GENERAL CONSTRUCTION NOTES
1. ALL CONSTRUCTION WORK SHALL BE DONE IN ACCORDANCE WITH THE CURRENT VERSION OF THE IDAHO STANDARDS FOR
PUBLIC WORKS CONSTRUCTION (ISPWC), THE CITY OF MERIDIAN SUPPLEMENTAL SPECIFICATIONS TO THE ISPWC (AND ANY
ADDENDUMS), MERIDIAN DESIGN STANDARDS, THE REQUIREMENTS OF THE ADA COUNTY HIGHWAY DISTRICT (ACHD), AND/OR THE
REQUIREMENTS OF THE IDAHO TRANSPORTATION DEPARTMENT (ITD). THE MORE STRINGENT OF ANY OF THESE STANDARDS SHALL
BE THE CONTROLLING STANDARDS OR SPECIFICATIONS.
2. THE CONTRACTOR SHALL HAVE A COPY OF THE LATEST CITY OF MERIDIAN STANDARD SPECIFICATIONS AND DRAWINGS ON SITE
OR READILY ACCESSIBLE AT ALL TIMES DURING CONSTRUCTION (AVAILABLE ON THE WEBSITE). FAILURE TO HAVE ACCESS TO A
CURRENT COPY OF THE STANDARD SPECIFICATIONS ON SITE COULD BE GROUNDS FOR A STOP WORK ORDER UNTIL THE
SITUATION IS RESOLVED.
3. THE CONTRACTOR SHALL HAVE PLANS STAMPED "APPROVED FOR CONSTRUCTION" BY THE CITY OF MERIDIAN ON SITE AT ALL
TIMES.
4. ALL CONTRACTORS, SUBCONTRACTORS, AND UTILITY CONTRACTORS SHALL ATTEND A PRE -CONSTRUCTION CONFERENCE PRIOR TO
START OF WORK.
5. CONTRACTORS SHALL NOTIFY THE APPROPRIATE AGENCY WHEN MATERIALS ARE ON SITE OR INSPECTION OF THE WORK IS
REQUIRED. NO WORK MAY BEGIN ON ANY PROJECT WITHOUT TWENTY FOUR (24) HOUR PRIOR NOTICE.
6. CONTACTOR SHALL NOTIFY THE PUBLIC WORKS INSPECTOR 48 HOURS PRIOR TO THE REQUIRED TESTING. THE CONTRACTOR MAY
NOT OPEN OR CLOSE WATER VALVES.
7. ALL MATERIAL FURNISHED ON, OR FOR THE PROJECT MUST MEET THE MINIMUM REQUIREMENTS OF THE APPROVING AGENCIES.
AT THE REQUEST OF THE APPROVING AGENCY OR THE DESIGN ENGINEER, CONTRACTORS SHALL FURNISH PROOF THAT ALL
MATERIALS INSTALLED ON THIS PROJECT MEET THE SPECIFICATION REQUIREMENTS SET FORTH IN GENERAL CONSTRUCTION NOTE
NO. 1.
8. WORK SUBJECT TO APPROVAL BY ANY GOVERNMENTAL AGENCY MUST BE APPROVED PRIOR TO (A) BACKFILLING TRENCHES FOR
PIPE; (B) PLACING OF AGGREGATE BASE; (C) PLACING OF CONCRETE; (D) PLACING OF ASPHALT PAVING.
9. INSPECTION, APPROVAL AND FINAL ACCEPTANCE OF ALL WATER AND SEWER CONSTRUCTION SHALL BE BY THE PUBLIC WORKS
DEPARTMENT, AND THEIR DECISION SHALL BE FINAL. SUCH INSPECTIONS SHALL NOT RELIEVE THE CONTRACTOR FROM THE
RESPONSIBILITY OF PERFORMING THE WORK IN AN ACCEPTABLE MANNER IN ACCORDANCE WITH THE DEQ/QLPE APPROVED
CONSTRUCTION PLANS.
10. ANY DEVIATION FROM THE APPROVED PLANS AND SPECIFICATIONS MUST HAVE THE APPLICABLE AGENCY APPROVAL IN WRITING
PRIOR TO CONSTRUCTION.
11. PRIOR TO BEGINNING INSTALLATION OF STREET LIGHTS, THE ELECTRICAL CONTRACTOR SHALL OBTAIN AN ELECTRICAL PERMIT
FROM THE BUILDING DIVISION OF THE MERIDIAN PUBLIC WORKS DEPARTMENT. ANY DEVIATION IN STREET LIGHT LOCATIONS FROM
THE APPROVED PLANS MUST BE APPROVED IN WRITING FROM THE CITY ENGINEER.
12. THE CONTRACTOR IS RESPONSIBLE FOR ANY DAMAGE TO PRIVATE OR PUBLIC PROPERTY AND SHALL RESTORE ALL SURFACES
TO A CONDITION EQUAL TO OR BETTER THAN EXISTED PRIOR TO CONSTRUCTION.
13. THE CONTRACTOR SHALL COMPLY WITH ALL REQUIREMENTS OF FEDERAL, STATE AND LOCAL AUTHORITIES AND REGULATIONS
ADOPTED THEREUNDER, WITH REGARD TO TEMPORARY POLLUTION AND EROSION CONTROL MEASURES DURING CONSTRUCTION.
14. THE CONTRACTOR SHALL COMPLY WITH ALL PERTINENT FEDERAL, STATE, AND LOCAL AGENCIES WHICH HAVE JURISDICTION OVER
DUST CONTROL PROCEDURES AND ADDITIVES USED IN DUST ABATEMENT.
15. ALL CONTRACTORS WORKING WITHIN THE PROJECT BOUNDARIES ARE RESPONSIBLE FOR COMPLIANCE WITH ALL APPLICABLE
SAFETY LAWS OF ANY JURISDICTIONAL BODY. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL BARRICADES, SAFETY DEVICES
AND CONTROL OF TRAFFIC WITHIN AND AROUND THE CONSTRUCTION AREA.
16. THE CONTRACTOR SHALL OBTAIN ALL NECESSARY CONSTRUCTION PERMITS PRIOR TO START OF WORK.
17. THE CONTRACTOR SHALL MAINTAIN ALL EXISTING DRAINAGE FACILITIES WITHIN THE CONSTRUCTION AREA UNTIL THE DRAINAGE
IMPROVEMENTS ARE IN PLACE AND FUNCTIONING.
18. ALL CONSTRUCTION WITHIN THE PROJECT BOUNDARIES SHALL COMPLY WITH THE REQUIREMENTS OF THE AMERICANS WITH
DISABILITIES ACT, UNIFORM BUILDING CODE, CITY OF BOISE CODE, AND ALL APPLICABLE COUNTY, STATE, AND FEDERAL CODES
AND REGULATION.
19. THE DESIGN ENGINEER SHALL SUBMIT RECORD DRAWINGS TO THE MERIDIAN PUBLIC WORKS DEPARTMENT BEFORE FINAL
APPROVAL IS GIVEN TO THE PROJECT.
20. THE CONTRACTOR SHALL KEEP ON SITE AT ALL TIMES A COPY OF THE APPROVED CONSTRUCTION PLANS ON WHICH IS
RECORDED THE ACTUAL LOCATIONS OF THE CONSTRUCTED PIPELINES AND ANY OTHER UTILITIES ENCOUNTERED. THE
CONTRACTOR SHALL PROVIDE THESE LOCATIONS TO THE DESIGN ENGINEER FOR USE IN THE PRODUCTION OF RECORD
DRAWINGS.
21. CLEARING AND GRUBBING SHALL CONFORM TO ISPWC SECTION 201.
22. EXCAVATION AND EMBANKMENT SHALL CONFORM TO ISPWC SECTION 202 WITH CLASS B COMPACTION.
23. CONSTRUCTION DEWATERING, IF REQUIRED, SHALL COMPLY WITH ISPWC SECTION 205. THE CONTRACTOR SHALL BE RESPONSIBLE
FOR REMOVAL OF SEDIMENT DEPOSITED AS A RESULT OF DEWATERING ACTIVITIES. IF THE PROJECT WILL GENERATE
CONSTRUCTION WASTEWATER THAT DISCHARGES TO STATE OR FEDERAL WATERS, A SHORT TERM ACTIVITY EXEMPTION FROM DEQ
OR EQUIVALENT SHALL BE OBTAINED BY THE CONTRACTOR.
24. TRENCH EXCAVATION, BEDDING, AND BACKFILL SHALL CONFORM TO THE ISPWC DIVISION 300. BEDDING SHALL BE A CLASS A-1
BEDDING SYSTEM. IF SOFT, UNSTABLE, OR UNSUITABLE TRENCH BOTTOM MATERIAL IS ENCOUNTERED, PIPE BEDDING SHALL BE
TYPE II PER ISPWC SECTION 304. BACKFILL SHALL COMPLY WITH ISPWC SECTION 306 FOR TYPE A BACKFILL AND TYPE A-1
COMPACTION.
25. CONTRACTOR SHALL RETAIN AN INDEPENDENT TESTING LABORATORY FOR FIELD QUALITY CONTROL OF ALL BACKFILL AND
ASPHALT. FIELD QUALITY CONTROL SHALL BE IN ACCORDANCE WITH ISPWC SECTION 204.3.4 AND SECTION 810.3.13. COPIES OF
ALL TEST RESULTS SHALL BE PROVIDED TO THE OWNER FOR REVIEW.
26. ALL UNSUITABLE MATERIAL SUCH AS SOILS, TRASH, AND VEGETATION SHALL BECOME THE PROPERTY OF THE CONTRACTOR AND
PROPERLY DISPOSED OF OFF SITE.
27. THE CONTRACTOR SHALL OBTAIN A COPY OF THE GEOTECHNICAL SOILS REPORT PREPARED BY ATLAS DATED SEPTEMBER 15,
2020, FILE NO. b201338g.
28. THE CONTRACTOR SHALL CONTACT THE ENGINEER OF RECORD FOR INSPECTION FOR ALL STORM WATER FACILITIES PRIOR TO
THE PLACEMENT OF FILTER FABRIC. MINIMUM 48-HOUR NOTICE IS REQUIRED.
29. CONSTRUCTION SURVEY STAKING SHALL BE PROVIDED ONE TIME BY THE OWNER. ANY RE -STAKING AS A RESULT OF
CONTRACTOR MISTAKES, CONSTRUCTION DAMAGE, THEFT OR VANDALISM SHALL BE PAID FOR BY THE CONTRACTOR AT THE SAME
COST AS THE OWNER PAYS. THE CONTRACTOR SHALL BE RESPONSIBLE FOR TRANSFERRING ALL CONSTRUCTION STAKES IN
CONFORMANCE WITH THE GENERALLY ACCEPTED TOLERANCES OF THE INDUSTRY FOR CONSTRUCTION STAKING AND IN
CONFORMANCE WITH THE ISPWC, TO INCORPORATE INTO THE WORK.
GRADING/STORM DRAINAGE
1. FOR ANY DRAINAGE FACILITIES WITHIN A PUBLIC RIGHT OF WAY, ACHD SHALL BE RESPONSIBLE FOR INSPECTION. FOR ANY
PRIVATE DRAINAGE FACILITIES THE PROJECT ENGINEER SHALL BE RESPONSIBLE FOR INSPECTION AND CERTIFICATION OF
DRAINAGE FACILITIES; HOWEVER ANY ROOF DRAINAGE AND PIPING TO THE DRAINAGE FACILITIES WILL BE INSPECTED BY THE
MERIDIAN PLUMBING OFFICIAL UNDER THE APPROPRIATE PERMIT.
2. THE CONTRACTOR SHALL HAVE PLANS STAMPED "APPROVED FOR CONSTRUCTION" BY CITY OF MERIDIAN PUBLIC WORKS
DEPARTMENT ON SITE AT ALL TIMES.
3. ANY CHANGE FROM THE PLANS SHALL BE APPROVED BY THE DESIGNER AND THE CITY OF MERIDIAN PUBLIC WORKS
DEPARTMENT.
4. THE CONTRACTOR SHALL CONTACT THE DESIGN ENGINEER AND ACHD FOR INSPECTION OF ALL STORM WATER FACILITIES PRIOR
TO THE PLACEMENT OF FILTER FABRIC. MINIMUM 24-HOUR NOTICE IS REQUIRED. APPROVAL IS CONTINGENT UPON INSPECTION.
5. SEPARATION FROM THE BOTTOM OF THE DRAINAGE FACILITY TO SEASONAL HIGH GROUNDWATER SHALL BE A MINIMUM OF 3'.
CONTACT ENGINEER FOR REVISED DRAINAGE FACILITY DESIGN IF BOTTOM OF FACILITY IS WITHIN 3' OF SEASONAL HIGH
GROUNDWATER ELEVATION. RE -DESIGNED FACILITY SHALL BE APPROVED BY THE PUBLIC WORKS DEPARTMENT.
6. CONTRACTOR TO REFER TO THE APPROVED EROSION AND SEDIMENT CONTROL PLAN (ESC) AND SWPPP FOR TEMPORARY AND
PERMANENT BMP'S. SLOPE STABILIZATION AND EROSION CONTROL ARE THE RESPONSIBILITY OF THE CONTRACTOR AND SHALL
CONFORM TO THE PROJECT ESC.
7. SITE GRADING SHALL CONFORM TO THE CURRENT EDITION OF THE ISPWC AND THE GEOTECHNICAL REPORT. THE CONTRACTOR
SHALL HAVE AT LEAST ONE COPY OF THE ISPWC AND GEOTECHNICAL REPORT ON -SITE FOR REFERENCE AT ALL TIMES DURING
CONSTRUCTION.
8. THE OWNER'S INDEPENDENT TESTING LAB SHALL BE RESPONSIBLE FOR LABORATORY AND FIELD QUALITY CONTROL TESTING OF
ALL EMBANKMENT, TRENCH COMPACTION, SUBGRADE, AND GRANULAR MATERIAL. ALL COMPACTION TEST RESULTS SHALL BE
PROVIDED TO THE OWNER AND APPROVED PRIOR TO SUBGRADE INSPECTION. SUBMIT COMPACTION TESTS FOR FILL PLACED
BELOW RIGHT-OF-WAY TO ACHD.
9. PRIOR TO PLACEMENT OF FILL MATERIAL, THE CONTRACTOR SHALL CLEAR THE SITE OF ALL WASTE MATERIALS AND VEGETATION
AND PREPARE THE SUBGRADE AS RECOMMENDED IN THE GEOTECHNICAL REPORT. STRIP TOPSOIL WITHIN EXCAVATION LIMITS AND
STOCKPILE FOR FUTURE USE. STRUCTURAL FILL AREAS MUST HAVE ALL VEGETATION REMOVED AND BE PROOF -ROLLED PRIOR
TO PLACING OF ANY FILL. TOPSOIL SHALL BE GENERATED AND STOCKPILED FROM STRIPPING AS DESCRIBED IN THE
GEOTECHNICAL REPORT.
10. ROCK BASE, ASPHALTIC CONCRETE PAVEMENT, CONCRETE PAVEMENT CURB AND SIDEWALK CONSTRUCTION SHALL BE AS SHOWN
ON THE TYPICAL SECTIONS AND DETAIL SHEET AND IN ACCORDANCE WITH THE ABOVE REFERENCED SPECIFICATIONS.
11. THE CONTRACTOR SHALL CLEAN ALL SPILLED DIRT, GRAVEL OR OTHER FOREIGN MATERIALS CAUSED BY THE CONSTRUCTION
OPERATIONS FROM ALL STREETS AND ROADS AT THE CONCLUSION OF EACH DAY OR OPERATION. CLEANING SHALL BE BY
GRADER AND FRONT-END LOADER, SUPPLEMENTED BY POWER BRUSHING AND HAND LABOR UNLESS OTHERWISE APPROVED BY
THE CITY. THE CONTRACTOR SHALL FOLLOW CITY AND DEQ EROSION CONTROL PROCEDURES.
12. AS SOON AS PRACTICAL AFTER COMPLETION OF ALL PAVING, THE CONTRACTOR SHALL REMOVE ALL DIRT, MUD, ROCK GRAVEL
AND OTHER FOREIGN MATERIALS FROM THE PAVED SURFACE AND STORM DRAINAGE SYSTEM.
WATER
1. CONSTRUCTION OF THE WATER SYSTEM SHALL CONFORM TO THE STANDARDS IN THE "IDAHO RULES FOR PUBLIC DRINKING
WATER SYSTEMS (IDAPA 58.01.08)" AS WELL AS THE STANDARDS AND SPECIFICATIONS REFERRED TO IN GENERAL CONSTRUCTION
NOTE NO. 1.
2. THE HORIZONTAL SEPARATION OF POTABLE WATER MAINS AND NON -POTABLE WATER MAINS (SANITARY SEWER, STORM DRAIN,
AND IRRIGATION) SHALL BE A MINIMUM OF TEN (10) FEET. WHERE IT IS NECESSARY FOR A POTABLE WATER MAIN AND
NON -POTABLE WATER MAIN TO CROSS WITH LESS THAN EIGHTEEN (18) INCHES OF VERTICAL SEPARATION, THE CROSSING SHALL
BE CONSTRUCTED IN ACCORDANCE WITH SECTION 542.07 OF THE IDAHO RULES FOR PUBLIC DRINKING WATER SYSTEMS (IDAPA
58.01.08) AND SECTION 430.02 OF THE WASTEWATER RULES (IDAPA 58.01.16).
3. THE HORIZONTAL SEPARATION OF NON -POTABLE SERVICES AND POTABLE WATER SERVICES OR POTABLE WATER MAINS SHALL BE
A MINIMUM OF SIX (6) FEET. WHERE IT IS NECESSARY FOR A POTABLE WATER MAIN AND NON -POTABLE WATER MAIN TO CROSS
WITH LESS THAN EIGHTEEN (18) INCHES OF VERTICAL SEPARATION, THE CROSSING SHALL BE CONSTRUCTED IN ACCORDANCE
WITH SECTION 542.07 OF THE IDAHO RULES FOR PUBLIC DRINKING WATER SYSTEMS (IDAPA 58.01.08) AND SECTION 430.02 OF
THE WASTEWATER RULES (IDAPA 58.01.16).
4. PLACE WATER SERVICE LINES IN A TWO (2) INCH DIAMETER PIPE WHEREVER THE SERVICE LINE CROSSES A STORM WATER
TREATMENT FACILITY (I.E. SEEPAGE BEDS, DRAINAGE SWALES). THE PIPE MATERIAL USED FOR SLEEVING MUST BE IMPERVIOUS
TO CONTAMINATION FROM PETROLEUM PRODUCTS AND MUST BE APPROVED BY THE IDAHO DEPARTMENT OF ENVIRONMENTAL
QUALITY (IDEQ).
5. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROVIDING CONTINUOUS WATER SERVICE TO ALL EXISTING WATER USERS
AFFECTED BY CONSTRUCTION. IF WATER SERVICE MUST BE INTERRUPTED, THE CONTRACTOR SHALL COORDINATE WITH THE
PUBLIC WORKS INSPECTOR.
6. ALL WATER WORKS COMPONENTS SHALL BE ANSI/NSF 61 CERTIFIED, AND MUST MEET ALL AWWA AND STANDARD REQUIREMENTS
OF THE IDAHO RULES FOR PUBLIC DRINKING WATER SYSTEMS (IDAPA 58.01.08).
7. CONSTRUCT, PRESSURE TEST, FLUSH AND DISINFECT ALL WATER DISTRIBUTION SYSTEMS IN ACCORDANCE WITH APPLICABLE
PORTIONS OF SECTION 400 OF THE MERIDIAN SUPPLEMENTAL SPECIFICATIONS AND DRAWINGS.
B. SECURE AND ANCHOR ALL TEES, PLUGS, CAPS, BENDS, AND OTHER LOCATIONS WHERE UNBALANCED FORCES EXIST BY
SUITABLE THRUST BLOCKING IN ACCORDANCE WITH THE ISPWC.
SEWER
1. CONSTRUCTION OF THE SEWER SYSTEM SHALL CONFORM TO THE STANDARDS IN THE WASTEWATER RULES (IDAPA 58.01.16 AS
WELL AS THE STANDARDS AND SPECIFICATIONS REFERRED TO IN GENERAL CONSTRUCTION NOTE NO. 1.
2. THE HORIZONTAL SEPARATION OF POTABLE WATER MAINS AND NON -POTABLE WATER MAINS (SANITARY SEWER, STORM DRAIN,
AND IRRIGATION) SHALL BE A MINIMUM OF TEN (10) FEET. WHERE IT IS NECESSARY FOR A POTABLE WATER MAIN AND
NON -POTABLE WATER MAIN TO CROSS WITH LESS THAN EIGHTEEN (18) INCHES OF VERTICAL SEPARATION, THE CROSSING SHALL

4. PLACE SEWER SERVICE LINES IN A SIX (6) INCH DIAMETER WATER CLASS PIPE WHEREVER THE SERVICE LINE CROSSES A
STORMWATER TREATMENT FACILITY (I.E., SEEPAGE BEDS, DRAINAGE SWALES).
5. WHEN COVER OVER A SEWER PIPE IS LESS THAN THREE (3) FEET FROM TOP OF PIPE TO SUBGRADE OR TOP OF PIPE TO
NATURAL GROUND, USE "CLASS 200 WATER PRESSURE PIPE", ASTM D 2241, SDR 21, INCLUDING SERVICE LINES AND FITTINGS.
6. THE CONTRACTOR SHALL CONDUCT AN AIR PRESSURE TEST AND TELEVISION INSPECTION AFTER ALL UNDERGROUND UTILITIES
HAVE BEEN INSTALLED. THE CONTRACTOR SHALL PROVIDE A VIDEOTAPE OF THE INSPECTION PRIOR TO FINAL ACCEPTANCE OF
THE SEWER.
7. ALL CCTV INSPECTIONS SHALL BE COMPLETED BY THIRD PARTY TESTING FIRM.
8. FINAL APPROVAL AND ACCEPTANCE OF ALL SEWER CONSTRUCTION WILL BE BY THE MERIDIAN PUBLIC WORKS DEPARTMENT.
9. ALL SEWER PIPE SHALL BE BELL AND SPIGOT, POLYVINYL CHLORIDE (PVC), SDR 35, ASTM D-3034, UNLESS OTHERWISE
SPECIFIED. ALL SEWER PIPES SHALL COMPLY WITH APPLICABLE PORTIONS OF SECTION 501 OF THE MERIDIAN SUPPLEMENTAL
SPECIFICATIONS AND DRAWINGS.
10. MAINTAIN GROUNDWATER LEVELS ONE FOOT (1') OR MORE BELOW THE PIPE INVERT, PER ISPWC, DURING PIPE LAYING AND PIPE
JOINING OPERATIONS AND WHILE MAKING SEWER TAPS. CLEAN AND RESTORE TO THEIR ORIGINAL STATE ANY DITCHES AND
STORM DRAIN FACILITIES THAT ARE SILTED DUE TO THE CONTRACTOR'S DEWATERING EFFORTS. BEDDING AND PIPE ZONE
MATERIAL SHALL BE THREE-QUARTER INCH (3/4") ROCK CHIPS UNLESS OTHERWISE APPROVED.
11. INSTALL SEWER SERVICE LINES PRIOR TO STREET IMPROVEMENTS.
1. ALL CONTRACTORS WORKING WITHIN THE PUBLIC ROAD RIGHT-OF-WAY ARE REQUIRED TO SECURE A RIGHT-OF-WAY
CONSTRUCTION PERMIT FROM ACHD AT LEAST TWENTY-FOUR (24) HOURS PRIOR TO ANY CONSTRUCTION.
2. ACHD WILL INSPECT ALL WORK WITHIN THE PUBLIC RIGHTS -OF -WAY TO INCLUDE UTILITY TRENCHES ABOVE THE PIPE ZONE.
CONTRACTOR SHALL CONTACT ACHD INSPECTION SERVICES A MINIMUM OF 24 HOURS PRIOR TO STARTING WORK AS WELL AS TO
SCHEDULE INSPECTIONS.
3. MERIDIAN PUBLIC WORKS WILL INSPECT STORM DRAINAGE IMPROVEMENTS SERVING PRIVATE ROADS AND PARKING LOT
IMPROVEMENTS OUTSIDE THE PUBLIC RIGHT-OF-WAY.
4. ALL ROADWAY CONSTRUCTION SHALL MEET THE REQUIREMENTS OF THE APPROVED CONSTRUCTION PLANS, CITY OF MERIDIAN
PUBLIC WORKS DEPARTMENT, AND ACHD SUPPLEMENTAL SPECIFICATIONS.
5. ALL CONSTRUCTION IN THE PUBLIC RIGHT-OF-WAY SHALL CONFORM TO THE CURRENT EDITION OF THE ISPWC AND THE ACHD
SUPPLEMENTAL SPECIFICATIONS. NO EXCEPTIONS TO DISTRICT POLICY STANDARDS OR THE ISPWC SHALL BE ALLOWED UNLESS
SPECIFICALLY APPROVED IN WRITING BY THE DISTRICT.
6. ACHD TO INSPECT ROAD IMPROVEMENTS INSIDE THE PUBLIC RIGHT-OF-WAY.
7. PRIOR TO PLACEMENT OF ANY PAVEMENT MARKINGS CONTACT ACHD INSPECTION FOR VERIFICATION OF COMPLIANCE WITH POLICY
AND EXISTING PAVEMENT MARKINGS.
8. SET THE TOPS OF ALL VALVE BOXES AND SEWER MANHOLES FLUSH WITH THE SLOPE OF THE FINISHED STREET GRADES.
9. PLACE ALL WATER VALVES, BLOW -OFFS, AND MANHOLES SO THAT THEY DO NOT CONFLICT WITH ANY CONCRETE CURB AND
GUTTER, VALLEY GUTTER, OR SIDEWALK IMPROVEMENTS.
10. 6" VERTICAL CURB AND GUTTER SHALL BE CONSTRUCTED AT LOCATIONS SHOWN ON THE PLANS AND PER ACHD SD-701.
11. 3" ROLLED CURB AND GUTTER SHALL BE CONSTRUCTED AT LOCATIONS SHOWN ON THE PLANS AND PER ACHD SD-702.
12. STANDARD 5" THICK CONCRETE SIDEWALK SHALL BE CONSTRUCTED AT LOCATIONS SHOWN ON THE PLANS AND PER ACHD
SD-709.
13. CONCRETE CONSTRUCTION SHALL CONFORM TO ISPWC SECTION 706 WITH CLASS 30 MPa (4000 PSI) CONCRETE.
14. PAVEMENT SECTION SUBBASE SHALL BE 6-INCH MINUS PITRUN SAND AND GRAVEL AT THE THICKNESS SPECIFIED ON THE
PLANS AND CONFORM TO THE ISPWC SECTION 801.
15. PAVEMENT SECTION BASE COURSE SHALL BE 3/4-INCH MINUS, CRUSHED SAND AND GRAVEL, AT THE THICKNESS SPECIFIED ON
THE PLANS AND CONFORM TO THE ISPWC SECTION 802.
16. PLANT MIX ASPHALT CONCRETE SHALL BE SP-3, 0.50 INCH (1/2"), PG 58-28 MIX INSTALLED AT THE THICKNESS SPECIFIED
ON THE PLANS.
17. ALL STREET CUTS AND SURFACE REPAIR TYPE "P" SHALL CONFORM TO THE ISPWC SD-301, SD-303 AND SD-806. MAKE ALL
SAWCUTS PARALLEL AND PERPENDICULAR PER SD-306. CONSTRUCT ALL PAVEMENT PATCHES ASSOCIATED WITH ANY UTILITY CUT
OR OTHER STREET WORK TO MATCH THE EXISTING PAVEMENT SECTION OR USE 2.5-INCHES OF ASPHALT, 4-INCHES OF
3/4-INCH MINUS, AND 14-INCHES OF 6-INCH MINUS PITRUN, WHICHEVER IS GREATER. IF ASPHALT CUTS ARE NECESSARY
WHEN TYING INTO ADJACENT STREETS, A MINIMUM 2-FOOT CUT IS REQUIRED.
18. ACTUAL FIELD CONDITIONS DURING TRENCHING MAY REQUIRE ADDITIONAL PAVEMENT REPAIR BEYOND THE LIMITS SHOWN ON THE
PLANS. THE FOLLOWING CONDITIONS ARE LISTED IN SECTION 6000 OF THE ACHD POLICY MANUAL.
1. ALL ASPHALT MATCH LINES FOR PAVEMENT REPAIR SHALL BE PARALLEL TO THE CENTERLINE OF THE STREET AND
INCLUDE ANY AREA DAMAGED BY EQUIPMENT DURING TRENCHING OPERATIONS.
2. IF THE CUMULATIVE DAMAGED PAVEMENT AREA EXCEEDS 50% OF THE TOTAL ROAD SURFACE, CONTRACTOR SHALL
REPLACE THE ENTIRE ROADWAY SURFACE.
3. CONTRACTOR SHALL REPLACE THE PAVEMENT SURFACE TO ENSURE MATCH LINE DOES NOT FALL WITHIN THE WHEEL
PATH OF A LANE. MATCH LINE SHALL ONLY FALL IN THE CENTER OR EDGE OF A TRAVEL LANE.
4. FLOWABLE FILL OR IMPORTED MATERIAL MAY BE REQUIRED IF THE NATIVE TRENCH MATERIAL IS DEEMED UNSUITABLE
BY ACHD INSPECTOR, DOES NOT MEET COMPACTION STANDARDS, OR TIME IS A CRITICAL FACTOR.
5. ANY EXCEPTIONS TO THESE RULES SHALL BE PRE -APPROVED IN WRITING BY DISTRICT STAFF BEFORE CONSTRUCTION
BEGINS.
PRESSURE IRRIGATION
1. THE PRESSURIZED IRRIGATION SYSTEM MUST BE BUILT TO THE STANDARDS OF THE IRRIGATION DISTRICT IN WHICH IT IS BEING
CONSTRUCTED.
2. INSTALL A REDUCED PRESSURE BACKFLOW PREVENTER IN ANY CONNECTION BETWEEN THE POTABLE WATER SYSTEM AND THE
PRESSURE IRRIGATION SYSTEM. THE DEVICE MUST BE APPROVED BY THE IDAHO DEPARTMENT OF ENVIRONMENTAL QUALITY (DEQ)
AND THE CITY OF MERIDIAN WATER DEPARTMENT.
3. INSTALL ALL CROSSINGS OF THE PUBLIC RIGHTS -OF -WAY, PRIVATE ROADWAYS AND TRAVELWAYS WITH PRESSURE IRRIGATION AT
A MAXIMUM DEPTH OF TWO -AND ONE-HALF (2-1/2) FEET AND IN AN AWWA C-900 PIPE SLEEVE WITH LOCATOR WIRE. THE
PUBLIC WORKS DEPARTMENT AND ACHD SHALL INSPECT ALL CROSSINGS PRIOR TO BACKFILLING.
4. THE HORIZONTAL SEPARATION OF POTABLE WATER MAINS AND NON -POTABLE WATER MAINS (SANITARY SEWER, STORM DRAIN,
AND IRRIGATION) SHALL BE A MINIMUM OF TEN (10) FEET. WHERE IT IS NECESSARY FOR A POTABLE WATER MAIN AND
NON -POTABLE WATER MAIN TO CROSS WITH LESS THAN EIGHTEEN (18) INCHES OF VERTICAL SEPARATION, THE CROSSING SHALL
BE CONSTRUCTED IN ACCORDANCE WITH SECTION 542.07 OF THE IDAHO RULES FOR PUBLIC DRINKING WATER SYSTEMS (IDAPA
58.01.08) AND SECTION 430.02 OF THE WASTEWATER RULES (IDAPA 58.01.16).
5. THE HORIZONTAL SEPARATION OF NON -POTABLE SERVICES AND POTABLE WATER SERVICES OR POTABLE WATER MAINS SHALL BE
A MINIMUM OF SIX (6) FEET. WHERE IT IS NECESSARY FOR A POTABLE WATER MAIN AND NON -POTABLE WATER MAIN TO CROSS
WITH LESS THAN EIGHTEEN (18) INCHES OF VERTICAL SEPARATION, THE CROSSING SHALL BE CONSTRUCTED IN ACCORDANCE
WITH SECTION 542.07 OF THE IDAHO RULES FOR PUBLIC DRINKING WATER SYSTEMS (IDAPA 58.01.08) AND SECTION 430.02 OF
THE WASTEWATER RULES (IDAPA 58.01.16).
6. INSTALL FINDER TAPE WITH ALL IRRIGATION MAINS. TAPE SHALL BE TWO (2) INCHES WIDE, METALLIC RED IN COLOR, WITH THE
WORDS DANGER -UNSAFE WATER OR NON -POTABLE WATER CLEARLY MARKED ALONG ITS LENGTH. PLACE THE TAPE BETWEEN
SIX (6) INCHES BELOW THE SURFACE AND EIGHTEEN (18) INCHES ABOVE THE TOP OF THE PIPE.
7. LABEL ALL IRRIGATION RISERS AND FAUCETS WITH DURABLE TAGS CARRYING THE WARNING DANGER -UNSAFE WATER OR
NON -POTABLE WATER.
8. LABEL ALL VALVE BOXES AND VAULTS WITH DURABLE TAGS CARRYING THE WARNING DANGER -UNSAFE WATER OR NON -POTABLE
WATER. THE VALVES AND BOXES ARE TO BE LOCATED A MINIMUM OF TEN (10) FEET OUTSIDE OF THE PUBLIC RIGHT-OF-WAY,
PRIVATE ROADWAYS AND TRAVELWAYS.
