The proposed development was initially introduced to rhe City of Metidian in September of 2005 under City of Meridian filing nurnbers (AZ -0.5-048 & AZ -05-049). At that time, three of the five Parcels indicated above were incorporated in the annexation and rezone request. Tile applications were denied by City Council on January 3, 2006. Based on comments by the City Council, public testimony and fiuther conversations with City Panning Staff, it was indicated that a mote concrete preliminary plat was needed to de the Proposed zoning to the development. A copy of the pre -application meeting notes have been attached for reference Based on the comments set forth at this meeting, the proposed development was altered dramatically. The revised layout was then presented back to City Planning Staff on January 24, 2006. In an effort to address City Council, City Planning Staff and the public testimony represented at council and neighborhood meetings, the preliminary plat is presented to you Please take notice that a 20 -foot wide landscape buffer has been incorporated into the layout along Mesa Way. Larger lots have been provided adjacent to Mesa Way that mitxor the lot size requirements found in an R-2 zoning designation. We feel that these items, coupled with restrictions on direct lot access to Mesa Way will aid in the transition fxorn the existing 5 -aa a parcels witivn, the existing Kachina Estates Subdivision. As mentioned before, the proposed development contains four existing lots which were initially platted within KwJ"na Estates Subdivision. With the City of Meridian's boundaries expanding and higher density developments increasing within these boundaries, an increased in the number of rural properties are seeing the impacts of development and subdividing ]anger parcels. Though 'Caclvna Estates has yet to be further subdivided, it is surrounded by higher density developments. As resubdivision of Kachina Estates becomes more inevitable given its surroundings and trends within the valley, a composite 20 -acre planned community, within the existing subdivision is beneficial to the neighboring communities, and is a preferred method of development as opposed to several. small unplanned communities. East of the proposed development lies approximately 15 acres of undeveloped land. The majority of the ground is bare with two existing dwelling units at the outer boundaries_ The stub streets provided to thisl5-acres will allow for a smooth transition and devr1opment of the ground with similar densities in mind as seen within Cabella Creek Subdivision. Please find the attached sketch showing how properties east of this proposed Cabella Creek Subdivision could conceptually be xesubdivided. This conceptual land plan is an illustration of how the stubs provided to the surrounding properties do not inhibit future development. Vehicular and pedestrian circulation in the proposed Cabey Creek Subdivision is provided by the proposed public roadways and a multi use pathway that are presented on the attached preliminary Plat layout. Ascaino Way, which intersects Victory Road is aligned with the entrance into Tuscany Village Subdivision south of Victory Road. Ascaino Way continues north through the proposed Cabella Creek Subdivision connecting -with Bailey Avenue and Salmon Rapids Subdivision. Two roadways within the proposed development provided to both 5-acte parcels connect to Mesa Way, on either side of the Ten Mile Canal which runs through the property. Stub streets have beers, east of the proposed development. The applicant intends to extend public sewer mains to service the proposed lots in accordance with Meridian Public Works and Idaho Department of EuvirOninental Quality requirements by connecting to the mainline at the intersection of AscainO Way and Victory Road. Mainline stubs for future continxuataon will be provided from the two interior streets that connect with Mesa Way. " Water for domestic and fire protection use is also available fronx a City of Meridian main line in Victory Road. The applicant intends to extend this water ;main to provide service at each of the proposed lots -• also in accordance with Meridian Public Works and Idaho Department of E virosamental Quality requirements. As required by the Fite Department, fixe hydrants will be provided to assure adequate protection of future residences. Connection to the mainline will be completed at the intersection of Ascaino, Way and Victory Road. The water systr-M will be looped with connection to the existing mainline in South Bailey Avenue. This information is general in nature and site specific data should be analyzed in the proposed subdivision. MTI is available to perform a more in depth sub surface investigation of the proposed subdivision. Groundwater levels in the site vicinity are controlled in large part by residential and commercial irrigation activity and canal leakage in the local area, and are likely at their maximum elevations during the irrigation season. Estimation of seasonal groundwater fluctuation is problematic without regular monitoring. Based on background knowledge of the area, and previous explorations, groundwater has been noted as shallow as 1 to 3 feet below the ground surface.
