As part of the City's negotiations with Ada County over the Meridian Impact Area, the Meridian City Council agreed to provide services to this property. The applicant has built a lift station and approximately one mile of temporary sewer line in Lower Grove to connect to the City's sewer system near Summerfield Subdivision. The applicant has also extended a City water main to serve this project. LOCATION The property is generally located on the east side of Locust Grove Road approximately one-half mile north of McMillan Road. It is designated as Single-family Residential in the Comprehensive Plan. We have reviewed this submittal and offer the following comments, as conditions of the application. These conditions shall be considered in fu1L, unless ezpr+essly modified or deleted by motion of the Meridian City Council: SITE SPECIFIC REOimtF.MF.NTS Applicant is to meet all terms of the approved preliminary plat and City Ordinances. 2. If the pressurized irrigation system within this development is to remain a private homeowners association system, complete plans and specifications shall be reviewed by the Public Works Departmem as part of the development plan review process. A draft copy of the pressurized irrigation system O&M manual must be submitted prior to plan approval. The City of Meridian requires that press<rized irrigation systems be supplied by a yeaz-round source of water. If a creek or well source is not available, asingle-point connection to the culinary water system shall be required, and the common azeas within the development will be a subject to water assessments. 3. Street signs aze to be in place, water system shall be approved and activated, pressurized irrigation system approved and activated, drainage lots constructed, fencing installed, and road base approved by the Ada County Highway District prior to any water and sewer permit Vie®a Wands Sub. Although building permits will be issued by Ada County, these elements shall still be met as a condition of approval of the final plat. 4. Applicant shall be responsible to construct asix-foot-high, permanent perimeter fence along property boundary, except where the City has expressly agreed, in writing, that such fencing is not necessary. Fencing is to be in place prior to setting water meters. Revise or add the following notes for Vienna Woods Subdivision: (5.)Complete the missing recording information. (7.)Complete the missing recording information. 6. Application for sewer and water will need to be processed through the Public Works Department for each building lot. Assessment fees will be collected at that time. The City of Meridian will require inspections of service line connections. Complete the recording information for Vienna Woods Subdivision No. 6 in the legal description of the Certificate of Owners. 1. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance. Wells may be used for non-domestic purposes such as landscape ircigation. 2. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K. Provide a copy of the "final" letter from the Ada County Street Name Committee, and make any changes necessary to conform. 4. Coordinate fire hydrant placement with the City of Meridian Public Works Department. 5. Sewer and water mains shall be extended to and through the proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Sewer manholes aze to be provided to keep the sewer lines on the south and west sides of centerline. 6. One-hundred-watt, high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. STORM WATER MANAGEMENT RECOMMENDATIONS It is recommended that storm water be pre-treated through a grassy Swale prior to discharge to the subsurface to prevent impact to ground water and surface water quality. The engineers and architects involved with the design of this project should obtain current best management practices for storm water disposal and design a storm water management system that is preventing groundwater and surface water degradation.
