Ale Issues & Ideas City of lona: How to Run a Successful Election Levy During the late spring of I 997, a few representatives from cities in Eastern Idaho met with several local State Legislators. Craig Rockwood, the Mayor of the City ofIona, asked Representative Golden Linford from District No. 27 what could be done to help cities with extremely low property tax levies so they could increase their base levy beyond the 3% cap. The City ofIona with a population of approximately 1200 people, has been strapped financially with one of the State's lowest levies (only .0012) since the State Legislature placed a cap on a local government's ability to increase their levy rate. The City ofIona generated only about $2 I ,000 of operating revenue from property tax in 1996. Representative Linford helped author the legislation that placed the cap on a city's ability to increase its levy. He admitted that the law placed an undo burden on cities with low levy rates. Representative Linford offered his support if the Association ofIdaho Cities would propose legislation to allow cities with low levies to be able to increase their levy beyond the 3% cap. Mayor Rockwood submitted the proposed legislation to the AIC Legislative Committee during their planning meeting in November 1997. The Committee expressed overwhelming support for the legislation and AIC jumped on the bandwagon. The early consensus was that even though this legislation made sense and was a badly needed local option for municipal government, it would be a very hard sell to Idaho's conservative legislature. Before the 1998 Legislative Session began, representatives from the AIC and the State Tax Commission met to work out language for the proposed legislation. \\'hen the 1998 Session began, Representative Linford introduced HB712 in the House Revenue and Taxation Committee, Mayor Rockwood carried the torch for AIC, He and AIC's new Executive Director, Ken Harward, testified on several occasions in both House and Senate Committee Meetings. Several other elected officials including the Mayor of Eagle, Rick Yzaguirre, showed their support for the legislation by also attending the committee meetings. Many other elected officials con- tacted their local representatives in the legisla- ture asking them for their support. HB 7] 2 was sent to the floor of the House with a "Do Pass" recommendation after it received the following amendments: I. Only cities with a levy below .004 could increase their levy and the levy could not be raised to a level above .004. 2 Cities could raise their levies only after a special election was called to vote on the matter. 3. At least 60% of those voting on the issue must vote in favor. Even with these amendmenrs AIC strongly supported the approval ofHB 7 I 2, HB 712 was approved by the House of Representatives on March 9111, 1998 bv a vote of 5968-3 and sent to the Senate Local Government and Taxation Committee. Senator Jerry Thorne, the Chairman of Local Govern- ment and Taxation Comminee voiced strong support for HB 712. His support was greatly appreciated by AIC. The Senate Committee unanimously voted to send HB 712 to the floor with a "Do Pass" recommendation. On March I 8'h, the Senate unanimously approved HB 712 with a 34-0 vote. HB 712 became law on March 26dl, 1998 when Governor Batt signed the bill. By late summer, in the City oflona, Mayor Rockwood had his City Council on board and up to speed. In September they passed a resolution calling for a special election to be held in conjunction with the November general election to ask their citizens to raise the City's levy from .0012 to .004. Mayor Rockwood explained, "Although our city's tax burden was extremely low, it wasn't easy asking our residents to increase theirtaxes by almost 300%. We wanted as many of our citizens as possible to know what we were proposing. We scheduled two town meetings to explain the issue, to answer questions, and to get public input. We advertised on our city water bill, in the local newspaper, and we sent out several notices that explained the issue in the mail." "We didn't want anyone to say that their elected officials tried to sneak this past them. Our meetings went well. Nearly everyone who attended our town meetings voiced support for the increase. Their main concern was, 'What will the additional funds be used for?' we did our best to answer all of the ques- tions." Below are some very rough ideas of what we could pull together. Certainly the facts are not verified (in some cases just pulled out of the air for lack of information). Maybe you can fill them in. This might at least give you a start. It we want to get a mailing in the Chamber newsletter we need to have the copies there by Monday, April 23rd. Will could probably get the details. I am certainly willing to give to the pot to cover costs. Sorry to miss the meeting - this is so important to be done correctly and get our message so we can get it passed. See you next week. Property crimes and traffic incidents are on the raise, but officers are caring for largers areas and response times to accidents and crime have changed from an average of 4 minutes to 6 minutes per response. Meridian would like to hire more officers to provide better response times and give our officers the needed equipment and training they need to serve our citizens. Currently Meridian has 1.3 officers per 1,000 residents, where area cities average 1.7 per 1,000. Meridian would need to hire additional officers to provide service to our citizens. It costs $_ to hire and equip a new officer positions. A safe and secure community is a high priority of this community. A milllevey increase would provide our community more police protection. Meridian needs increased fire protection and emergency response... A cardiac victim's Ufe can be determined by seconds without attention by an emergency technician... It only takes _ minutes to lose a home or structure to fire... The Meridian City and Rural Fire Department/s response time is an average response of _ but can be improved with additional substations and firefighters. Building and opening substations and personnel can cost $800 000 (one time expense) to build the facility and an additional $ 400 000 (on.going annual expense) to staff the building. The miff levy increase will allow additional staffing and developing substations necessary to provide it's area of service better response time to both health and fire calls. Meridian needs more parks... Walking, sitting or playing sports in a local park is a difficult task 4/18/01 in Meridian. Meridian averages only 1.5 acres per 1,000 residents compared to 7.7 acres per 1,000 in surrounding cities. Purchasing and developing just one acre of parkland averages $_. Meridian is currently developing 52 acres of parkland this year but the demand is much greater. Youth and adult sport groups have no place to practice and play and playgrounds are crowded and few. The mill levy increase will help support more park development. Add to the above that the mill levy alone won't pay for all of this but over time we will be able to achieve this sooner if this were to pass. )Add the above to Ken Harwood levy information and this might be sufficient.
