DEVELOPMENT AND ITS DETRIMENTAL IMPACT ON THE AUTUMN FAIRE AND TURNBERRY SUBDIVISIONS The proposed Toll Bros. project will be located south of Ustick Rd. and adjacent to the Autumn Faire and Turnberry subdivisions and will consist of 545 homes. Our subdivisions(Autumn Faire and Turnberry)will be referred to in this letter as `AFT' subdivisions. Toll Bros propose to have three arterial access points, but only one direct access point from their subdivision into a major arterial(Ustick Rd),the other two traffic access points are through our AFT subdivisions. There is also a possible future McDermott Road bypass, but Toll Bros. have no control over when, or if, it will be built so it is not included in this analysis. If constructed,the `bypass' will be located at the far northwestern portion of their project and will only benefit the portion of the homes in that area. The two other ingress/egress points for vehicles will be through the Autumn Faire and Turnberry(AFT) subdivisions,which will give access from the Toll Bros.project to an already crowded Black Cat Road via Talamore Drive and W. Charles Street. Our two subdivisions (AFT)contain about 400 homes and have five arterial access points or one access point per 80 homes. (One on Ustick and four on Black Cat). Due to the configuration of the AFT subdivision, the two southern exits get a larger share of traffic than the other three exits. Approximately 200 homes in the AFT subdivisions use the two southern access points that Toll Bros. want to utilize. Due to the fact that the proposed subdivision will only have a single-lane exit through the project, a large portion of the homes in the southern portion of the project could opt to utilize a route through our subdivision. From the proposed plat map, it appears that about 20-25% of the subdivision, or roughly 120 homes could compete for access through our subdivision, adding an additional 60 homes per exit for these two outlets. Most developments in our general area appear to have around 40-90 homes per arterial access; ours could increase to 160. This high traffic volume on the southern exits could push AFT commuters, who typically use the southern exits,to crowd into the northern Black Cat exits, leading to additional traffic issues. Although the exact traffic impact is unknown, there could be a large increase in usage. As indicated above, the main ingress/egress point located in the proposed subdivision is just a two-lane street, which,due to probable traffic congestion during peak hours, would encourage commuters to utilize a route through our AFT area. The proposed improvements will greatly impact the lives of residents in the AFT subdivisions with the potential for significant traffic congestion and could make access to and from our homes much more difficult. The additional traffic could also endanger children at Seasons Park with an increased chance of traffic incidents. A possible solution to ease these traffic issues would be for Toll Bros. to add an additional access lane and give four-lane access throughout the project in and out of Ustick Road(a street scheduled to be widened), also to relocate the high density housing closer to Ustick Road, and to reconfigure some of the eastern streets in order to mitigate the traffic impact on Seasons Park.
