HomeMy WebLinkAboutMemo from Planning RECEIVED Project: Conger Management Group/ Wells Street JUN ,n 8 lOUr[; City of Meridian City Clerk Office Location: Wells Street west of Eagle Road south of Magic View, Applications: comprehensive plan amendment, annexation and zoning, preliminary plat, and conditional use Comprehensive Plan Amendment: The subject Comprehensive Plan Amendment (CPA) application proposes to amend the Future Land Use Map of the 2002 Comprehensive Plan (adopted August 6, 2002). The applicant is proposing to change an existing Office designation to a Mixed Use-Community designation for two parcels, which total approximately 11.79 acres of land, located at 675 and 715 S. Wells. The Comprehensive Plan defines the present Office designation as follows: "This designation will provide opportunities for low-impact business areas. These would include offices, teclmology and resource centers; ancillary commercial uses may be considered (particularly within research and development centers or technological parks)." Although, the Meridian City Code allows multifamily housing developments as a Conditional Use in the L-O (Limited Office) zone, any use other than those listed above proposed on lands with the Office designation would not be in compliance with the Plan. The purpose ofthe MU designation on the Future Land Use Map is to identify key areas which are either infill in nature or situated in highly visible or transitioning areas of the city where innovative and flexible design opportunities are encouraged (Page 97, Chapter VII 2002 Comprehensive Plan), On October 17, 2005, the Commission recommended approval to City Council with the caveat that an application for Annexation and Preliminary Plat would be submitted and be heard concurrently at City Council with the CPA application. If Council approves this request, we anticipate at least two other properties come in with residential proposals, Highlights of Proposed Development: Annexation and Zoning of 11,79 acres to R -15 and Preliminary Plat approval of 84 residential building lots and 14 common lots on 11.79 acres. Gross Residential Density: 7.12 Other: 2,13 acres (17% of the property) for open space with gazebo and pedestrian pathway system. Project meets multi-family standards, private street standards and R-15 standards. Commission Recommendation: approval at their May 4th public hearing, contingent upon the Council giving a favorable recommendation to CPA-05-002, Summary of Public Hearing: i.
