Watertower, Ste. 202 Meridian, Idaho 83642 Re: Settlement Bridge Subdivision No. 5 — Final Plat Application Narrative To Whom It May Concern, We are submitting herewith for approval the fifth phase of the Settlement Bridge Development. This new phase will consist of a 36 lot development, 31 lots which will be single-family residential and 5 lots that are common/open space. These lots are in substantial compliance and conformance with the approved preliminary plat for Settlement Bridge. To the best of my knowledge, the plat is in conformance with all requirements and provisions of the UDC and acceptable engineering, architectural and surveying practices and local standards. The reference number for Settlement Bridge: AZ -03-035, and according to our files the annexation/rezone ordinance number is: 04-1079. Included in this plat is a large common area where the old original home was. As was discussed and approved for the preliminary plat, this common area will be left open with no tot lots or play area. We are installing new sod and a sprinkler system and leaving as many healthy existing trees as possible to enhance the area. The only old trees that were removed were located next to the old house and were in the way when the house was removed. Lastly, in this plat is the Settler's Canal, which has already been relocated to Settler's Irrigation District's satisfaction. If you have any questions, please contact me at (208) 377-3939. Meeker Place Boise, ID 83713 RE: Soil test holes on Settlement Bridge Subdivision Six soil test holes (backhoe pits) were excavated and described on June 3, 2004 on the site of the proposed Settlement Bridge Subdivision. The project is located in the N'/2 of the NW'/4 of Section 32, Township 4 North, Range 1 East, Boise Meridian, Ada County, Idaho. The purpose of the test holes was to evaluate the soil profiles for potential storm drain facilities. Copies of the test hole descriptions and a map on a photo base showing the GPS locations of the test holes are attached. All six of the test holes had moderate to very slow permeability in the upper part of the soil profile. However, all had rapid to very rapid permeability in the underlying very gravelly to extremely gravelly medium and fine sands. Depth to the underlying sands and gravels ranged from 61 to 84 inches below ground level. All of the soil profiles appeared to be well drained at the time of excavation. No free water, mottled or gleyed colors were encountered in any of the test pits. To confirm groundwater levels, PVC pipes were installed in each backhoe pit prior to backfilling to allow for measuring water table depths. Monitoring will be done on a bi weekly basis throughout the remainder of the irrigation season. Three additional previously installed monitoring pipes were located on the property. These will also be measured through the monitoring period. The first set of readings on June 7'h showed all nine monitor wells dry.
