Dear Mr. Smith:
Per the findings of the attached staff report for Quenzer Condominium Subdivision
No.2, I am granting approval of the short plat for this project.
The short plat shall become null and void if the applicant fails to record the plat
within one year of the approval date of this letter per Unified Development Code
(UDC) 11-6B- 7 A. An extension of time may be approved if needed under the
provisions stated in UDC 11-6B- 7c.
The applicant, Director, or a party of record may appeal this decision or a condition
of approval by requesting City Council review of this decision. All requests shall be
filed in writing with the Planning Department within fifteen (15) days of the date of
this letter and comply with the provisions ofUDC 11-5A-6B.

We have reviewed this submittal and offer the roHowing comments, as conditions of the applicant. These
conditions shaJI be considered in full:
APPLICATION SUMMAR.Y & LOCATION
The appJicant, Brighton Commercial, Inc., has applied for short plat approval of 16 condominium units on
4 parcels of groUDd on 2.12 acres in a C-N zone for Quenzer Conunons Condominiums No.2.
Quenzer Commons Condominiwus No.2 is located at 1525 and 1585 E. Leigh Filed Drive, in the SE v.. of
Section 31, TAN., RIB; parcels A, B, C, and D, as shown on Record of Survey number 6987.
The subject property meets all of the applicabiJity requirements as stated in UDC 11-6B-5A and is
eligible to be pl'ocessed as a short plat.
Staff recommends approval of Quenzer Commons Condominiums No.2 with the comments and
conditions stated in this report.
REQUIRED FINDINGS FROM TIDC U-6B-6
In consideration of a short plat, the decision-making body shall make the following findings:
A.
The plat is in conformance with the Comprehensive Plan;
The Comprehensive Plan designates the future land use of this property as Mixed-Use
Neighborhood. The current zoning district of the proposed plat is CoN (Neighborhood Business
District). The proposed plat complies with the Comprehensive Plan.
B.
Public services are available or caD be made available and are adequate to accommodate
the proposed development;
Staff finds that public services are available to acconunodate the proposed development. Water
and sewer services have been extended into each lot from adjacent streets. Fire, police, solid
waste and irrigation servjces are aJl adequate. The adjacent public roadways have been completed
to the required design and approach standards.

The plat is in conformance with scbeduled public improvements in accord with the City's
capital improvements program;
Staff finds that the plat wílJ not require the expenditure of capital improvement funds. All sewer
and water extension for this area were planned to be developer driven. All required utilities are
either in place or will be the responsibility of the developer.
D.
There is public financial capability of supporting services for the proposed development;
Staff finds that the condo plat will not require major expenditures for providing supporting
services. The developer and/or future owners will fInance the extension of sewer, water, utilities
and pressurized irrigation to serve the project. The primary public costs to serve the future tenants
will be fire and police services.
E.
The development will Dot be detrimental to the public health, safety or general welfare; 311d
Staff fmds that the condomiIÙmization of the existing buildings will not involve uses that will
create nuisances that would be detrimental to the public health, safety or general welfare.
F.
The development preserves sigD.ificant natural, scenic or historic features.
Staff is not aware of any significant natura~ scenic or historic features associated w:ith the
development of this site that the Director and City Engineer should be aware of.
PLANNING & PUBliC WORKS DEPARTMENT - SITE SPECIFIC CONDITIONS
1.
Watf:r. sewer, pressurized Ù'rigation, and the stonn system have all been instal1ed and approved
prior to this application.
Depict, on the face of the plåt, a 10-foot wide landscape buffer easement along the south side of
E. Leigh Field Drive.
2.
On the signature sheet, revise the heading for the City Clerk's signature portion to read "Meridian
Planning Director" instead of "Meridian City Counoil" and COrTect the text accordingly.
Comply with aJI conditions of Ada County Highway District as they relate to this short plat.
Staff's fai1ure to cite specific ordinance provisions of the Unified Development Code does not
relieve the applicant of responsibility for compliance.
FIRE DEPARTMENT COMMENTS
Fire Department has no comment on this application.
STAFF RECOMMENDATION
Staffrecommends approval of the short plat for Quenzer Commons Condominiwns No.2 (SHP.O6-003)
