The applicant requested that ACHD consider allowing them to install an enhanced pedestrian crossing on McMillan Road at San Vito Way due to concerns from neighbhors about pedestrians crossing McMillan Road and the additional traffic from the development. ACHD requested that the applicant submit a pedestrian crossing analysis to determine if an enhanced pedestrian crossing would be appropriate on McMillan Road at this location. The applicant submitted this analysis to staff on October 14, 2022. The analysis provided pedestrian counts from 7:00 am to 7:00 pm on McMillan Road at Vincenza Way and San Vito Way and 48-hour vehicle counts for McMillan Road collected on September 27, 2022. A maximum of 38 pedestrians crossed McMillan Road at Vincenza Way and San Vito Way from 7:00 am to 7:00 pm and there were 9,653 average daily trips on McMillan Road. The analysis assumed that there would be approximately 7 additional pedsetrians from the Bridgetower Apartments development that would cross McMillan Road at these locations based on the location of nearby attractors. Based on the signal warrant criteria in the Manual on Uniform Traffic Devices (MUTCD), the analysis does not recommend that a full signal be installed at Vincenza Way or San Vito Way on McMillan Road since there are less than 75 pedestrians crossing the major street during four different hours of the day. In addition, a signal at one of these locations does not meet District Policy, which requires that signalized intersections on minor arterial roads be spaced a minimum of/2 of a mile from any other signalized intersection. The analysis also does not recommend a marked crosswalk with Pedestrian Hybrid Beacon (PHB) at this location since there are less than 20 pedestrians crossing the major road during the peak hour based on criteria from MUTCD Section 4F. However, staff believes that it is reasonable to expect 20 pedestrians crossing McMillan Road at San Vito Way or Vincenza Way in the future during the AM peak hour based on the existing count of 14 pedestrians crossing McMillan Road at these intersections between 7:00 am and 8:00 am, which is during the AM peak hour for McMillan Road, combined with the pedestrians from future developments in this area. Given these factors, the posted speed limit of 40 mph and the volume of traffic on Ada County Highway District•3775 Adams Street•Garden City,ID•83714• PH 2O8-387-6100• FX 345-7650•www.achdidaho.org McMillan Road, ACHD would allow a marked crosswalk with a PHB to be installed on McMillan Road at San Vito Way. ACHD does not recommend that a rapid rectangular flashing beacon (RRFB)with a median refuge be installed due to the need to accomodate left turns at San Vito Way, the lack of right-of-way on McMillan Road, the presence of the canal between San Vito Way and Vincenza Way and the expected future development and traffic volume increases in the area. If the City of Meridian requires, or the applicant proposes, to install a marked crosswalk with a PHB on McMillan Road at San Vito Way, then the applicant should be required to coordinate the design and approval with Development Review and Traffic Services. The applicant would need to obtain plan approval and enter into a signal agreement with ACHD. The applicant is responsible for all costs associated with the hardware, design and installation of the PHB.
