Broadway Avenue, Suite 102 Meridian, Idaho 83642 RE: Calvary Chapel Treasure Valley, CUP H-2020-0095 Certificate of Zoning Compliance Narrative - Resubmission Planning Staff: Calvary Chapel Treasure Valley respectfully requests Certificate of Zoning Compliance approval for its new church facility to be located at the northwest corner of the Poiema Subdivision on the south side of Lake Hazel Road. The church site is approximately 6.5 acres bounded and accessed on the east and south by S. Astoria Avenue and E. Ditmars Drive, respectively, being constructed as part of the subdivision. Resubmission is required due to the pending expiration of CZC and DES A-2021-0109. Phase 1 of the building and related Phase 1 site improvements are the subject of this application. Phase 1 of the new worship facility will consist of a 24,985 square foot, single -story building with a 478-seat sanctuary, 153 space parking lot, outdoor activity areas including a large patio and grass -berm amphitheater, and generous site landscaping. Later phases of development will include an enlarged facility and sanctuary, expanded parking lot, and additional site landscaping. In addition to the primary worship space, the Phase 1 building will include a large foyer / fellowship space, kitchen, children's and youth classrooms, and administrative offices. The building's architecture will feature a mix of roof forms including low -slope butterfly, shed, and flat surfaces concealed by parapets. Building materials will include stucco, wood -colored fiber cement lap siding, manufactured stone, and bronze anodized -color doors, window frames, sunshades, and roof coping. The north fagade facing Lake Hazel incorporates a 35-foot high lap -sided feature wall, and the south fagade facing the church patio and amphitheater features dramatic foyer glazing. 2400 E. The patio area includes a pool -less water feature and the grass amphitheater has a concrete performance space at its base. A decorative metal -fenced children's playground is located north of the building's classroom wing. The parking lot's 153 spaces provides one space for each 3.2 sanctuary seats and is well in excess of the 50 spaces required per City Code. The parking lot features an accessible passenger drop-off and pick-up area adjacent to the building entrance flanked by 6 handicap accessible parking spaces. 8 bicycle parking spaces are provided adjacent to the entrance to the classroom wing. A decorative metal -sided trash enclosure is located at the end of the emergency vehicle and service driveway on the west side of the building. With the exception of the decorative fencing around the children's play area, the site is not fenced. Building, parking lot, and amphitheater lighting will be shielded to prevent off -site spill.
