Location
This project is located near the southeast corner of Locust Grove Road and Franklin Road at
1908. Locust Grove Road and 160 8. Locust Grove Road in Meridian, Idaho. It is comprised of
approximately 4.25acres of land and is currently located in the unincorporated county. The
surrounding properties are zoned R1 and RUT (Ada County design¡ltions). These properties are
vacant or developed as large-lot, single-family residences. .
The Ada County Assessors Parcel Numbers are 81117223380 and 81117223405. The subject
property is a portion ofthe northwest quarter ofthe northwest quarter of 8ection 17, Township
3 North, Range 1 East, Boise Meridian, Ada County, Idaho.
Site Overview
The subject property is comprised of all of parcel 81117223380 and a portion of parcel
81117223405. We are concurrently processing a lot line adjustment application with Ada
County to create the exact boundary of the property. We will provide the preliminary approval
from the County prior to the Planning and Zoning Commission hearing on this proposal.
Parcel S 1117223380 is currently developed with a single family home. Parcel 81117223405 is
currently undeveloped. Five Mile Creek is near the eastern boundary of the site, and Locust
Grove Road borders the property on the west. The site slopes from Locust Grove Road on the
west to Five Mile Creek on the east.
Project Overview
The applicants seek approval of an annexation request and conditional use approval to allow
the development of a church on 4.25 acres. With the annexation request, we ask that the City
of Meridian apply CoN zoning. This zone is consistent with the comprehensive plan designation
of "MixedJPlanned Use Development" and will support the development of the church.
Although a church is a permitted use in the C-N zone, the comprehensive plan requires that
any development proposal within an area designated as "MixedIPlanned Use Development"
obtain conditional use approval.
There is a 10-foot landscape strip on the southern property boundary to buffer the adjoining

rural property. There is a 15-foot landscape buffer to the east. Locust Grove Partners, the
owner to the north and east, have provided a letter stating that they support a reduced
landscape buffer between the two properties. Theyfeel that the change in elevation between
the two properties will serve as an adequate buffer for any proposed development.
The church will be constructed from the following materials:
Brick masonry
Stone panels
Roof: slate grey architectural shingles
Trim on soffit and fascia: white metal
Steeple: while aluminum cladding
Walls: Off-white or soft beige synthetic stucco
Windows and doors: aluminum storefront
Meridian Comprehensive Plan
The Meridian Comprehensive Plan and map designate the area of this development as
"Mixed! Planned Use Development." The applicable goal statement for the mixed-use areas
is that for Mixed Use Adjacent to [-84, Overland Road and Franklin Road: "...In order that
compatible larid uses and efficient use of the land might occur, this corridor is anticipated
for a variety of planned, compatible mixed uses. Probable mixed uses for the areas could be
commercial, combined medium-to-high density residential, open space uses (as a means to
buffer highway noise), tourist lodging, industrial, office, medical, and related land uses."
Institutional uses such as a church are not specifically mentioned, but we believe that this
use is consistent with the goal statement.
Specific policies from the mixed-use section are noted below:
Mixed-use Policy 5.6 The development of a variety of compatible land uses should be
provided in specific plans and proposals for future development. The proposed church
would add variety to the existing and planned uses in the area.
Mixed-use Policy 5. 7 Detailed market studies should be undertaken to explore and
clarify the issues that are related to mixed-use development in these areas. Not
applicable.
Mixed-use Policy 5.8 Development in these areas should be based on functional plans
and proposals in order to ensure that the proposed uses conform to the Comprehensive
Plan policies and are compatible with the surrounding neighborhoods. The proposed
zoning designation is consistent with the Comprehensive Plan. We have provided
detailed plans on how the proposal relates to the surrounding properties.
Mixed-use Policy 5.9 The integrity and identity of any adjoining residential
neighborhood should be preserved through the use of buffering techniques, including
screen plantings, open space and other landscaping techniques. The subject property
is largely surrounded by properties that are transitioning from a rural to an urban
use. The Five-mile Creek floodplain and floodway will buffer the properties to the
east of the subject property. There is a la-foot landscape buffer on the south
property line. The owner to the north and east, Locust Grove Partners, have stated
that they support a reduced landscape buffer between the two properties. The
change in elevation between the two properties will serve as an adequate buffer for

any proposed development.
Mixed-use Policy 5.10 Development should be conducted under Planned Unit
Development procedures and as conditional uses, especially when two or more
differing uses are proposed. A single use is proposed at this time.
Mixed-use Policy 5.11 The character, site improvements, and type of development
should be harmonized with previously developed land in the area, and where located
adjacent to or near any existing residence or residential area, shall be harmonized
with residential uses, and all reasonable efforts shall be made to reduce the
environmental impact on residential areas, including noise and traffic reduction. As
noted previously, the church has provided a la-foot landscape adjoining the southern
property line.
Mixed-use Policy 5.12 Strip development within this mixed-use area is not in
compliance with the goals and policies of the Comprehensive Plan. 1. The applicant is
not proposing strip development.
Mixed-use Policy 5.13 Clustering of uses and controlled access points along arterials
and collector streets will be required. The church has proposed two access points
along Locust Grove Road.
Mixed-use Policy 5.14U Because these areas are near 1-84, Franklin and Overland
Roads, high-quality visual appearance is essential. All development proposals in this
area will be subject to development review guidelines and conditional use permitting
procedures. The application contains building elevations for the proposed church.
Building materials are noted in the project description. The church will meet the
high-quality visual appearance of similar churches in the Treasure Valley area.
Streets & Access
The church will take access from two driveways off Locust Grove Road. No roads are proposed
at this time.
Drainage
All present drainage patterns and flows will be preserved and protected within the
development.
Floodplain
The area is shown on FEMA community panel1600lCO2l G. Portions of the property are
within the floodway (Zone AE).
Water & Sewer
Water and sewer will be extended from existing city services.
Fire Service
The project is located in the Meridian Fire District. Augmented fIre protection will be
provided for the project as required by Meridian Fire with installation of public water and fIre
hydrants.
