Broadway Avenue, Suite 102 Meridian, ID 83642 Subject: MPP21-0014/ H-2021-0099 1-84 and Meridian Road AZ CPAM NWC of Meridian Road/1-84 Annexation and Rezone application to annex 18.30 acres with C-G zoning and an Amendment to the Comprehensive Plan Future Land Use Map to change the future lane use designation on 33.13 acres from Mixed Use- Community to Mixed Use— Regional. Sonya, Thank you for transmitting the annexation and rezone application and the amendment to the Comprehensive Plan Future Lane Use Map application of this property to ACHD for review and comment. The initial traffic impact study for this project was submitted to ACHD for review on June 16th, 2021 and is currently in the review process. The following are the review timelines: • First review comments sent July 29th, 2021 • Revised study submitted on September 27th, 2021 • Second review comments sent on November 11th, 2021 • Revised study submitted on March 22, 2022 The revised traffic impact study is currently in the review queue with an review response anticipated the week of May 27th, 2022. Without an accepted traffic impact study, ACHD is unable to provide a staff report discussing the findings and recommendations from the traffic impact study prior to your scheduled April 21 st, 2022, public hearing. ACHD recognizes that this an annexation and rezoning application and does not have concerns with the city proceeding with their public hearing process, as ACHD will determine the final site specific conditions of approval with the future development application for this site. However, please note that this letter does not constitute full entitlement of this project by ACHD. Because of this, staff requests that any approval or requirements of this project be conditioned to include that the applicant is required to comply with all ACHD conditions of approval in the future staff report for the development application. Based on a preliminary review of the traffic impact study, the following improvements may be considered with the future development application: • Widen Waltman Lane abutting the site to a 46-foot wide 3-lane collector street section, Ada County Highway District•3775 Adams Street•Garden City,ID•83714• PH 2O8-387-6100• FX 345-7650•www.achdidaho.org • Restrict the eastern driveway to right-in/right-out only due to the proximity to the Meidian Road/Waltman Lane intersection, • Stripe the northbound approach at 5t1 Avenue/Franklin Road intersection with a left and right turn lane, • Construct a second northbound left-turn lane at the intersection of Waltman Lane/Meridian Road, and • Complete the construction of Corporate Drive from Waltman Lane to the north if it hasn't already been constructed. Staff will determine the required improvements in accordance with District Policy at the time of the future development application after fully reviewing and accepting the traffic impact study. The above improvements may change or additional improvements may be required. With the future development application, District Policy requires improvements on Waltman Lane abutting the site that include vertical curb, gutter and 7-foot wide attached or 5-foot wide detached concrete sidewalk with additional right-of-way dedication as necessary to accommodate the improvements. In addition, the existing irrigation lateral/ditch abutting the site will be required to be relocated outside of the right-of-way as applicable. Once the traffic impact study has been reviewed and accepted, and the development application transmitted to ACHD by the City of Meridian, a full staff report will be written outlining ACHD's policies and requirements for development. This includes but is not limited to frontage improvements, access, and possible off-site mitigation. ACHD will not review plans prior to issuance of an approved staff report.
