Eagle Road Meridian, Idaho 83642 Dear Mr. Unger: Subject: BienviUe Square - Site Traffic Concerns Qß Leslie Drive This letter addresses the concerns for potential site traffic genenitcd by the proposed Bienville Square travelipg on existing Leslie Drive. A traffic impact study for Bienville Square was completed by Stanley Consultants on October 131b, 2005 and submitted to ACHD and I1D for review. Please refer to the report for the complete findings. Leslie Drive is an existing local road posted for a speed limited of25 mph and is located south of Dienwle Square. Leslie Drive provides access and connectivity between Ustick Road and Eagle Road for the existing residents. Bjenville Square does not propose any direct site access on Leslie Drive. Site access will be provided by Eagle Road and cross accesses through Sadie Creek Promenade on Ustick Road, One of the cross accesses on Ustick Road will be signali~. Based on trip length and delay comparisons, site traffic generate by Bienwle Square will not utilize Leslie Drive for access. For westbound site traffic on Ustick Road, the trip \ength for route through Sadie Creek Promenade is approximately ~ of a mile compared to one (1) mile for route through Leslie Drive. The route through Leslie Drive is approximately four times longer than the route through Sadie Creek Promenade and would also expeçt higher delay. The total delay for route through Leslie Drive is approximately 90.9 seconds Per vehicle during PM peak hour at Eagle Road and Ustick Road intersections, which are unsignalized. The tOtal delay for route ~brough Sadie Creek Promenade is approximately 22.7 seconds per vehicle during PM peak hour..t the proposed signali2ed intersection on Ustick Road. The Idaho Tnmsportation Department will be improving the operation, !iafety, and appeanmce of Eagle Road arteriaJ. Eagle Road Improvement Project is in its final design phase and COnstruCÛOD is anticipated to begin !iwnmer 2006. Median baniers, one of the improvements, will be insta1led on Eagle Road with periodic breaks. Ultimately, Leslie Drive will be restricted to a riaht-inlright-out only. Site traffic generated by Bienville Square will not and cannDt access the site via Leslie Drive. If you have any questions please give me a call- (208)288-0573.
