Dear Mayor de Weerd and Council members:
First. I would like to thank you, Mayor de Weerd, for pointing out that the play lot in the Bienville plan
was ill placed and ill protected. We are all aware several children throughout the nation go missing
almost every day which should heighten caution where our children's safety is involved. I wish that I
had been as observing as you.
Secondly, I would like to commend Mr. Borton for the suggestion to have in writing, that which has
been decided upon in discussion with the Carol neighborhood and Red Cliff representatives. However,
as much as the neighborhood would agree with you I fear that the other party would not be in
agreement. I also appreciate that you also brought up whether there had been discussion with Carol
residents about the type of perimeter building or as you put it R2 and R8. We have discussed with Mr.
Unger what was proposed by the Planning and Zoning Commission; he was at the meeting and is well
aware of that proposal. The Carol Subdivision neighbors who were at that meeting testified about the
extreme density of the proposed single family homes on 45 foot wide lots as well thirty four lexes.
After the testimonies were finished and questions were asked by the Commission members, as I recall,
Chairman Borup specifically asked the neighbors if they would approve of light office, on the
perimeters of the Red Cliff development, which would have limited use, as in fìve days a week with
normal working hours, instead of residential buildings. I imagine you can guess there was 100%
approval. The Commission felt that was a fair and proper suggestion to Red Cliff. As yet Red Cliff has
never, in my opinion, considered the Planning and Zoning suggestions other than the box store they
proposed momentarily, which of course was not La. Landmark/Sadie Creek Promenade has been
diligent in following the Planning and Zoning recommendations and has the complete approval of the
Carol Subdivision residents.
I certainly appreciate that Red Cliff was asked to present a draft of CC&R' s concerning Bienville. I
believe that it is fairly clear that I have my reservations about veracity when it comes to Red Cliff I
would like to know ifthe CC&R'scover both the single family homes and the duplexes? If the
duplexes are going to be rentals how are the CC&R's enforced?
Because I do not know what is required in CC&R's, I have been looking into some in different
neighborhood CC&R's and I believe there are several that might be considered it they aren't already
included in Red Cliff's draft should Bienville be approved.
. Limited or restricted continual or 24/7 street side parking, especially all commercial vehicles
and trailers. Would not include tradesmen working on projects (during working hours) in the
neighborhood.
. Restricting lawn areas adjacent to driveways to be paved or graveled for use as parking.
. Storage of recreational vehicles: boats and other water related motorized vehicles,
snowmobiles, camp trailers and motor homes, etc., be addressed specifically as to height and

distance from property lines/fences and other buildings such as residences, garages and storage
sheds.
Zero tolerance for derelict vehicles, motor homes, boats etc. on property.
Establish size and placement of dog runs as well as a required sanitary disposal system of
waste.
Planting of only Park Department approved trees and restrictions of placement in accordance
with property/fence lines.
Required standardized fences and fencing material s.
Restricted animal ownership. Typical household pets only. No wild or exotics; chickens, pigs,
goats, ponies, calves or those considered farm or zoo animals etc.
Proper disposal of all trash and garbage by a disposal company. Proper storage of trash
/garbage containers as not to be obvious to neighbors or tram the street.
Storage buildings or sheds: to match as closely as possible to color and siding of the home and
rooting. No bright colored metal roofing or barn type sheds. Being situated 1 foot back from
property lines for every 3 inches of height over 6 feet which would also apply to motor homes
or other large vehicles, children's play structures etc.,.

Thank you all for taking the concerns of the Carol Subdivision residents seriously and for the time that
has been expended over the many months on our issues. You will probably never know just how much
we all appreciate being listened to but rest assured we certainly do.
