Initial meetings with Fire Deputy Chief Bongiorno said that Hubble/HCA needed to provide "A" secondary access fire
road, not that he would dictate what option "The" road would be. There is a clear alternative available to Serenity Lane,
which is access that exits the HCA hospital property near the SW corner through the planned Hubble culdesac. Approval
for that access was granted by Hubble Homes, per their representative, Patrick Connor, to the HCA. That road continues
from the Oaks subdivision out to the area where the new police/fire station is being built next to Owyhee High
School. This option needs to be used because Serenity Lane is a PRIVATE ROAD, and our HOA has not granted access to
it to any business. In addition, Serenity Lane will soon be right-in/right-out only onto Chinden, less than a quarter mile
from 2 signaled intersections.
The second issue is that HCA doesn't want to follow the law for sound attenuation for hospitals requiring a berm and
trees, at a minimum, because they say there isn't room for it with a fire road there. Their argument is a moot point if
they do not have emergency access on Serenity Lane. It wouldn't take up the space that would be needed for the
berm/trees or a wall, and they could then comply with the law.
We want the Council to remove/deny use of Serenity Lane for access by this commercial entity. You just can't give our
land to some business!
