Thank your for the opportunity to submit this development application for Torino Locust Grove
Subdivision. The proposed development is located at 870 S Locust Grove Rd, Meridian, ID 83642. The
application consists of a request for annexation and rezone. This narrative will describe these applications
as follows:
We propose to annex the 0.87 acre property into the City of Meridian. The City of Meridian
Comprehensive Plan's Future Land Use Map designates the property as Medium Density Residential with
a density of 3-8 units/acre. The proposed plan would be 4 units per acre.
We propose rezoning from R1 to R8. The purpose of the rezone would be to allow 4 building lots: two
lots 8775 square feet, and two lots at 10,124 square feet which meets the minimum lot size requirement of
4000 square feet.
Subdivision access will be from Locust Grove Road. ACHD will allow access in the center of the
property due to the fact that there are no access points across Locust Grove that need to be matched. The
four lots will take access from the new private proposed road. There will be no allowed parking on the
private road to allow fire access. The private road is 135 feet long and will not require turn around as per
City of Meridian Fire regulations.
The 25 foot required easement on frontage of Locust Grove Road will act as
the landscaping buffer and will be populated with plants as outlined in the
landscaping plans.
The four homes will be single-family homes consisting of 1-2 story homes less then 35 feet in height. The
homes will range in size from 1500 square feet to 3000 square feet.
