highway right- of-way for any purpose other than normal travel , shall obtain an
Encroachment Permit to use state right-of-way .
5 . Idaho Code 40 - 1910 does not allow advertising within the right- of-way of any State highway .
6 . The Idaho Administrative Procedures Act ( IDAPA) 39 . 03 . 60 governs advertising along the State highway
system . The applicant may contact Justin Pond , Program Manager for ITD ' s Headquarters Right- of-Way Section
at ( 208 ) 334- 8832 for more information .
7 . ITD' s construction plans for widening Chinden Blvd . on the north side of SH -44 has not been finalized .
ITD reserves th right to make further comments as needed .
