Crash Count Tota 85 ANALYST NOTES Response Time and Calls for Service(CFS)by Priority-Most frequent priority call types: • Priority 3 calls mainly involved Injury Crashes as well as Assist EMS Code 3, PD Assist School Alarms,and Wrong Way Drivers. • Priority 2 calls had a high number of Traffic Stops,followed by Welfare Check/911 Hang Ups,Suspicious Vehicles, and Domestics. • Priority 1 calls most frequently were Construction Site Security Checks, Follow Ups,and Citizen Assists. *Crime-Most frequent crimes involved: •All Other Offenses(Resisting/Obstructing, FTA, Flee/Elude,Violation Protection Order, etc) •Simple Assault • Driving Under the Influence *Crashes-By collision type: • 35.3%were Injury Crashes •49.4%were Property Damage Crashes • 15.3%were Non-Reportable Crashes Priority Response Times Defined: Priority 0-no priority type of calls. Priority 1 -non-emergency type of calls where the officer will arrive at the earliest convenience, and shall obey all traffic laws. Priority 2-require an urgent response where the officer will arrive as soon as practical, and should obey all traffic laws. Priority 3-require an emergency response in which the lights and siren and driving as authorized for an emergency vehicle by Idaho Code to facilitate the quick and sae arrival of an officer to the scene. Other Police Comments: All qualified open space provided in the development, to include all amenities, must be in an open area in order to allow for natural observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal opportunities. The Meridian Police Department will support all Community Development Staff recommendations, Traffic Impact Studies from ITD and or ACHD to improve access, roadways, intersections,pathways and sidewalks before the project if fully completed. The Meridian Police Department can service this area if approved.Any shared driveways shall have address signs at each entrance and the roadways shall be maintained for emergency response.Any gated communities shall provide a gate code key pad to allow police access to any part of the gated community. Any townhomes or multi family units shall be clearly marked with addresses and unit numbers visible day or night for emergency response. Police Response Time- The proposed Ten Mile Creek Apartments development application is approximately 2.6 miles from the Meridian Police Department. The expected response time to this area in an emergency is 3:30 minutes. The average emergency response time in the City of Meridian is 3:44 minutes. Emergency calls are defined as an emergency response with lights and sirens and driving as authorized for an emergency vehicle. The Meridian Police Department response time goal for emergencies is within 3-5 minutes. Between 10/01/2020—09/30/2022,the Meridian Police Department responded to 1442 calls for service within a mile of the proposed development. Crime count of 199. See attached Level of Service Report. Between 10/01/2020—09/30/2022,the Meridian Police Department responded to 85 crashes within a mile of the proposed development. See attached Level of Service Report. 2.Accessibility— UDC 11-4-3-27G requires climate controlled multi-family developments to provide emergency police access into each building entry point using a multi-technology keypad. This will allow police access, if there is an emergency, into the building if someone isn't able to come to the door to allow police entrance. Police can work with the applicant on placement of the access. Police will have their own access code (same for each building)to use in an emergency. 3. Resource needs— The Meridian Police Department can service this development if approved. The Meridian Police Department already serves this geographic area. 4.
