GENERAL CONSTRUCTION
1. ALL CONSTRUCTION WORK SHALL BE DONE IN ACCORDANCE WITH THE CURRENT VERSION OF THE IDAHO
STANDARDS FOR PUBLIC WORKS CONSTRUCTION (ISPWC), THE CITY OF MERIDIAN SUPPLEMENTAL SPECIFICATIONS TO
THE ISPWC (AND ANY ADDENDUMS), MERIDIAN DESIGN STANDARDS, THE REQUIREMENTS OF THE ADA COUNTY
HIGHWAY DISTRICT (ACHD), AND/OR THE REQUIREMENTS OF THE IDAHO TRANSPORTATION DEPARTMENT (ITD). THE
MORE STRINGENT OF ANY OF THESE STANDARDS SHALL BE THE CONTROLLING STANDARDS OR SPECIFICATIONS.
2. THE CONTRACTOR SHALL HAVE A COPY OF THE LATEST CITY OF MERIDIAN STANDARD SPECIFICATIONS AND
DRAWINGS ON SITE OR READILY ACCESSIBLE AT ALL TIMES DURING CONSTRUCTION (AVAILABLE ON THE WEBSITE).
FAILURE TO HAVE ACCESS TO A CURRENT COPY OF THE STANDARD SPECIFICATIONS ON SITE COULD BE GROUNDS
FOR A STOP WORK ORDER UNTIL THE SITUATION IS RESOLVED.
3. THE CONTRACTOR SHALL HAVE PLANS STAMPED "APPROVED FOR CONSTRUCTION" BY THE CITY OF MERIDIAN ON
SITE AT ALL TIMES.
4. ALL CONTRACTORS, SUBCONTRACTORS, AND UTILITY CONTRACTORS SHALL ATTEND A PRE -CONSTRUCTION
CONFERENCE PRIOR TO START OF WORK.
5. CONTRACTORS SHALL NOTIFY THE APPROPRIATE AGENCY WHEN MATERIALS ARE ON SITE OR INSPECTION OF THE
WORK IS REQUIRED. NO WORK MAY BEGIN ON ANY PROJECT WITHOUT TWENTY FOUR (24) HOUR PRIOR NOTICE.
6. CONTRACTOR SHALL NOTIFY THE PUBLIC WORKS INSPECTOR 48 HOURS PRIOR TO THE REQUIRED TESTING. THE
CONTRACTOR MAY NOT OPEN OR CLOSE WATER VALVES.
7. ALL MATERIAL FURNISHED ON, OR FOR THE PROJECT MUST MEET THE MINIMUM REQUIREMENTS OF THE APPROVING
AGENCIES. AT THE REQUEST OF THE APPROVING AGENCY OR THE DESIGN ENGINEER, CONTRACTORS SHALL FURNISH
PROOF THAT ALL MATERIALS INSTALLED ON THIS PROJECT MEET THE SPECIFICATION REQUIREMENTS SET FORTH IN
GENERAL CONSTRUCTION NOTE NO. 1.
8. WORK SUBJECT TO APPROVAL BY ANY GOVERNMENTAL AGENCY MUST BE APPROVED PRIOR TO (A) BACKFILLING
TRENCHES FOR PIPE; (B) PLACING OF AGGREGATE BASE; (C) PLACING OF CONCRETE; (D) PLACING OF ASPHALT
PAVING.
9. INSPECTION, APPROVAL AND FINAL ACCEPTANCE OF ALL WATER AND SEWER CONSTRUCTION SHALL BE BY THE
PUBLIC WORKS DEPARTMENT, AND THEIR DECISION SHALL BE FINAL. SUCH INSPECTIONS SHALL NOT RELIEVE THE
CONTRACTOR FROM THE RESPONSIBILITY OF PERFORMING THE WORK IN AN ACCEPTABLE MANNER IN ACCORDANCE
WITH THE DEQ/QLPE APPROVED CONSTRUCTION PLANS.
10. ANY DEVIATION FROM THE APPROVED PLANS AND SPECIFICATIONS MUST HAVE THE APPLICABLE AGENCY APPROVAL
IN WRITING PRIOR TO CONSTRUCTION.
11. PRIOR TO BEGINNING INSTALLATION OF STREET LIGHTS, THE ELECTRICAL CONTRACTOR SHALL OBTAIN AN
ELECTRICAL PERMIT FROM THE BUILDING DIVISION OF THE MERIDIAN PUBLIC WORKS DEPARTMENT. ANY DEVIATION IN
STREET LIGHT LOCATIONS FROM THE APPROVED PLANS MUST BE APPROVED IN WRITING FROM THE CITY ENGINEER.
WATER NOTES
1. CONSTRUCTION OF THE WATER SYSTEM SHALL CONFORM TO THE STANDARDS IN THE "IDAHO RULES FOR PUBLIC
DRINKING WATER SYSTEMS (IDAPA 58.01.08)" AS WELL AS THE STANDARDS AND SPECIFICATIONS REFERRED TO IN

PRESSURIZED IRRIGATION

DRAINAGE
1. FOR ANY DRAINAGE FACILITIES WITHIN A PUBLIC RIGHT OF WAY, ACHD OR ITD SHALL BE RESPONSIBLE FOR
E INSPECTION. FOR ANY PRIVATE DRAINAGE FACILITIES THE PROJECT ENGINEER OR ARCHITECT SHALL BE
RESPONSIBLE FOR INSPECTION AND CERTIFICATION OF DRAINAGE FACILITIES; HOWEVER ANY ROOF DRAINAGE AND

E. COMPLY WITH REQUIREMENTS OF CGP AND SWPPP INCLUDING DOCUMENTING THAT ALL INSPECTIONS AND
MONITORING HAVE BEEN PERFORMED.
F. FILE A NOTICE OF TERMINATION (NOT) WHEN ON -SITE WORK IS COMPLETE AND PERMANENT EROSION AND
SEDIMENTATION CONTROL MEASURES ARE IN PLACE AND FUNCTIONING.
15. ANY CHANGE FROM THE PLANS SHALL BE APPROVED BY THE ENGINEER OF RECORD, AND THE CITY OF MERIDIAN.
16. WITHIN 30 DAYS OF COMPLETION OF CONSTRUCTION BEFORE CERTIFICATE OF COMPLETION IS ISSUED, THE OWNER'S
ENGINEER SHALL COLLECT AND NEATLY RECORD ACCURATE "AS -CONSTRUCTED" RECORD INFORMATION AND
PREPARE COMPLETE SEALED RECORD DRAWINGS IN ACCORDANCE WITH THE CITY'S RECORD DRAWINGS
REQUIREMENTS. RECORD DRAWINGS ARE THE RESPONSIBILITY OF THE OWNER'S ENGINEER. HOWEVER THE
CONTRACTOR SHALL SUBMIT A COPY OF REDLINED AS -BUILT DRAWINGS TO THE OWNER'S ENGINEER IN ORDER TO
VERIFY ALL FIELD CHANGES WITHIN 15 DAYS OF COMPLETION OF THE WORK.
ACHD NOTES
1. ANY REQUEST FOR VARIANCE OF DISTRICT POLICY MUST BE MADE IN WRITING AND REFERENCE THE APPROPRIATE
SECTION(S) OF THE ACHD POLICY MANUAL OR ISPWC. TO BE VALID, THE DISTRICT MUST APPROVE THE VARIANCE
REQUEST IN WRITING.
2. ANY PRIVATE SEWER, WATER OR OTHER NON-PUC REGULATED UTILITY ARE PROHIBITED FROM BEING LOCATED
WITHIN THE RIGHT-OF-WAY.
3. ANY IRRIGATION FACILITIES SHALL BE RELOCATED OUTSIDE OF THE RIGHT-OF-WAY.
4. ALL UTILITY RELOCATION COSTS ASSOCIATED WITH IMPROVING STREET FRONTAGES ABUTTING THE SITE SHALL BE
BORNE BY THE DEVELOPER.

6. REPLACE ANY EXISTING DAMAGED CURB, GUTTER AND SIDEWALK AND ANY THAT MAY BE DAMAGED DURING THE

CONTRACTOR AT NO COST TO ACHD SHALL REPAIR EXISTING UTILITIES DAMAGED BY THE CONTRACTOR. THE

13. ACTUAL FIELD CONDITIONS DURING TRENCHING MAY REQUIRE ADDITIONAL PAVEMENT REPAIR BEYOND THE LIMITS
SHOWN ON THE PLANS. THE FOLLOWING CONDITIONS ARE LISTED IN SECTION 6000 OF THE ACHD POLICY MANUAL.
A. ALL ASPHALT MATCH LINES FOR PAVEMENT REPAIR SHALL BE PARALLEL TO THE CENTERLINE OF THE STREET
AND INCLUDE ANY AREA DAMAGED BY EQUIPMENT DURING TRENCHING OPERATIONS.
B. IF THE CUMULATIVE DAMAGED PAVEMENT AREA EXCEEDS 50% OF THE TOTAL ROAD SURFACE, CONTRACTOR
SHALL REPLACE THE ENTIRE ROADWAY SURFACE.
C. CONTRACTOR SHALL REPLACE THE PAVEMENT SURFACE TO ENSURE MATCH LINE DOES NOT FALL WITHIN THE
WHEEL PATH OF A LANE. MATCH LINE SHALL ONLY FALL IN THE CENTER OR EDGE OF A TRAVEL LANE.
D. FLOWABLE FILL OR IMPORTED MATERIAL MAY BE REQUIRED IF THE NATIVE TRENCH MATERIAL IS DEEMED
UNSUITABLE BY ACHD INSPECTOR, DOES NOT MEET COMPACTION STANDARDS OR TIME IS A CRITICAL FACTOR.
E. ANY EXCEPTIONS TO THESE RULES SHALL BE PRE -APPROVED IN WRITING BY DISTRICT STAFF BEFORE
CONSTRUCTION BEGINS.
ENGINEERING GRADING NOTES
1. CONTOURS ON SIDEWALKS AND PRIVATE/PUBLIC ROADWAYS ARE TO FINISH GRADE.
2. FOR GROUND TREATMENT OF ALL OPEN AREAS WITHIN THE PROJECT SITE, REFER TO LANDSCAPE PLANS.
3. FIELD DENSITY TESTS SHALL BE TAKEN AT REGULAR FREQUENCY AS REQUIRED IN THE GEOTECHNICAL REPORT AND
SPECIFICATIONS.
4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE CONTROL OF DUST AND DIRT RISING AND SCATTERING IN THE
AIR DURING CONSTRUCTION AND SHALL PROVIDE WATER SPRINKLING OR OTHER SUITABLE METHODS OF CONTROL.
THE CONTRACTOR SHALL COMPLY WITH ALL GOVERNING REGULATIONS PERTAINING TO ENVIRONMENTAL PROTECTION.
5. THE CONTRACTOR SHALL TAKE ALL MEASURES NECESSARY TO CONTROL TURBIDITY, INCLUDING BUT NOT LIMITED TO
THE INSTALLATION OF TURBIDITY BARRIERS AT ALL LOCATIONS WHERE THE POSSIBILITY OF TRANSFERRING
SUSPENDED SOLIDS INTO THE RECEIVING WATER BODY EXISTS DUE TO THE PROPOSED WORK. TURBIDITY BARRIERS
MUST BE MAINTAINED IN EFFECTIVE CONDITION AT ALL LOCATIONS UNTIL CONSTRUCTION IS COMPLETED AND
DISTURBED SOIL AREAS ARE STABILIZED. THEREAFTER, THE CONTRACTOR MUST REMOVE THE BARRIERS. AT NO
TIME SHALL THERE BE ANY OFF -SITE DISCHARGE WHICH VIOLATES THE WATER QUALITY STANDARDS.
6. SOD OR SEED/MULCH MUST BE INSTALLED AND MAINTAINED ON EXPOSED SLOPES WITHIN 48 HOURS OF COMPLETING
FINAL GRADING, AND AT ANY OTHER TIME AS NECESSARY, TO PREVENT EROSION, SEDIMENTATION OR TURBID
DISCHARGES.
7. THE CONTRACTOR MUST CONSTRUCT AND MAINTAIN A PERMANENT VEGETATIVE PROTECTIVE COVER FOR EROSION
AND SEDIMENT CONTROL ON ALL LAND SURFACES EXPOSED OR DISTURBED BY CONSTRUCTION OF THE PERMITTED
PROJECT. THE PROTECTIVE COVER MUST BE INSTALLED WITHIN FOURTEEN DAYS AFTER FINAL GRADING OF THE
AFFECTED LAND SURFACE.
8. THE CONTRACTOR SHALL GRADE THE SITE TO THE ELEVATIONS INDICATED AND SHALL REGRADE WASHOUTS WHERE
THEY OCCUR AFTER EVERY RAINFALL UNTIL A GRASS STAND OR OTHER FINAL LANDSCAPE PLANTING IS WELL
ESTABLISHED.
9. THE CONTRACTOR SHALL ENSURE THAT ISLAND PLANTING AREAS AND OTHER PLANTING AREAS ARE NOT
COMPACTED AND DO NOT CONTAIN COMPACTED BASE MATERIAL. THE CONTRACTOR SHALL ALSO EXCAVATE AND
REMOVE ALL UNDESIRABLE MATERIAL FROM ALL AREAS ON THE SITE TO BE PLANTED.
10. STRIP TOPSOIL AND ORGANIC MATTER AND PAVING MATERIAL FROM ALL AREAS UNDER BUILDING AND PAVED
SURFACES. TOPSOIL MAY BE STOCKPILED ON SITE FOR REPLACEMENT ON SLOPES IN GREEN AREAS. STOCKPILED
TOP SOIL MAY NEED TO BE AMENDED TO MEET PROJECT SPECIFICATION SECTIONS.
11. ALL STORM PIPE ENTERING STRUCTURES SHALL BE GROUTED TO ASSURE CONNECTION AT STRUCTURE IS
WATERTIGHT.
12. CONTRACTOR SHALL ASSURE POSITIVE DRAINAGE AWAY FROM BUILDINGS FOR ALL NATURAL AND PAVED AREAS.
13. UNLESS OTHERWISE SHOWN, NO PROPOSED SLOPE SHALL EXCEED THREE (3) HORIZONTAL TO ONE (1) VERTICAL. ALL
SLOPED AREAS MUST BE PROTECTED FROM EROSION.
14. IF STRIPPED MATERIALS CONSISTING OF VEGETATION AND ORGANIC MATERIALS ARE STOCKPILED ON THE SITE,
TOPSOIL MAY BE PLACED TO A HEIGHT OF FIVE FEET. SILT FENCE SHALL BE PLACED AROUND THE BASE OF THE
STOCKPILE AND THE STOCKPILE SHALL BE SEEDED WITH NATIVE SEED MIX IMMEDIATELY AFTER STRIPPING
OPERATIONS ARE COMPLETE.
15. ON -SITE MATERIALS SUITABLE FOR FILL BENEATH DRIVES AND PARKING AREAS BEYOND 5 FEET OF THE BUILDING
SHALL BE COMPACTED IN ACCORDANCE WITH GUIDELINES PRESENTED IN THE SOILS REPORT.
16. SPOT ELEVATIONS SHALL TAKE PRECEDENCE OVER CONTOURS AND SLOPES SHOWN. THE CONTRACTOR SHALL NOTIFY
THE ENGINEER OF SPOT ELEVATIONS THAT DO NOT APPEAR TO BE CONSISTENT WITH THE CONTOURS AND SLOPES.
SPOT ELEVATIONS AND SPECIFIC PROFILE DESIGN SHALL BE USED FOR SETTING ELEVATIONS OF CURB, GUTTER, AND
UTILITIES.
17. BENCHMARK VERIFICATION: CONTRACTOR SHALL USE BENCHMARKS AND DATUMS SHOWN HEREON TO SET PROJECT
BENCHMARK(S), BY RUNNING A LEVEL LOOP BETWEEN AT LEAST TWO BENCHMARKS, AND SHALL PROVIDE SURVEY
NOTES OF SUCH TO PROJECT ENGINEER PRIOR TO COMMENCING CONSTRUCTION.

23. ALL UTILITIES (MANHOLES, VALVE COVERS, CLEANOUTS, VAULTS, BOXES, ETC.) SHALL BE ADJUSTED TO FINAL
GRADE PRIOR TO THE FINAL LIFT OF ASPHALT.
24. ALL EARTH MOVING AND PLACEMENT OPERATIONS SHALL BE IN CONFORMANCE WITH THE RECOMMENDATIONS
IDENTIFIED IN THE GEOTECH REPORT. THE CONTRACTOR SHALL HAVE A SIGNED AND SEALED COPY OF THE GEOTECH
REPORT ON THE SITE AT ALL TIMES.
25. THE CONTOURS SHOWN REPRESENT FINAL GRADE. THE TOP 6 INCHES OF MATERIAL IN THE LANDSCAPE AREAS
SHALL BE TOP SOIL AS SPECIFIED IN THE LANDSCAPE PLANS.
26. GRADES WITHIN ASPHALT AND/OR CONCRETE PARKING AREAS SHALL BE CONSTRUCTED TO WITHIN 0.10 FEET OF
THE DESIGN GRADE. HOWEVER, THE CONTRACTOR SHALL MAINTAIN POSITIVE DRAINAGE AT ALL TIMES TO INSURE NO
STANDING WATER. ALL CURBS SHALL BE BUILT IN ACCORDANCE TO THE PLAN. CURBS OR PAVEMENT AREAS WHICH
DO NOT PROVIDE PROPER DRAINAGE MUST BE REMOVED AND REPLACED AT THE CONTRACTOR'S EXPENSE.
27. SPOT ELEVATIONS REPRESENT FLOW LINE OR TOP OF ASPHALT UNLESS OTHERWISE NOTED.
28. WHERE NEW CURB AND GUTTER IS BEING CONSTRUCTED ADJACENT TO EXISTING ASPHALT OR CONCRETE PAVEMENT,
THE FOLLOWING SHALL APPLY: PRIOR TO PLACEMENT OF ANY CONCRETE THE CONTRACTOR SHALL HAVE A
LICENSED SURVEYOR VERIFY THE GRADE AND CROSS SLOPE OF THE CURB AND GUTTER FORMS. THE CONTRACTOR
SHALL SUBMIT THE SLOPES AND GRADES TO THE ENGINEER FOR APPROVAL PRIOR TO PLACEMENT OF CONCRETE.
THE CONTRACTOR SHALL NOTIFY THE ENGINEER IMMEDIATELY OF ANY SECTION WHICH DOES NOT CONFORM TO THE
DESIGN OR TYPICAL CROSS SECTION. THE CONTRACTOR SHALL BE SOLELY RESPONSIBLE FOR CURB AND GUTTER
POURS WITHOUT THE APPROVAL OF THE ENGINEER.
29. CONTRACTOR SHALL REFER TO GEOTECHNICAL INVESTIGATION PREPARED BY NATURAL RESOURCE SOLUTIONS, LLC
