Burley Ave. Re: Alternative Compliance Request Dear Planning Staff; OA+D would like to submit the attached Alternative Compliance Application and supporting materials for the new Sherwin-Williams' paint store located at 3302 North Burley Ave. (LOT 8, Block 1, McNellis Subdivision) in Meridian Idaho. The proposed project is a 1-story, 6,000 sf building. A Certificate of Zoning Compliance and Design Review application was previously submitted on July 27, 2022. This Alternative Compliance Application is being submitted in response to Landscape Plan Review Comment No. 2 received on 8/12/22. "All trees shall be planted outside of any easement that contains city water or sewer main unless written approval is obtained from the city engineer. If any utility easement precludes trees required by this article, the width of the required buffer shall be increased to accommodate the required trees." The current site layout includes a 7'-6" landscape buffer along the south property line over an existing 20' wide City of Meridian Sewer and Water Easement. There is currently an 8" water line running inside this easement. We are proposing to pave over the remaining 12'-6" of the easement to allow for adequate vehicular and WB-62 semi -trailer truck movement onsite. If the buffer is increased to accommodate the required trees, the overall buffer width would be —26' which is an increase of 18'-6"' over what is currently being shown. That increase would have a significant impact on truck/trailer and semi -trailer truck circulation and turning movements onsite. Upon inspection, it appears that a few of the adjacent properties within the development were also unable to meet the tree planting requirements along all property lines. For the Alternative Compliance we are proposing to plant the required trees, along with shrubs, in the landscape planter just north of the 20' easement and southern property line. (6) trees are required based on 1 Tree/35 LF, (7) trees are being proposed in the planter.
