ACHD did not require frontage improvements; however, the letter states that if the City of Meridian requires frontage
improvements, then they should be designed and constructed meeting ACHD’s standards and to submit plans to ACHD
for review.

3 Street is classified as a collector roadway, so the sidewalk would need to be located a minimum of 18-feet from

centerline of 3Street. If they are located outside of the right-of-way, then a permanent right-of-way easement should
be provided to ACHD to 2-feet behind back of sidewalk. Please let me know if you have any further questions.

The sidewalk was a requirement of the Short Plat, although the staff report did mention sidewalk and curb and gutter
would not be required:
“The Downtown Meridian City Core Street Cross Section Master Plan contains a template of the portion of NE 3rd Street
bordering the property. There is already curb, gutter and sidewalk along E. Carlton Ave. NE 3rd St. from E. State Ave to E.
Carlton Ave (the vicinity of the subject property) has yet to be reconstructed, so staff is not requiring curb and gutter at
this time. The applicant will be installing a 6 ft. wide detached sidewalk, but the alignment differs from the approved
road template. This is to preserve a very large existing tree on the property. The City Arborist submitted a letter
supporting this deviation.”
We do not see this section of NE 3d shown on the 5 year work plan for construction, so it is unlikely this would occur in
the next 5 years. Because the sidewalk is shifted somewhat to avoid the tree, ACHD might be able to design the sidewalk
into their future design. I’ve copied Dawn Battles with ACHD into this email.

Hello, we are finishing up the engineering for the short plat and noticed that ACHD is not requiring any improvements on
the property. Both us and our civil engineer believe that there is a good chance that any sidewalk we put in on 3rd

street will be taken out when ACHD does their work there. We were wondering if this provision could be stricken from
the requirements? Below is the relevant part of ACHD's letter.

The Ada County Highway District has reviewed the submitted application for the preliminary plat referenced above and
has determined that there are no improvements required to the adjacent streets due to the fact that the development is
generating less than 10 additional average daily trips. It should be noted that frontage improvements to 3rd Street and
Carlton Avenue abutting the site, such as additional right-of-way dedication and/or pavement widening, curb gutter and
sidewalk may be required with future development application(s) depending on the proposed development.
The applicant should be required to submit a driveway approach request for any proposed driveways for the site. Access
should be taken from the alley, as it has a lesser functional classification or if onto 3rd Street, a collector roadway, the
driveway shall be required to align with the existing driveway on the west side of 3rd Street across from the site and
should have an on-site turnaround to prevent backing onto the collector roadway. The link for the driveway approach

The proposed preliminary plat is approved without conditions with the exception of the submittal of a driveway
approach request for any proposed driveways for the site. If the City of Meridian requires frontage improvements, then
they should be designed and constructed meeting ACHD’s standards. Submit engineered drawings to ACHD for review.
