Everest Lane, Meridian, ID. 83646 To whom it may concern: We are proposing a new 11,800 SF office building within City of Meridian city limits at 1850 W. Everest Lane. Budget Blinds is an office where customers are provided with window covering consultation and service. There will be product displays and interactive solutions with a small warehouse component to store window covering products for sale and service. The property is adjacent to Chinden Blvd. to the north, W. Everest Lane to the south, existing commercial buildings to the east, and 2-story institutional building to the west. The design intent of this building is to create a visually aesthetic structure that incorporates the architectural characteristics of the surrounding adjacent built environment and adjacent land uses. The building exterior is planned to have a contemporary design aesthetic, which articulates throughout with pilasters clad with a mixture of stone and stucco, intended to accentuate the public spaces. Pedestrian scale will be achieved with the use of full height curtain windows, awnings, porte-cochere overhang, landscaping, various height parapets and rooflines, meeting Goal 1.10 of the City of Meridian Architectural Standards. Clear curtain wall glazing at the building's exterior allows for a connection of indoor -outdoor space, allowing pedestrians and passersby to view the building inhabitants moving through interior circulation spaces meeting goals 3.30 and 4.10 of the City of Meridian Architectural Standards .Likewise, building inhabitants are awarded the opportunity to experience natural light and a clear visual to natural textures and colors of the landscaping elements; an opportunity that is seldom experienced in many office buildings. The building is complimentary to both the adjacent Challenger School to the west and commercial structures to the east, providing a clear transition of building form, massing, and scale. Modern patterns created with the curtain wall mullions and siding panel reveals allow for smaller scale lines, shadows, and shapes to be perceived from the building exterior while still allowing for the marriage of interior and exterior spaces to occur meeting goals 1.11, 1.20 and 1.30. The exterior materials will be a mixture of stone, varying colors of stucco, storefront glazing, and painted metal meeting goal 5.10 of the City of Meridian Architectural Standards. The orientation of the building entrance along the east facade frames a direct pedestrian view to adjacent buildings and public roadways, while also enhancing the architectural features, site amenities and features of the structure. Pedestrian connection to the site will be achieved by connecting the existing meandering sidewalk along W. Chinden Blvd. directly to the main entrance and extending the sidewalk south along the east and south property lines to provide pedestrian connectivity from both private and public spaces throughout the development. Rhythm, repetition, and exterior envelope articulation has been applied to all sides of the building, ensuring they are visible to all public spaces, entries of adjacent buildings and the residential neighborhood to the south. The entry is enhanced with the use of curtain glazing and columns, anchoring the building with a visible public entry. Material and color variation is occurring at a minimum of every 12 vertical feet, with vertical reveals occurring a maximum of every 50 feet meeting goals 1.30, 3.10, 3.20 of the City of Meridian Architectural Standards. The surrounding buildings are a mix of single and two story Commercial and Institutional types. The development to the west is comprised of the Challenger School, a private institution comprising grades K-81h. This building is 2-stories, similar in height and massing to the Budget Blinds proposed structure. The front facade of the Challenger School is similarly facing and comprised of entry columns, awnings, and entry overhang with the use of complimentary brick and stucco. The commercial structures to the east are generally 1-story with parapets raising the heights relative to the second story height of the Budget Blinds building. The exterior material of those building is also relative and complimentary in the use of both stone, brick, and stucco finishes. Pedestrian scale and aesthetic character are complimentary to the adjacent existing uses, visible from the roadways and adjacent public spaces meeting Goals 2.10, 2.30 and 2.40 of the City of Meridian Architectural Standards.
