Good Morning Andrea,
Below is the definition of a “commercial collector” and a “private street”. West Quintale Drive turning into N.
Montelino Way is depicted as a commercial collector on the GIS Map because it connects to commercial
arterial streets. Private streets are maintained by an HOA not ACHD and are typically located within a
residential neighborhood or commercial subdivision that is not dedicated to the public (usually a dead-end
street, not a through street).
Street, collector. A street designated as an urban collector or proposed urban collector on the most
recent regional transportation plan for Ada County adopted by the Community Planning Association of
Southwest Idaho or the City of Meridian comprehensive plan that carries traffic from local streets to
arterials.
Street, private. A roadway that is not dedicated to the public that is not a part of the public highway
system, and that is approved pursuant to chapter 3, article F, "private street requirements", of this title.

I only have one comment from the postcard received regarding the planning & zoning public hearing for
the Wienerschnitzel Drive Thru on the corner of W. Qintale near the NW corner of Ten Mile and
McMillan.
On the postcard is a drawing of the location. The labeling of W Quintale Dr and N. Montelino way caught
my eye. It’s labeled “Commercial Collector”. In attempting to research the definition, the only definition
I could find and it’s for code in South Carolina, is
1. Collector Streets (Commercial): The highest order of commercial streets. Distributes traffic between
lower-order commercial streets and higher-order streets such as arterials. Average Daily Traffic
(ADT) for commercial collector streets is approximately 3,000 - 5,000 vehicles per day (vpd).
Not sure if that definition holds true for Meridian, but I just want to call out that W. Qintale / N
Montelino way is a PRIVATE STREET, as far as I have known since building our home in 2008 on W.
Astonte Ct. It is not a street for deliveries, commercial vehicles, etc. (even though the delivery trucks
try to park there); the street is private and is lined with No Parking zone signs (tho’ those are also
ignored).
So unclear about the labelling of Commercial Collector when everyone on Astonte was told it is a private
street, and is also the only street for us who live on Astonte Ct/St, N Amaro Ave, and W Los Flores St. to
exit our portion of the subdivision. Let me know if my understanding in inaccurate or if the labeling is
inaccurate. If it is private, we don’t want this to show “commercial” and have people inaccurately
assume that this is a commercial-use street. Could you let me know what the real definition is? It would
be appreciated!
