We bave reviewed the above referenced submittals and offer the foDowing commenD, as
conditions of approval. These conditions shall be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council:
APPUCATION SUMMARY
The applicant, fun Jewett, has requested approval of the final plat for Cherrywood Village
Subdivision, consisting of nineteen (19) building lots and (2) other lots on a 3.84-acre parcel of
land located on the south side of Cherry Lane, approximately 1/3 of a mile east of Black Cat
Road.
The City Council approved the annexation and preliminary plat for the subdivision earlier this
year (2002). The applicant has changed the name of the subdivision from "Amberstone
Subdivision" to "Cherrywood Vtllage Subdivision" in order to comply with Ada County
subdivision naming requirements.
The submitted final plat appears to be in conformance with the approved preliminary plat.
LOCATION
The property is located on the south side of Cherry Lane, approximately 2,000 ft. east of Black
Cat Road.
SURROUNDING PROPERTIES
North: Golf View Subdivision, zoned R-4.
South: Parkside Creek Subdivision, zoned R-4.
East: Rural Residential, zoned R-l (County), and Parkside Creek Subdivision, zoned R-4.
West: Hearthstone Subdivision (Un-Recorded), zoned R-4.

FINAL PLAT FINDINGS AND REOUIREMENTS
Sections 12-3-3 J.2 and 12-3-5 D read as follows: "In determining the acceptance of a proposed
subdivision, the Commission/Council shall consider the objectives of this title and at least the
following:
a. The conformance ofthe subdivision with the Comprehensive Development Plan;
Staff finds the subdivision to be in conformance with the Comprehensive Plan.
b. The availability of public services to accommodate the proposed development;
Staff finds that public services can be made available to the lots within the proposed
subdivision, provided changes as may be required by the Public Works and Building
Departments are made.
c. The contiuuity of the proposed development with the capital improvement
program;
Staff finds that the subdivision will not require the expenditure of capital improvement
funds.
d. The public financial capability of supporting services for the proposed
development;
Staff finds that the development will not require major expenditures for providing
supporting services.
e. The other health, safety or environmental problems that may be brought to the
Commission's attention.
Staff finds that there should not be any other health, safety or environmental problems
associated with this subdivision that may be brought to the Councilor Commission's
attention.
SITE SPECIFIC COMMENTS / FINAL PLAT
1. Applicant is to meet all terms of the approved preliminary plat.
2. The applicant has not indicated whether the pressurized irrigation system in this
development is to be privately owned by the homeowner's association or by an irrigation
district. If the system is to be a private homeowners association system, complete plans
and specifications shall be reviewed by the Public Works Department as part of the
development plan review process. A draft copy of the pressurized irrigation system
O&M manual must be submitted prior to plan approval. The City of Meridian requires
that pressurized irrigation systems be supplied by a year-round source of water. If a creek

or well source is not available, a single-point connection to the culinary water system
shall be required. If a single-point connection is utilized, the developer shall be
responsible for the payment of assessments for the common areas prior to signature on
the final plat by the Meridian City Engineer.
3. The applicant shall provide details of the proposed "Dry Creek Bed" landscaping plan for
Lot 1, Block 2 and receive approval of the plans prior to the City Engineer's signature
being affixed to the Final Plat SignatUTe page.
4. Street signs are to be in place, water system shall be approved and activated, pressurized
irrigation system approved and activated, drainage lots constructed, fencing installed, and
road base approved by the Ada County Highway District prior to applying for building
permits. All development improvements, including perimeter fencing and landscaping
shall be installed and approved prior to obtaining certificates of occupancy. A letter of
credit or cash surety in the amount of 110% will be required for all fencing, landscaping,
pressurized irrigation, sanitary sewer, water, etc., prior to signatUTe on the final plat.
5. Sanitary sewer service and municipal water to this site shall be via extensions from
existing mains installed adjacent to the proposed subdivision. Applicant will be
responsible to construct the sewer and water mains to and through this proposed
development, thereby making them available to adjacent properties. Subdivision
designer to coordinate main sizing and routing with the Public Works Department

7. Complete the Certificate of Owners and accompanying Acknowledgment.
8. Correct the legal description of the Certificate of Owners. There are duplicate calls to the
"Point of Beginning."
9. Label the "Point of Beginning," including monumentation on the face of the plat, per the
legal description of the Certificate of Owners.
10. Correct the plat situate statement to identify the correct quadrant references, and section

number. "City of Meridian" shall also appear in the situate for reference.
11. Correct the plat north arrow to actually point north.
12. Show monuments on the section line for the points referenced to the boundary.
13. Correct the right-of-way width dimensions where N. Summertree Way meets W. Cherry
Lane (shows 40'/40', should be 20'/20'). Place a 40' dimension on each segment of the
roadway. Dimension the radius points to the right-of-way line for the W. Thomcreek
Court bulbs. Dimension the westerly side of N. Summertree Way.
14. Lots 6-8, 10, 11, 13, and 20, Block 1 are all missing boundary dimensions. Please correct.
15. Provide blow-up details of the front lot pin configuration oflots 4&5, and 8&9, Block 1.
16. Revise the "UNPLATTED" notation on the west side of the development, if the
Hearthstone Subdivision plat records ahead of this plat.
17. Applicant shall be required to pay Public Works development plan review, and
construction inspection fees, as determined during the plan review process, prior to
signature on the final plat per Resolution 02-374.
18. All drainage areas (detension/retension basins) must be designed to ensure that water is
retained only during 25-year storm events, and for a period of time not to exceed 24
hours. Side slopes within drainage areas shall not exceed 3: 1.
19, Staff's failure to cite specific ordinance provisions or terms of the approved preliminary
plat, does not relieve Applicant of responsibility for compliance.
GENERALREOUIREMENTS
1. All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting,
crossing or lying adjacent and contiguous to the area being subdivided shall be tiled per
City Ordinance 12-4-13. Plans will need to be approved by the appropriate
irrigation/drainage district, or lateral users association, with written confirmation of said
approval submitted to the Public Works Department.
2. Any existing domestic wells and/or septic systems within this project will have to be
removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells
may be used for non-domestic purposes such as landscape irrigation.
3. Two-hundred-fifty and 100-watt, high-pressure sodium streetlights will be required at
locations designated by the Public Works Department. All streetlights shall be installed at
subdivider's expense. Typical locations are at street intersections and/or fire hydrants.
Final design locations and quantity are determined after power designs are completed by

Idaho Power Company. Street light contractor to obtain design and permit from the
Public Works Department prior commencing installations.
4. Compaction test results must be submitted to the Meridian Building Department for all
building pads receiving engineered backfill, where footing would sit atop fill material.
5 Applicant's engineer will be required to submit a signed, stamped statement certifying
that all street finish centerline elevations are set a minimum of three feet above the
highest established normal groundwater elevation.
6. Coordinate fire hydrant placement with the City of Meridian's Water Works
Superintendent.
7. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K.
8. Any tree over 4" in caliper that is removed from the property shall be replaced by
installing additional trees, being the equivalent number of caliper iDches of trees that
were removed. Required landscaping trees will not be considered as replacement trees for
those trees that have to be removed.
COMPREHENSIVE PLAN POLICIES
The subject property is located in an area designated as Mixed Residential in the Meridian
Comprehensive Plan. The 1993 Comprehensive Plan contains a variety of goals and policies that
are relevant to this application. Staff has selected the following sections that most directly apply
to the proposed project.

The following will be the requiremenrs and/or concerns to provide minimum levels of fue protection for
the propo.ed project:
1. That a fire-flow of 1,000 gallons per minute shall be available for duration of 2 hour. to service
the entire project. Fire hydrants shall be placed on comers and an average of 400' apart. 1997 UFC

2. Opemliona1 (ue hydrants and temporary or pennanent street signs are required before
combustible construction begins. UFC 901.4.2 & 9OL3
3, Acceptance of the water .upply for fire protection will be by the Meridian
Water Department.
4. Final Approval of the fire hydrant locations shall be by the Meridian Fire Dep1ll1:ment.
5, All radii shall be 28' inside and 48' outside mdius for the internal road system.
6, Insure that all yet undeveloped parcel. are maintained free of combustible vegetation per
section 1l03.2.4 of the UniforrnFire Code.
7. The roadway. shall be built to Ada County Highway Standards for base material. UFC 902.2.1
8, Any roadway greater than 150' in length that is not provided with an outlet shall be required to
have a turn around; this requirement may apply during the phasing of the project
9. That parking be allowed on only one side of Summer tree Way where there is a 30' street width.
10, That "No Parking" be allowed on either ,ide of Swnmertree Way where there is only a 19' wide
driving surface.

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated through a grassy swale
prior to discharge to the subsurface to prevent impact to ground water and
surface water quality. The engineers and architects involved with the design
of this project should obtain current best management practices for storm
water disposal and design a storm water management system that is
preventing groundwater and surface water degradation. Manuals that could
be used for guidance are:
