Dear Mayor and City of Meridian City Council,
Thank you for your many hours of service and consideration for our beloved City and for our citizens and business
owners.
There will be a Comprehensive Plan Amendment before you on June 14, 2022 regarding some cleaning up and changes
to the areas of impact requiring a CPAM as referenced below. There was one area that caught my attention and I
haven’t seen any public comments to date on any of the adjustments that will become definitely become law with
possible implications, in my honest opinion.
I do not think that the Area 04 cleanup and assignment to Ada County should occur for various reasons, as in most of the
land use decisions around Centrepoint Way have occurred at City of Meridian City Hall. I do not think the remainder
thereof regarding these bits and bobs of infill should be assigned to Ada County as any future decisions on these two
parcels should occur under your purview.
The Brickyard was Meridian’s decision. Delano was Meridian’s decision. Alpine Pointe was Meridian’s decision for the
residential portion. The Centrepoint commercial was Meridian’s decision. Fast Eddy’s has been before you on several
dates and was Meridian’s decision. Anything and everything adjacent to Centrepoint Way regarding its concept and
evolution was before you in previous Planning and Zoning Commission hearings and City Council meetings.
You had made decisions regarding Delano in part of a possible conceptual plan proposed on #R4582530100, the Wong
parcel. Picture and links are included below for reference.
You should exclude these two parcels from the Comprehensive Plan Amendment as #R4582530100 can be serviced by
City of Meridian as in access to sewer and water services is adjacent at Delano as well as adjacent to most things
Meridian at this time. The Centrepoint strip land to the north of #R4582530100 (Wong Parcel) is adjacent to Alpine
Pointe which is also Meridian and those neighbors that reside in Meridian should have any decisions regarding that
parcel come before you in City Council and not be assigned to Ada County, in my honest opinion. The implied Stellar
Senior Living parcel could change hands to Meridian in the future, as that permit has since expired from its presentation
to Boise.
If you do not need to swap land to areas of impact as in needs to balance square inches to square inches amongst cities
and counties then I believe this item should be removed from transfer and the CPAM.
I feel it really is not at all complex. The City of Meridian has based multiple decisions on those parcels time and time
before, and it should remain under your purview, FLUM, etc. in regards to their ultimate development under your
Comprehensive Plan and Area of Impact.

Meridian has always been very open and transparent with process, and I must commend you for that. Ada County
records’ navigation, open door transparency, and process should look to Meridian as an example, in my honest
opinion. County Public records are not easy to navigate and often require formal written requests for simple and basic
information, whereas any citizen can pull up Meridian records and find their own way to their answers. The City Clerks’
office turnaround on any formal requests for information is exemplary and moreover their service is always courteous
and friendly. Furthermore, local area citizens will not likely receive any notice on those parcels in the future, whereas in
Meridian we will receive adequate notice and easily accessible due process as citizens and business concerns, in my
honest opinion.

This is my own mockup of the area in question for transfer to Ada County, in purple. The transparent purple has both
the Wong parcel #R4582530100 and the grassy landscaped strip adjacent to Alpine Pointe destined for the future
collector that many neighbors jokingly refer to as “the grassy knoll.” The area to the right of the grassy strip is in Boise
as Zebulon Heights #1 aka Alpine Pointe offices. The Stellar Project Permit has expired (City of Boise, though it could be
serviced by Meridian). Fast Eddy’s to the south of it is Meridian and the Stellar project could change hands and go to
Meridian in the future.
