Project Approvals:
The Outer Bank Development is a residential and commercial mixed -use project annexed
into the city of Meridian and rezoned to R-40 and C-C zoning on July 27, 2021 under
application H-2021-0025. As a condition of the Annexation and Rezone, the project
developers entered into a development agreement with the city dated September 7, 2021.
The preliminary plat map was approved by city council on December 14, 2021 under
application H-2021-0063. Furthermore, pursuant to Chapter 5, Article B of the Meridian
Unified Development Code, construction of the new commercial building in C-C zoning
districts will require a Certificate of Zoning Compliance and Administrative Design Review
approval which are the subject of this application.
Project Description
Attached is a site plan and elevations for a proposal of a new commercial retail building that
will be built in the Discovery development on the corner of Franklin Road and Ten Mile
Road. The building will be a free standing building designed to accommodate 4 new
tenants. The project will be a single story building with storefront and a flat roof. The
building will include materials such as Newtechwood siding, modular brick facades, fiber
cement siding and earth tone paint colors to give the design a very neutral look and a
cohesive feel. The parking lot will share stalls with a new Starbucks building. The site will
have sidewalks and walkways for easy access for pedestrians to enter the retail shops.
