Subject: Text Amendments for TN-R Neighborhoods

We have met with Anna Canning at Planning & Zoning to resolve the outstanding issues on the zoning text
amendments for the TN-R Districts. We have worked with Planning & Zoning to agree on side yard setbacks to
be 5' to conform with the present side yard setback that is required with other types of subdivisions. In addition,
we have worked with P & Z to develop alternatives to the 29' street section to save on pavement. Essentially we
have three choices when approving narrower streets in the City of Meridian. We have the ACHD approved 29'
wide public street with no parking on either side. We have a 24' wide private street with no parking on either side
within developments. The City has adopted the International Fire Code which requires a fire lane to be 20' wide
with no parking allowed and is considered the minimum width for a fire truck to operate near a building. When the
Police & Fire Departments met with Anna it was agreed that a 20' wide fire lane would be required for all alleys.
That proposal was then taken to the Process Improvement Group who requested that the surface be reduced to
16' wide with a 20' Right of Way. Our experience has been that when a surface is not improved that items
like fences, trees, bushes, raised flowerbeds and landscaping rocks all tend to obstruct the fire department
access. In addition, in an e-mail dated April 27, 2006 Anna indicated that ACHD (Gary Inselman) said that they
were moving toward ROW widths that match the pavement widths. Therefore the Fire Department is requesting
that the Mayor & City Council require that all alleys have a 20' wide improved surface to delineate the Fire Lane.
The City of Meridian does not have enough Code Enforcement people to monitor and resolve problems that result
from of lack of enforcement of CC&R's when obstructions are in the Right of Way.
