HomeMy WebLinkAboutNarrative V1(E IDS IAN,_ APPROVED J RR DATL 09/20/22 FILENUMBER:A-20U2 079 native The Grocery Outlet is a 16,000 SF retail pad building within the Outer Bank development within the parcel known as Pod 5 which contains a 16,000 SF Grocery Anchor (Grocery Outlet) and also a 4,200 SF retail pad building (Heartland Dental) building, as well as, the parking, flatwork and trash enclosures to support both buildings. Operations of the Grocery Outlet include selling food for home preparation and consumption, as well as the retail sale of packaged alcoholic beverages (beer and wine and/or distilled spirits) for consumption off the premises. The Development. - The Outer Bank has been designed to exemplify the vision and goals of the Ten Mile Interchange Specific Area Plan (TMISAP). It is a dynamic mixed -use development with character and vibrancy, a place where people of mixed incomes and ages can work, live, shop and play together in a thoughtfully conceived and amenity rich environment. The Project Approvals: The Outer Bank development is a residential and commercial mixed -use project annexed into the City of Meridian and Rezoned to R-40 and C-C zoning on July 27, 2021 under application H-2021-0025. As a Condition of the Annexation and Rezone, the project developers entered into a Development Agreement with the City dated September 7, 2021. In accordance with the City of Meridian Unified Development Code, the residential elements are subject to a Conditional Use Permit that was approved concurrent with a Preliminary Plat Map by City Council on December 14, 2021 under application H-2021-0063. Furthermore, pursuant to Chapter 5, Article B of the Meridian Unified Development Code, construction of commercial CC Zoning Districts will require a Certificate of Zoning Compliance and Administrative Design Review approval which are the subject of this application. The Grocery Outlet Building: This building connects aesthetically back to the language found in the overall development through the following: Massing The building utilizes a 24'-0" high parapet to maintain a low stable base with a taller 35'-0" raised angled roof entry element to announce the entry point. This massing keeps the building from being proportionally over- bearing in its location close to a development entry point. Materials The finishes align with others used in the development and include dark charcoal EIFS and light warm synthetic wood vertical siding. The storefront is a dark bronze and the glass clear and non -reflective. Accents The vertical wood is oriented to specific sides and corners to add textural richness and balance the dark plaster finish. There is also exposed slanted posts to accentuate the entry roof. Prefinished black aluminum canopies are used for higher quality and durability. Together this creates a modern and durable building that does not overpower its corner location and relates to the rest of the development. NORR, LLC 150 W.
