The property is currently in Ada County and outside of the Meridian area of impact. However, it is part of the current Comprehensive Plan Amendment in process. The proposed comprehensive plan calls for medium and low density housing as well as a neighborhood commercial and community commercial component. The applicant has met with the City of Meridian numerous times to refine a concept plan to match the new outlined comprehensive plan. This request is for the annexation and zoning of the property; a concept plan is attached. The zoning request is consistent with the proposed comprehensive plan designations. The applicant is Treehaven LLC, which is a partnership between the primary landowners; the Carnahan Family and long time Treasure Valley developer O'Neill Enterprises (Pete and Derick O'Neill). The Tree Farm will reflect the passion of both families for creating a community of lasting value and one that offers a stimulating living environment of the quality they have enjoyed in Idaho for decades. The Tree Farm will be centrally located between Nampa, Caldwell, Boise, Star, Downtown Eagle and Downtown Meridian. The current concept plan contemplates several key items including, but not limited to: 1. Authentic Sense of Place A working tree farm / wholesale nursery will be integrated into the plan located along Chinden (Highway 20/26) in the neighborhood commercial area (The existing offices / barn is anticipated to remain on site). 2. Greater Housing Diversity Preliminary plans indicate just over 1,000 housing units which is 3± units to the acre which is well within what the comprehensive plan designates for the property. The plan anticipates multiple housing choices: 15% - Estate housing 35% - Single family detached housing (small, medium, large homesites) 30% - Lifestyle housing (townhomes, assisted living, paired housing, cluster / courtyard) 20% - Village housing (townhomes, condominiums, apartments) * Percentages on housing alternatives are intended to give a range. Final project design and market acceptance will dictate housing mix. . 3. Everyday Convenience and Social Interaction A village center, approximately 20 acres ±, 170,000 square feet of commercial, retail, office space; will provide places for people to shop, eat and work in a neighborhood scale. The area is located adjacent to Cbinden and Black Cat intersection_ 4. Connection to Nature Open space incorporating natural areas and water amenity will be linked by trails/pathways. It is anticipated between 10% - 15% of the property will be allocated to meaningful open space. S. Health and Well Being A neighborhood community center will be incorporated adjacent to the neighborhood commercial area. The center will be for the use of the Tree Farm residents and may include multiple buildings with swimming pools, active outdoor play areas, meeting and kitchen facilities, exercise and activity areas. 6. Sustainable Development The Tree Farm may incorporate certain concepts that promote responsible use of water, recycling, storm water runoff / retention and energy 40 efficiency. 7. School Preliminary meetings have taken place to determine the potential need for an elementary school. The Tree Farm and district are considering the potential. 8. Transportation Tree Farm has met with IDOT and ACRD and have incorporated their comments / requirements into the master plan. The Tree Farm Timing It is currently anticipated that entitlements, annexation, zoning, platting will take place in 2006 with some preliminary development work taking place in fall 2006 and housing / amenity construction to begin early 2007 with potential occupancy. (First move -ins late 2007 to coincide with sewer availability per the City's sewer master plan.) Phasing of the project has not been determined.
