Subject: MPP22-0001/H-2021-0064 — Black Cat Industrial Development
Annexation and Rezoning application to annex 122 acres with I-L zoning into
the City of Meridian for a 2 million square foot industrial development
ACHD has reviewed and accepted the traffic impact study for the proposed Black Cat
Industrial development located south of Franklin Road and on the west side of Black Cat
Road. The annexation and rezone application for this development was transmitted to
ACHD in September of 2021 and staff provided a response with the applicable ACHD
District Policy and review comments for the proposed development on November 4, 2021.
Site Specific Conditions of Approval were not included with this response as ACHD cannot
require conditions of approval with annexation and rezoning applications. At the time
ACHD's response, the traffic impact study for this development had not yet been submitted
and ACHD was unable to provide discussion on the findings and recommendations of the
study.
The traffic impact study was submitted to ACHD for review on January 13, 2022 and
accepted the traffic impact study for this development on June 2, 2022. This letter is
intended to provide the City of Meridian with a summary of the operational impacts to the
intersections and road segments in the study. ACHD recognizes that this an annexation
and rezoning application and does not have concerns with the city proceeding with their
public hearing process, as ACHD will determine the final site specific conditions of approval
with future development applications for this site. However, please note that this letter does
not constitute full entitlement of this project by ACHD. Because of this, staff requests that
any approval or requirements of this project be conditioned to include that the applicant is
required to comply with all ACHD conditions of approval included in t future staff report the
development applications within this site.
The development is estimated to generate approximately 4,700 daily trips and 886 trips in
the PM peak hour based on the traffic impact study. The following is a summary of the
operational impacts of the proposed development based on the findings and
recommendations of the traffic impact study and the potential improvements that ACHD may
consider as part of a future development application.

Road segments and intersections evaluated in the traffc impact study
Black Cat Road —from the site to Franklin Road
The traffic impact study included two scenariors, one with a north/south colletor roadway
intersecting Franklin Road and one without. The study shows without the construction of the
collector roadway that this segment of Black Cat Road is proposed to exceed ACHD's
Acceptable Level of Service Planning Thresholds for a 2 and 3-lane minor arterial in the PM
peak hour under the 2030 total traffic conditions, specifically prior to the completion of 43%
or 960,000 square feet of the development. This segment is listed in ACHD's Capital
Improvements Plan (CIP) to be widened to 5-lanes between 2036 and 2040.
In the scenario where the north/south collector road at the site's west property line is
constructed to intersect Franklin Road, as shown below, the segment of Black Cat Road is
projected to exceed ACHD's acceptable level of service planning threshold for a 3-lane
minor arterial road only by 22 trips in the PM peak hour. However, the applicant has
indicated that the north/south collector road is not planned to extend to Franklin Road to
provide alternative access with this development at the time of this letter.

There is currently not enough existing right-of-way off-site to require the applicant to widen
Black Cat Road to 3 or 5-lanes with this development and ACHD has this road segment
listed in the CIP to be widened to 5-lanes after the build out of the development. Typically,
ACHD would recommend that the development be limited to a certain amount until the road
segment can be widened to 5-lanes for the scenario where there is not enough right-of-way
off site to widen the road. However, the applicant has indicated that they are in the process
of acquiring the necessary right-of-way to widen Black Cat Road to 5-lanes from the site to
Franklin Road. The applicant may choose to widen Black Cat Road to 5-lanes abutting the
site to Franklin Road and ACHD would provide compensation for the right-of-way obtained
consistent with the CIP, however, ACHD cannot guarantee that a Cooperative Development
Agreement (CDA) will be feasible at the time of a future development application(s). The
feasibility of a CDA with ACHD depends on the availability of staff and resources at the time
of the future development application(s).
The current configuration of Franklin Road/Black Cat Road intersection is compatible with
widening Black Cat Road south of Franklin Road to 5-lanes.
Black Cat Road/Franklin Road
This intersection is projected to exceed ACHD's acceptable level of service thresholds under
the 2030 total traffic conditions. The study recommends the following improvements at the
intersection prior to the completion of 63% of the development, or 1,312,000 square feet:
• Restriping the intersection with dual northbound left-turn lanes
• Restriping the intersection with dual westbound left-turn lanes
• Extend the Franklin Road westbound through lane west of Black Cat Road to
achieve full ultization of the 2 westbound through lanes
With the future development application, ACHD would require the restriping for the dual
northbound and westbound left-turn lanes at the intersection. There is currently not enough
existing right-of-way off-site on Franklin Road to require the applicant to widen Franklin
Road west of Black Cat Road to extend the westbound through lane to achieve full
ultilization of the 2 westbound through lanes as recommended in the study. This was
recommended in the study to reduce drivers queuing in only one of the westbound through
lanes approaching the intersection in order to avoid merging into one lane after the
intersection. Franklin Road west of Black Cat Road is listed in ACHD's Integrated Five Year
Work Plan (IFYWP) to be widened to 5-lanes in 2026 with the right-of-way acquisition and
construction years not yet determined, and in ACHD's CIP to be widened to 5-lanes
between 2026 and 2030, prior to the development's full buildout. This would address
extending the westbound through lane as recommended in the study.
Franklin Road -west of Black Cat Road
The study shows that this segment will exceed ACHD's acceptable level of service planning
thresholds for a 2-lane principal arterial road under the existing conditions in the PM peak
hour by only 27 trips, however, this segment will exceed ACHD thresholds for a 2 and 3-lane
principal arterial road under the 2030 total traffic conditions. As mentioned above, this road
segment is listed in the IFYWP and CIP to be widened before 2030. Therefore, consistent
with ACHD's alternative mitigation policy, which states that an applicant is not required to
improve an intersection or road segment that is listed in the CIP or IFYWP, ACHD would not
require the applicant to widen this road segment with this development as long as the road
segment is widened to 5-lanes prior to the development's completion. The study has
indicated that the restriping improvements at the intersection of Franklin Road/Black Cat
Road will help address capacity constraints on this road segment in the interim until Franklin
Road can be widened to 5-lanes.

Franklin Road/McDermott Road
The study shows that the southbound approach at this two-way stop controlled intersection
is projected to exceed ACHD's accepatlbe volume to capacity ratios under the 2030 total
traffic conditions in the AM and PM peak hours and recommends widening Franklin Road to
5-lanes at the intersection prior to the completion of 46% or 1,018,000 square feet of the
development to address the failing operations. This would require that the west leg of the
intersection also be widened to 5-lanes, which is within Canyon County. A two-way left-turn
lane at the intersection was recommended in the interim condition until Franklin Road can
be widened to 5-lanes, which would then be required prior to completion of 74% or
1,636,000 square feet of the development. The study analyzed this intersection as a 3 X 3
signalized intersection and found that the intersection exceeded ACHD's volume to capacity
thresholds under the 2030 background and total conditions in the PM peak hour for the
overall intersection operations.
This intersection is listed in ACHD's IFYWP to be improved as a single-lane expandable
roundabout, however, a final design and construction year have not yet been determined..
This intersection was not listed in ACHD's IFYWP or CIP at the time of the traffic impact
study was prepared, so the improvements listed in the IFYWP were not evaluated in the
study. Since this intersection is listed in ACHD's IFYWP, ACHD would not require that the
applicant improve the intersection. However, the applicant may be required to submit an
updated analysis showing that the improvements in the IFYWP will be able to accommodate
the development traffic prior to submitting construction plans for the development. This will
be determined at the time of the future development application.
East/West Collector Road and North/South Collector Road
The Master Street Map shows an east/west collector road through the site intersecting Black
Cat Road and a north/south collector road at the site's east property line. A second
east/west collector road is shown at the site's north property line, however, this conflicts with
an existing irrigation canal and the City of Meridian has indicated that this will not be
required to be constructed with this development and will be located north of the irrigation
canal.
The study recommends constructing the east/west collector road as a 5-lane collector street
section from Site Access C1 to Black Cat Road, and 3-lanes for the remaining segment.
ACHD would require that the east/west collector road be widened to 3-lanes within the site.
Depending on the improvements needed at the intersection of Access A/Black Cat Road
and if Black Cat Road is not widened to 5-lanes, staff may not recommend that the segment
from Access C1 to Black Cat Road be widened to 5-lanes, as that would not be compatible
for an intersection Black Cat Road if Black Cat Road is only 2 or 3-lanes.
ACHD would require that the applicant construct the north/south collector road at the site's
west property line as '/2 of a 46-foot wide collector street section with curb, gutter and
sidewalk on the east side of the road and 12-feet of additional pavement widening with a 3-
foot wide gravel shoulder and borrow ditch on the west side of the road consistent with
District Policy.
The study shows that the daily trips on the road segment will exceed 3,000, which exceeds
ACHD's threshold of 3,000 daily trips on a collector road that is the sole access to a
development. ACHD would Iimitt this development to 3,000 daily trips with the future
development application until alternative public access is provided to the site.

Site Accesses
The study recommends signalizing the intersection of Access A and Black Cat Road as a 3
X 3 signalized intersection with a dedicated southbound right-turn lane prior to the
completion of 33% of the development, or 731,000 square feet, assuming that Black Cat
Road has not been widened to 5-lanes. The location meets the required '/2 mile
requirements for a signalized intersection on a minor arterial road. If Black Cat Road is
proposed to be widened to 5-lanes abutting the site and to Franklin Road, then the applicant
would be required to submit an updated analysis of Site Access A/Black Cat Road assuming
Black Cat Road is widened to 5-lanes to determine if signalizing the intersection is still
warranted.
The study recommends constructing a two-way left turn lane on Black Cat Road at Access B
to provide for two-stage left-turn movements from Site Access B and for northbound left-
turning movements, as well as a dedicated southbound right-turn lane. If Black Cat Road is
widened to 5-lanes abutting the site, the dedicatd southbound right-turn lane would not be
required by ACHD.
Conclusion
Staff will determine the required improvements in accordance with District Policy at the time
of the future development application. The above improvements may change or additional
improvements may be required. ACHD will not review plans prior to issuance of an approved
staff report.

Caleb,
As you are aware,we have had several inquiries from developers in Meridian,reaching out to ACHD with
concerns about transportation related conditions being contemplated by the City, such as widening arterial
roadways and intersections.
ACHD has had great success with improvements being constructed through Cooperative Development
Agreements(CDAs), and Meridian has benefitted greatly from these projects over the last two decades. These
types of agreements are used on a limited basis, and only along a corridor or intersection where the developer
owns/controls all of the parcels. ACHD cannot condemn right-of-way for improvements constructed through a
CDA, and we do not allow construction of a partial mile, such as a 2-lane road transitioning to a 5-lane road and
then back to a 2-lane road all within one mile. Similarly,you can't improve only a portion of an intersection.
Even if there is sufficient right-of-way,there are also budgetary and staffing constraints. Advancing projects
takes dollars out of the budget which could take away from already programmed capital projects in Meridian.
Additionally,we do not have staff dedicated solely to CDA projects. Our priority in Development Services is the
review and approval of development applications and associated civil drawings and plats. CDA projects require a
lot of work and oversight by both our office and field personnel, so the project also needs to"make sense"in
regard to the overall roadway network. The Integrated Five Year Work Plan that was adopted in January,reflects
the City's priorities (attached). We are unable to move up or prioritize projects in Meridian that are not in the
IFWYP,that was adopted in January.
ACHD can only require what is allowed by Policy Section 7200, and anything more is only an"ask". The biggest
benefit of development for future roadway improvements is that we purchase right-of-way on the arterial roads
ahead of the capital project which will help keep the programmed projects on track, in line with the IFYWP. The
construction of turn lanes at subdivision entrances is also a huge benefit. ACHD policies address when turn lanes
should be required.
This applicant does not have the ability to obtain the necessary right-of-way to make full roadway improvements
to Franklin Road or Black Cat Road, or intersections along those roadways. The applicant will be required to
construct center turn lanes and deceleration lanes where warranted and feasible. The applicant will also be
required to pay ACHD impact fees. Impact fees are collected for roadway and intersection improvements
included in the 20 year Capital Improvement Plan.
