Good morning city leaders, My name is Roy Barrera and my wife and I are both active members in the community, Meridian residents, and reside in Bridgetower West. We would like to voice our concerns with the purposed Multi Family apartments west of Wal Mart. First would be the impact of traffic. Due to width constraints and volume already in the Immediate area, I believe we would see a dramatic increase in congestion, and vehicle accidents. As we already deal with a large amount of speeding traffic that divert through Bridge Tower West travelling North and South using Vicenza Way as a pass through the Ten Mile and McMillan Rd intersection; Meridian Police Department had a speed check trailer placed on that roadway for two weeks and I am sure that data can be easily accessed for accurate information. Secondly our public schools in the immediate area which are already over ideal capacity. Add that to the rapidly declining rates of qualified and capable teachers for k-12, and Idaho's current ranking in the Nation for public education. These apartments are likely to bring the student teacher ratio to an even higher amount than it is. Which has been proven through many learner centric studies in classrooms to have a negative impact on retention and comprehension of information. This I believe will have a generational impact on society as k-12 is such a critical time for children's minds to develop. Thirdly the influx of crime. Being an Idaho native I understand that growth is needed, in more ways than one. Having served as a Geospatial Engineer, I understand that proper infrastructure must be implemented in order to support a growing population and area. I don't believe the area can sufficiently support the proposed growth. Along with the area not being able to support the growth, I don't believe our police force is ready to support this proposed growth as our police force is already understaffed and overworked. With these Multi Family apartments historically comes crime. I have seen it first hand and a prime example is in Boise, at S Maple Grove Rd and W Lake Hazel Rd. Which Is known to locals to the area as the felon flats. There is commonly a police presence in the area as there is common calls for service. I would love to provide data to the city that can support my claims. Boise city has data readily available for crime mapping, as does Ada County. Unfortunately the data provided from these agencies wont let me display this data in an area over time in order to depict an 1 increase for calls for service in the immediate area. I'm confident that the city of Meridian has access to this data, and an employee though that can create a product that can properly display the change in time from prior to apartments being built, and 1, 2, and 3 years after completion. Thank you for your time. Respectfully Roy Barrera SGT Roy J. Barrera Instructor/Writer 3/204th RTS-M BLDG 813 4463 W. Harvard St. Boise, Idaho 83705 COM: 272-4899 E-Mail: roy.j.barrera.mil@army.mil 2
