I. DECISION
The Director approved the applicant's request for a one-year time extension until August 11, 2023
to obtain the City Engineer's signature on the final plat.
II. STAFF ANALYSIS
A preliminary plat (AZ, PP H-2020-0018) consisting of (50) buildable lots and ten (10) common
lots on 19.92 acres of land in the R-8 zoning district for Quartet Southeast Subdivision was
approved by City Council on August 11, 2020. A final plat (FP-2021-0012) consisting of 49
single-family residential buildings and eleven (11) common lots on 18.95 acres of land in the R-8
zoning district for Quartet Southeast Subdivision was approved by City Council on April 20,
2021. The Applicant submitted a final plat mylar to the Planning Division on April 28, 2022 for
approval; the application is currently pending approval due to corrections required to be re-
submitted by the Applicant.
The Applicant requests approval of a one-year time extension in order to obtain the City
Engineer's signature on the final plat. The Applicant is actively working on making the required
corrections and re -submitting the final plat mylar, however; it will not be signed within the two-
year period granted with the preliminary plat approval.
With all extensions, the Director may require the final plat to comply with current provisions of
this title. Staff is not recommending any additional conditions of approval for this extension and
recommends approval of the proposed one-year time extension on the final plat set to expire on
August 11, 2022.
III. CONDITIONS OF APPROVAL
A. Applicant shall meet all terms of the approved annexation, preliminary plat,
development agreement, and final plat AZ, PP H-2020-0018, DA #2020-146961;
FP-2021-0012) approved for this site.
B. The applicant shall obtain the City Engineer's signature on the final plat by August
11, 2023 in accord with UDC 11-6B-7 in order for the preliminary plat to remain
valid; or another time extension may be requested

he applicant or a party of record may request City Council review of a decision of the Director.
FKENUABER Teo-zozznooa III requests for review shall be filed in writing with the Planning Division on or before July 29,
2022, within fifteen (15) days after the written decision is issued, and include the information
listed in UDC 11-5A-7B. If City Council review of the decision is not requested, the action of the
Director represents a final decision on a land use application.
The property owner has the right to request a regulatory taking analysis under Idaho Code 67-
8003. Such request must be in writing, and must be filed with the City Clerk not more than
twenty-eight (28) days after the final decision concerning the matter at issue. A request for a
regulatory takings analysis will toll the time period within which a Petition for Judicial Review
may be filed.
