Starbucks, Meridian Idaho Project Approvals: The Outer Bank Development is a residential and commercial mixed -use project annexed into the city of Meridian and rezoned to R-40 and C-C zoning on July 27, 2021 under application H-2021-0025. As a condition of the Annexation and Rezone, the project developers entered into a development agreement with the city dated September 7, 2021. The preliminary plat map was approved by city council on December 14, 2021 under application H-2021-0063. Furthermore, pursuant to Chapter 5, Article B of the Meridian Unified Development Code, construction of Starbucks in C-C zoning districts will require a Certificate of Zoning Compliance and Administrative Design Review approval which are the subject of this application. Project Description Attached is a site plan and elevations for a proposal of a new Starbucks that will be built in the Outer Banks/Discovery development on the corner of Franklin Road and Ten Mile Road. The building will be a free standing building and the design will be based on the prototypical design of Starbucks standards. The project will be a single story building with a drive thru and a flat roof. The building will have an approximate height of 21' and shall not overpower the design of other structures in the same development. The building will include materials such as Newtechwood siding, modular brick facades and earth tone paint colors to give the design a very neutral look and a cohesive feel. Architectural elements of the building will include beautiful canopies to provide shade to patrons as well as provide a modern design but still be kept simple. Based on the architectural design standards, the building will have multiple parapet walls that help to break up the design as well as different varying heights of architectural design materials. The mechanical equipment will be located on the roof and will be screened as viewed from the farthest edge of the adjoining right of way. All exterior materials shall provide a clean transition. All colors that will be applied to the building will be cohesive to the surrounding elements including relationships to other buildings in the development. The parking lot will share stalls with a new commercial building. All parking stalls, including accessible stalls, shall conform to the Meridian City code. The site will have sidewalks and walkways for easy access for pedestrians as well as an outdoor patio for customers to socialize. Bike racks will also be provided for patrons that wish to ride their bikes. Building structures are placed with minimum setbacks to create a strong urban edge while still providing for entrances, private areas and generous landscape buffers within the development.
