Meridian City Leaders: We live at 3670 West Balducci St. in Meridian and our house backs up to McMillan directly across the street from the proposed for-profit apartment complex that is before you for review. Let me begin by saying that my wife and I are not “anti-development”. When we were considering purchasing our home the property under consideration for the commercial development had signage stating that it was the home of a future single family residences. We know that there are better uses for that property than growing weeds on the land. With that preface, I must say that we are adamantly opposed to this for-profit development which is being presented under the banner of an affordable housing development. I will give you the reasons and data for our position and then offer one or two alternatives to this flawed development. First of all, the population density that this complex proposes will adversely impact: 1) The school populations in the immediate area. These schools, particularly the elementary schools are at or above capacity. Additional modular classrooms are already being considered even without this development. 2) The traffic in the area. I will attach the results of a traffic data observation I made on 8/29/2022 during the hours of 3:00 PM and 4:10 PM at the intersection of McMillan and San Vito (both going north and south on San Vito). Some summary data from the observation period. a. 947 vehicles traveled through the San Vito/McMillan intersection b. 13.5 vehicles per minute on average traveled through the intersection…this equates to one vehicle every 4.45 seconds. c. Obviously there are 12 total travel directions made by vehicles approaching this intersection…impatience by some drivers due to having to wait for traffic to safely clear led to some close calls when drivers had to cross traffic to proceed on their desired route. d. One vehicle drove through a school bus’s red stop lights, fortunately no students were put in harms way. e. Pedestrian traffic is very risky for persons (school children and parents) trying to cross McMillan with traffic at its current density. We believe that there are more desirable and beneficial alternatives to this development that would provide greater benefit to the community while minimizing the adverse impacts to the area. First alternative: Rezone the area to light commercial and invite businesses that could serve the population in the immediate area and in the approved developments less than a mile to the west on McMillan and Blackcat. This would eliminate traffic when the businesses close in the evening and would not add the volume of predicted traffic associated with the commercial apartment development (provision for 462 parking stalls/vehicles). Second alternative: Rezone the area to a much less dense residential development like senior housing or single family housing. 1 Conclusion: There is nothing positive for the existing and approved development communities that can come from this proposed commercial apartment development. We ask you to not approve this development and to rezone it to a designation that will provide positive contributions to Meridian. McMillan is already choking with traffic, it will get worse with already approved projects and this project will severely compound the difficulty if approved. Thanks for your time and consideration.
