Work will be awarded under one (1) General Contract and will include any associated Plumbing & Electrical Work. All bids must be a lump sum basis; segregated bids will not be accepted. Sealed bids will be received in the office of Design West Ar- chitects until 10:00 am, prevailing local time, Tuesday, May 31, 2022. Bids will be opened and publicly read aloud at the time and place stated for receipt of bids. Bids received after the time fixed for opening will not be considered. Project Documents will be available electronically (PDF for- mat) at no cost upon request from Design West Architects, P.A., designwest@designwestid.com beginning Friday, May 13, 2022, for Licensed Contractors in the State of Idaho. Con- tractors may obtain hardcopy sets by paying the cost of repro- duction, which will not be refunded. There will be a Pre-Bid Conference for all interested bidders on Monday, May 23, 2022, at 2:30pm. The Conference will convene at Franklin Roosevelt Elementary, 1901 W. Roosevelt Ave., Nampa, ID 83686. Attendees will have the opportunity to examine rooms, take measurements, or obtain other relevant data. The Conference and walkthrough is non-mandatory. Bid security in the amount of five percent (5%) of the bid must accompany each bid, in accordance with the Instructions to Bidders, made payable to Nampa School District. Performance Bond and Labor and Materials Payment Bond in an amount equal to one hundred percent (100%) of the contract amount will be required within five (5) days after receipt of properly pre- pared Agreement between Owner and Contractor. The Owner reserves the right to waive irregularities and to reject any or all bids. No bidder may withdraw his bid after the hour set for opening thereof, or before award of Contract, un- less award is delayed for a period exceeding thirty (30) days. Objections to specifications or procedures or protests of award may be lodged as stipulated under Title 67, Chapter 28, Idaho Code. Written objections to specifications or procedures must be received by the Clerk of the Board no less than one (1) business day prior to the date and time at which proposals are due. A respondent who wishes to object to the project award must do so within seven (7) calendar days of the posting of the award. This objection should be submitted to the District’s coordinating party as listed in the publicly posted proposal doc- uments. This objection must set forth the express reasons(s) for the objection and why the award has been made in error. Upon receipt of a proper objection, the governing party for the proposal in question will stay its award decision and any pro- curement under the award until it has addressed the particu- lar objection(s) submitted. This governing party will review its decision and will determine to (1) affirm the award, (2) modify the award, or (3) repeat the proposal process, setting aside its award, and will set forth the reasons therefor. After completion of the review process, the District may proceed as it deems in the best interest of the District This Public Works project is financed in whole or in part by federal funds. Bid proposals will be accepted from those con- tractors only (prime contractors, subcontractors, and/or spe- cialty contractors) who, prior to the bid opening, hold current licenses as public works contractors in the State of Idaho. All work shall be performed under Title 54, Chapter 19, of the Idaho code governing Public Works Contracts. Each bidder shall identify his Public Works Contractors State License Num- ber in space provided on the Bid Proposal Form. Section 1 amends Title 16, by the addition of new Section 16.26.005 that provides for a pre-application process prior to submitting a formal subdivision application that may include a pre-application meeting with the City covering the process, design and layout, conformity to code, improvements, impacts and mitigation and the process for submitting a formal applica- tion once the pre-application process is completed. Section 2 amends Title 16, Section 16.20.010 by granting the City five business days to review the application for preliminary plat and clarifying that the number of days for all reviews are “business” days. Section 3 amends Title 16, Section 16.24.010 by granting the City five business days to review the application for a final plat, fifteen business days for the City engineer to review the final plat whose fees shall be paid by the developer and providing for when City council review of the final plat is scheduled. Section 4 amends Title 16, Section 16.28.020(A) requiring the developer to file approved construction drawings and com- plete written construction specifications with the City and Sec- tion 16.28.020(B)requiring the developer to submit a recorded full size Mylar copy of the final plat to the City. Section 2 (5) provides for publication by summary. Section 3 (6) provides for an effective date. Section 4 (7) provides for repeal of conflicting provisions. Section 5 (8) provides for severability. (The numbers in parentheses for sections 2-5 reflect the ac- tual parenthesis number within the ordinance as opposed to the mislabeled, duplicative number used in the ordinance.) I, Daniel G.
