Subject: ID Meridian — McMillan Road Pedestrian Study UT21-2031 Introduction The purpose of this study is to identify if pedestrian improvements are warranted and needed on McMillan Road near Vicenza Way and San Vito Way in Meridian, Idaho. This study was based on local and national standards and guidelines for pedestrian crosswalks and enhancements. The counts were collected on Tuesday, September 27, 2022, from 7:00 a.m. to 7:00 p.m. The number of pedestrians crossing per 15- minute period by intersection leg was noted. A summary of the counts by intersection leg is shown in Table 1. The pedestrian crossings shown for the east and west legs were pedestrians that crossed McMillan Road. As shown, a total of 38 pedestrians were observed crossing McMillan Road during the 12-hour period, with 10 of those crossings during each intersection's respective pedestrian peak hour, though these peak hours did not match. A maximum of 6 pedestrians crossed McMillan Road at both intersections in a single hour, which happened multiple times. Pedestrian peak hourfor pedestrians crossing McMillan Road. 11 00 p.m. at San Vito Way and 11 11 • .m. at Vicenza Way Source:Hales Engineering, September Hales Engineering also collected 48-hour vehicle counts on McMillan Road between Vicenza Way and San Vito Way on Tuesday, October 12 and Wednesday, October 13, 2021. Based on the counts, McMillan Road has an approximate daily traffic volume of 9,650 vehicles per day. The highest observed peak hour had 918 vehicles, which was between 4:45 and 5:45 p.m. on October 13, 2021. Detailed count data are provided in Appendix A. Future Pedestrian Volume Estimates The proposed Bridgewater R-15 development is located north of McMillan Road between San Vito Way and Vicenza Way. As was outlined in the road site memo completed December 3, 2021, approximately 130 townhomes and 120 apartments are anticipated for the project. Hales Engineering used walking trip rates found in the Institute of Transportation Engineers (ITE), Trip Generation, 1111 Edition, 2021, to estimate the number of additional walking trips from the proposed development. Per ITE, in a weekday peak hour, townhomes generate 0.16 walking trips per unit and apartments generate 0.03 walking trips per unit. This would result in an additional 25 walking trips from the new development in the weekday PM peak hour. 1220 North 500 West, Ste.202 Lehi, UT 84043 p 801.766.4343 www.halesengineering.com , . In the road site memo, it was assumed that approximately 50%of vehicle trips would travel to/from the south to access the site. This south percentage may be too high for pedestrian traffic crossing McMillan Road due to the low existing crossing pedestrian traffic, minimal pedestrian attractions on the south side of McMillan Road, and the availability of crosswalks at Ten Mile Road. Therefore, a lower percentage of 25% was assumed for the percentage of development pedestrians that would cross McMillan Road near Vicenza Way and San Vito Way. Applying this percentage to the anticipated walking trips would result in 7 walking trips to/from the south that may cross McMillan Road. If these 7 walking trips cross during the same hour as the maximum existing crossings of 6 was observed, this would result in a potential of 13 pedestrians crossing in a peak hour. Pedestrian Crossing Analysis The purpose of the pedestrian crossing analysis is to determine if a marked crosswalk is warranted based on the pedestrian volume, and if additional pedestrian crossing treatments are needed. ACHD Policy ACHD Policy 5103.7 identifies that the Manual on Uniform Traffic Control Devices (MUTCD) should be used when evaluating the need for pedestrian signal or enhanced crossings such as pedestrian hybrid beacons (PHBs) or rectangular rapid flashing beacons (RRFBs). The MUTCD has criteria for PHBs but not RRFBs. The ACHD Policy also mentions other considerations such as established school walk routes, spacing with respect to other traffic control devices, and proximity to schools or other major pedestrian generators. The ACHD Policy does not have criteria for warranting unsignalized marked pedestrian crosswalks. Marked Pedestrian Crosswalk Due to the lack of criteria for marked pedestrian crosswalks, Hales Engineering referenced the National Cooperative Highway Research Program (NCHRP) Report 562, which has recommended warranting criteria for pedestrian crosswalks. Per NCHRP Report 562, the minimum peak hour pedestrian volume to consider a marked pedestrian crosswalk is 20 pedestrians for lower speeds less than or equal to 35 mph and 14 pedestrians for higher speeds greater than 35 mph. With the posted speed limit on McMillan Road being 40 mph, the threshold for the study location would be 14 pedestrians in an hour. As mentioned, the existing peak pedestrian volume is 6 pedestrians in an hour and the projected peak pedestrian volume with the development is up to 13 pedestrians in an hour. Neither the existing nor projected conditions meet the minimum hourly threshold of 14 pedestrians. The ACHD Policy mentions other criteria that could be considered, two of which are applicable when evaluating the need for a pedestrian crosswalk. The first is whether the location is along established school walk routes. Hales Engineering reviewed the Safe Walking Routes maps for 1220 North 500 West, Ste.202 Lehi, UT 84043 p 801.766.4343 3 www.halesengineering.com nearby West Ada School District schools, including Pleasant View Elementary, Ponderosa Elementary, Sawtooth Middle School, and Rocky Mountain High School. None of the schools show walking routes that would cross McMillan road at the study location. Pleasant View Elementary School includes the Bridgewater R-15 site in its boundaries, but the walk zone does not go south of McMillan Road. Therefore, the criterion to provide a crosswalk for school walk zones is NOT met. The other applicable criteria presented in ACHD Policy is if there's a pedestrian generator nearby that would utilize the crosswalk. There are no schools near the study location. The only property that could be considered a pedestrian generator is the Walmart located north of McMillan Road and east of Vicenza Way. However, this Walmart is already serviced by crosswalks at the Ten Mile Road / McMillan Road intersection, and no significant number of pedestrians were observed crossing at Vicenza Way in the existing counts. Therefore, this criterion is also NOT met. Based on these criteria, a marked pedestrian crosswalk is NOT recommended on McMillan Road at or near San Vito Way or Vicenza Way. Crosswalk Enhancements Crosswalk enhancements are not recommended at the study location since a marked pedestrian crosswalk is not warranted. However, a summary of the criteria for enhancements is provided below for reference compared to existing and projected conditions: • Traffic Signal: o Per MUTCD 4C.05, a traffic signal could be considered based on pedestrian volume if there are at least 75 pedestrians crossing the major street during four different hours of the day. This pedestrian volume is not met at this location. In addition, ACHD Policy 7205.4.2 states that traffic signals on minor arterials, such as McMillan Road, must be spaced at least '/2 mile apart. Both Vicenza Way and San Vito Way are less than '/2 mile from Ten Mile Road. Therefore, a traffic signal is not appropriate at the study location. • Pedestrian Hybrid Beacon (PHB): o Per MUTCD 4F, a PHB could be considered if there are at least 20 pedestrians crossing the major road during the peak hour. This pedestrian volume is not met at this location. Also, as mentioned, the spacing is not appropriate for a signalized crossing within '/2 mile of Ten Mile Road. Also, PHBs would have to be placed at a mid-block crossing since they are unsafe to place at or near intersections. Therefore, a PHB is not appropriate at the study location. • Rectangular Rapid Flashing Beacons (RRFB): o As mentioned, there is currently no specific volume criteria available to evaluate the need for RRFBs. RRFBs could be considered at marked pedestrian crosswalk locations that have higher speeds or where it is difficult to see pedestrians. Placing RRFBs at a potential crosswalk at Vicenza Way would likely be too close to the traffic signal at Ten Mile Road. Though, they could be considered if a crosswalk is ever warranted at San Vito Way. 1220 North 500 West, Ste.202 Lehi, UT 84043 p 801.766.4343 4 www.halesengineering.com HALES ,1 innovative transportation solutions Conclusions The findings of this study are as follows: • The existing maximum peak hour pedestrian volume crossing McMillan Road is 6 pedestrians. Including the proposed Bridgewater R-15 development, up to 13 pedestrian crossings are anticipated during the peak hour. • Per NCHRP guidelines, a crosswalk could be considered on McMillan Road if there are at least 14 pedestrians crossing in a peak hour. This threshold is not met with existing or projected volumes. Therefore, a marked pedestrian crosswalk is NOT recommended on McMillan Road at or near San Vito Way or Vicenza Way. • A traffic signal or PHB are not appropriate at the study location based on low pedestrian volume and the close spacing from the existing traffic signal at Ten Mile Road. • If a marked pedestrian crosswalk were to be warranted, RRFBs could be considered with the crosswalk if it were placed at San Vito Way.
