Re: Meridian Transportation Task Force Committee - Annual Meeting
'. :On September 5, 2002, the members of this committee met in the conference room of
COMPASS to discuss Meridian transportation projects, status and priorities. The committee
members that met are as follows:
Ali Bonakdar - COMPASS; Brad Hawkins-Clark - City of Meridian; Jonathan Hennings -
ITD; Don Kostelec - ACHD; Malcolm MacCoy - Citizen; Cherie McCandless - Meridian
City Council; Linda Ritter - COMPASS; Gary Smith - City of Meridian.
The Committee discussed last years prioritized list of projects that had been compiled by
Don Kostelec (ACHD) in his August 2, 2002 letter to Mayor Corrie. The subject of Don's
letter is "2004-2008 Five Year Work Program - Request for Input." This request from ACHD
is for Meridian to officially transmit a prioritized list of transportation projects to them no later
than October 31, 2002 in order for the projects to be considered for indusion in the Five
Year Work Program (FYWP) and the Transportation Improvement Program (TIP).
Last year's No.1 priority project was the signalization and pavement improvement for the
east-bound (-84 off ramp and pavement improvement of S.H. 69 from Overland to the north
touchdown point of the overpass. This project is complete and is removed from the project
list.
The new No.1 priority project is the Locust Grove Overpass.
Committee's NO.2 priority last year. ACHD has been
informed by (TD that this can be moved into a programmed
year once FY08 is opened for projects. COMPASS
priorities set it as #2 last year behind Franklin Interchange,

Stage 2, in Caldwell. This project will be re-evaluated by COMPASS in STP-Urban
prioritization process.
Last years NO.3 priority was rebuild of Overland Road from Eagle to Meridian Road. This
project is scheduled to be bid for construction October 23, 2002 with drainage and irrigation
construction to start immediately thereafter. Because of this impending project construction,
this project is removed from the priority listing. A temporary intersection improvement will be
made at Meridian Road to allow a westbound free right turn movement. The ACHD
Commission is to approve a contract for an engineering study to determine the ultimate
design of this intersection.
Moving up from No.4 priority last year to No.2 priority this year is Rebuild of Franklin Road
from Main (E1st) to Eagle Road; concurrently rebuild Nola (Locust Grove) from Pine to
Franklin. This project is currently in FYWP for construction in FY04. Design is approaching
95% complete. A temporary fire signal has been installed at Fire Station NO.1 and a
permanent installation will be completed with the roadway project. ACHD is acquiring right
of way and expects to be done by October 1, 2003. Right of way acquisition is complicated
by proximity of our cemetery and movement of 6-12 gravesites may be necessary. ACHD is
coordinating this issue with our cemetery, Central District Health and the families.
Moving up from NO.5 priority last year to No.3 priority this year is Rebuild Meridian Road
: from Cherry Lane to Franklin Road to 3 lanes and preserve and support a 990-f00t wide
right of way. ACHD relates that this project has been placed in the prioritization matrix and
is being evaluated to obtain cost estimates. It is a potential candidate for Preliminary
Development (PO) project. (ACHD will present a short narrative to us on the prioritization
matrix analysis).
Moving up from NO.6 priority last year to No.4 priority this year is Rebuild Under Road
from Franklin north to Cherry Lane. This project is currently in 03-07 FYWP as Linder,
Franklin/Ustick; construction in FY07. ACHD will be evaluating pedestrian crossings and
sidewalk design in light of school traffic. They report that high schools are less difficult than
elementary and middle schools on major streets.
Moving up from NO.7 priority last year to No.5 priority this year is Rebuild Ten Mile Road
from Franklin to Ustick. Currently this two-mile corridor is in 03-07 FYWP as three different
projects scheduled for FY05-07. Discussion took place concerning the timing of this project
with Ihe proposed Ten Mile Interchange project. ACHD is awaiting commitment from
Meridian before proceeding with design of an emergency exit signal at Fire Station No.2.
ACHD has committed to donate salvaged signal poles and mast arm materials at no cost
and would provide other materials at their cost for the signal if the City has the signal
designed and constructed.
Last years NO.8 priority was the Franklin Road fire station emergency exit signal, which has
been installed and is removed from the listing.
Last years NO.9 priority was the Ten Mile Road Fire Station emergency exit signal. This
item is moved into our NO.5 priority with the comment that ACHD Commissioners and

Meridian Mayor and City Council need to discuss this item at the next available joint meeting
to see if a temporary signal can be installed in a partnership manner.
Last yeqrs NO.1 0 priority, synchronization of traffic signals, is removed from the list. ACHD
is in the process of developing a graphical computer simulation model for all of the
signalized intersections in Meridian. This model will allow ACHD signal engineers to input
existing traffic volumes and signal timing plans to see how the coordination between
intersections will work before sending the timing plans out to the intersections. This model
should give ACHD the best possible timing plans for intersections in Meridian during the
peak hour and off peak periods. ACHD should have this model completely finished within
the next two months and will send all new signal timing plans to the intersections in
Meridian. ACHD is expecting to implement new signal timing plans for the signals on Main
Street at Idaho and Pine within the next 2-3 weeks.
Moving up from NO.11 priority last year to No.6 priority this year is Intersection at Waltman
Lane, Meridian Road, Main Street & Central Drive. Because construction of Overland and
Franklin Roads has been moved up ACHD advises it is probable that funding for this
intersection improvement will be delayed to FY 05. The design is scheduled to be complete
at the end of September 2002. The consulting engineer is investigating another alternative
for this intersection. The signal light at Corporate and Main Street is being constructed now
and will be operational within one month. Phase II of signalization of Corporate at Meridian
"is programmed for FY 04.
Newly inserted project this year placed at No.7 priority is Rebuild of Pine Avenue from Nola
to Eagle Road.
Moving up from NO.12 priority last year to No.8 priority this year is Rebuild of Pine Avenue
from Nola to Main Street ACHD comments that this project would be evaluated once Pine
is complete from Nola to Eagle.
Moving up from NO.13 priority last year to No.9 priority this year is Rebuild of Locust Grove
from Ustick to Chinden. This project is being evaluated in FYWP update process.
Newly inserted project this year placed at No.10 priority is Extension of Corporate Drive
from Meridian Road to the Landing Subdivision. This includes a bridge crossing of Ten Mile
Drain and purchase of right of way from private property owned between Waltman Lane and
the Ten Mile Drain.
Moving up from NO.14 priority last year to No.11 priority this year is Overlay of E.:JrI from
Franklin Road to Pine, including railroad crossing. ACHD Maintenance and Operations
division is planning for an asphalt repair project across the railroad tracks with the next year.
Moving up from No" 15 priority last year to No.12 priority this year is Construct a curvilinear
connection of E:JrI to E21i2 Street at Carlton. ACHD has designed an alignment to avoid
offset intersections.

Moving up from NO.16 priority last year to No.13 priority this year is Interchange
Beautification of the Meridian Interchange. This would be an ITO funded project with 20% of
the cost coming from City of Meridian along with dedication of funds for continued operation
and maintenance of the approved beautification plan.
The status of the ITO sand maintenance yard at the northwest comer of 184 and Meridian
Road was discussed. Jonathan Hennings, ITO, has reported back that the property for this
yard was purchased with Federal funds for future expansion of the 1-84 I Meridian Road
Interchange. As such the property cannot be traded and must be retained for future
interchange improvements. The ITO would be willing to move the sand pile to another site if
one were available adjacent to SH 69. At this time they do not have another site nor are
there any funds for purchasing of one.
This mini-report is submitted for your review and comments so that I can facilitate a final
report to send to COMPASS for distribution to ACHD and lTD. I look forward to receiving
your comments.
