The subject property consists of five parcels (84814130100, 84814130075, 84814130050, 84$14130140 & 84814130125), previously platted as Lots 3, 4, 5 & 6, flock 1, I~achina Estates, (a recorded subdivision on file in Book 35 of Plats, at Pages 301 G and 3017, records of Ada County, Idaho). These five parcels comprise approximately 1$.84-acres currently in Ada County and zoned RU'f'. Ail five parcels ate currently awned by Martin A. Arris. As further desculaed below, the accompanying applications request annexation of these properties into the City of Meridian, and propose develvpnaertt of the aggregate parcel into 47 bu~dable lots. ANNEXATION / RE7.ONE APPLICATION The applicant requests annexation of approximately 20.1 d~cres, which is currently zoned Ada County RUT, into the City of Meridian. Of the 20.16-acres, 1.32-acres is existxr-g dedicated riglxt- a£way. The subject properties consist of five existing parcels, three of which contain a single- family residence and associated accessory structures, while the others contains bate groexnd and a few small structures. The parcels are currently contiguous to the City of Meridian incorporated area at the north and south boundaries of said properties. 'The property is indicated on the cixxrent Meridian Comprehensive Plan as low-density residential. These. low-density .residential areas ate anticipated to contain up to three dwellings per acre. The proposed development would consist of 47 buildable hots on app+•~Yj+*+~tiely 18.$4 acres, yielding a density of 2.5-units per acre. Also, the areas just beyoiad and bordea3rxg the properties boundaries north and south of the existing parcels indicate medittrrt-density residential with zonings of R-4 and R-$. We propose anne~catian of the property as R-4, allowing lot sizes of S,D00-sf and densities not exceeding four units per acre. However, existing medium-to-high density residential lots surround the adjacent 5±~cre lots. The proposed development and zoning classification are both compatible with the surrormding area. The following chart summarizes the n„-rp-+t use and zoning of surrounding properties beyond the individual lower density lots: The fiirther development of these parcels would coxzsist of mediuxrz-density lots that tend to appeal to moderate-icxcome residents whiclx will further increase the tart base o£ the City, and is predicted to provide sufficient property tax revenue and service income (utilitq usage, etc) to offset the City's cost of meeting emergency service, educational and other commuta:ity resource obligations. PRELIMINARY PLAT APPLICATION The proposed Cabello Creek Subdivision consists of approximately 18.84-acres. Within this area, the applicant proposes to create 58 Iots: 47 of which are buildable and11 COmmpn lots which compzise appraxinnately 22% open space within the development excluding the planter strips along side all public streets. All common lots will be owned and n;~aintained by the Cabello Creek Horne Clwners Association. The proposed development requires no variances to the City of Meridian Qxdinance. The proposed development was initially introduced to the Cary of Meridian in September of 2005 under City of Meridian filing numbers (AZ-05--04$ & AZ-05-049}. At that time, three a£ the five parcels indicated above were incorporated in the annexation and nezotie request. The applications were denied by City Council on January 3, 2006. Based an comments by the City Council, public testirxa:ony and fiu:ther conversations with City fanning Staff, it was indicated that a more concrete prelsminary plat was needed to tie the proposed zoning to the develapmenG Also indicated was the need for a better transition from the e~aisting 5-acre parcels along Mesa Way to the proposed development, including limiting the number of dwellings that could take direct lot access on to Mesa Way. .Sitr.' A copy of the pre--application, meeting notes have been attached for reference. Based on the comments set fozti't at this meeting, the proposed development was altered dt~amatically. The revised layout was then presented bark to City Planning Staff on January 24, 2006. In an effort to address City Council, City Planning Staff and the public testtmany zepxesented at council. and neighborhood meetings, the preliminary plat as presented to you- Please take notice that a 20-foot wide landscape buffex has been incorporated into the layout along Mesa Way. Lazger lots have been provided adjacent to Mesa Way that mirror the lot size zequirements found in an R 2 zoning designation. We feel that these iteax~s, coupled with restrictions on direct lot access >p Mesa Way will aid iin the transition fxotm, the existing 5-acre parcels wztha~t the e~cisting Kaclvna Estates Subdivision. As mentioned before, the proposed development contains four existing lots which were initially platted within I{achina Estates Subdivision. With the City of Meridian's boundaries expanding and higher density developments increasing within these boundaries, an increased ux the nutnber of zural properties are seeing the impacts of development and subdividing larger parcels. Though Kachina Estates has yet to be further subdivided, it is surtvunded by higher density developments. As resubdivision of Kachina Fstabes becomes moze inevitable given its surroundings and trends within the valley, a composite 2(}-acre planned conununity within the existing subdivision is beneficial to the neighboring communities, and is a preferred method of development as opposed to several small unplanned communities. Fast of t}te proposed development lies approximately 15 acres of undeveloped land. The majority of the ground i$ bare with two existing dwelling units at the outer boundaries- The stub streets provided to tliisl5-acres will allow for a smooth transition and development of the ground with similar densities in txaintd as seen within Cabello Creek Subdivision. Vehicuhr and pedestrian circulation in the proposed Cabello Creek Subdivision is provided by the proposed public aadways and a multi-use pathway that ate presented an the attached preliminary plat layout Ascaino Way, which intersects Victory Road is aligned with the entrance into Tuscany Village Subdivision south of Victory Road. Ascaino Way continues noxth through the proposed Cabello Creek Subdivision connecting with Bailey Avenue and $alnann Rapids Subdivision. 'Two roadways within the proposed development connect to Mesa Way, on either side of the Ten Mile Canal which runs through the property.
