Dear Madame Mayor, Members ofthe City Council and Ms. Canning:
At the April 18, 2006 City Council meeting White-Leasure Development Company requested
that the City Council reconsider the location of the approved right-in I right-out access on
Meridian Road. The council approved the request and the reconsideration of the access location
is scheduled for June 6, 2006.
The applicant has contracted with Kittelson and Associates to conduct a study of the access at the
approved location approximately 740 feet south off the centerline of Overland Road versus the
requested location no closer than 500 feet south of the centerline of Meridian Road. The
findings of that comparison are contained in the attached letter from Kittelson and Associates
dated May 19, 2006.
The applicant very much appreciates your willingness and time spent considering the relocation
ofthe approved right-in I right-out access.

Meridian Road Access Location for the Proposed Retail Center at Meridian Road and
Overland Road - Meridian, Idaho
Dear Jeff:
As you requested, we have reviewed the relocation of the Meridian Road right-in, right-out access
from the approved location at the south end of the project to a new location that is more central to
the site. The proposed relocation would move the approved right~in, right-out access from the
current location, approximately 740 feet south of Overland Road, to a new location no closer than
500 feet from the centerline of Overland Road.
A review of both driveway locations found that both provide more than sufficient distance from
Overland Road to meet ITD requirements for a southbound deceleration lane as recommended in
the Traffic Impact Study (TIS). While relocating the driveway further north moves it closer to
Overland Road, the new location will improve traffic operations and safety for the following
reasons:
. The new location reduces the opportunity for violations of the right-in, right-out design.
The full movement driveway for Southern Springs opposite the approved right-in, right-
out provides the opportunity for crossing maneuvers between the two developments to
violate the right-in, right-out channelization. Violations will likely occur at the
approved location until a median is installed in the center of Meridian Road.
. The new location will lower traffic speeds on-site. The future on~site connection to the
adjacent parcel to the west access will be more circuitous and result is slower speeds
through the site by traffic associated with the future development.
. The new location provides the opportunity for ITD to install a center median.
For the reasons described above, relocating the right-in, right-out on Meridian Road to the
proposed access location is recommended. Please call me at (208) 338-2683 if you have any
