At the public hearing they moved to recommend approval. Summary of Public Hearing: i. In favor: David Turnbull and Sherry McKibben ii. In opposition: none Hi. Commenting: none iv. Staff presenting application: Anna Canning v. Other staff commenting on application: Joe Silva (opposing street and alley standards) Key Issues of Discussion by Commission: i. Alleys and turn radii from street to alley. ii. Lighting fixtures on the alley Hi. Loading spaces for commercial and industrial uses. iv. Wrought iron fences. v. Concrete ribbons to provide an edge to the alley. Key Commission Changes to Staff Recommendation: i. Added standard that alleys have a concrete ribbon edge. ii. Added standard that the alley shall be designed with 28-foot inside and 48-foot outside turning radius. 111. Added standard that all loading spaces for commercial and industrial uses shall be off-street. iv. Removed requirement for wrought iron fences. v. Added standard to provide gates in wrought iron fences that are greater than three feet in height and parallel to the street. vi. Added standard that lighting fixtures as required facing the alley shall prevent uplighting. Consensus Issues for City Council: There is agreement on the following items as reviewed, and in some cases, amended by the Planning and Zoning Commission: i. Definition for "net density" and "entertainment, adult." ii. TN~R minimum density of 8 and maximum density 15 units per acre net Hi. TN-R minimum front setback 10 feet. iv. TN-R street landscape buffers v. TN-R lighting requirements vi. Replace "chain link" with "open vision" as allowed fencing material along irrigation ditches. vii. Decision making authority for vacation applications viii. Planning and Zoning Commission review of application forms as an agenda item, not a public hearing. IX. Clarifications to block length measurement. x. Remove code stating sign fees will be paid to the Building Department. Xl. Clarification that chain link with slats does not qualify as screening material within the landscape ordinance. xii. Clarification that single family attached dwellings, single family detached dwellings, secondary dwellings and/or two family duplex dwellings do not require CZCs. xiii. Clarification on day care clients and addition of standard for day cares run as a home occupation. xiv. Corrections to the off-street parking requirements xv. Adding sign allowances for approved home occupations and family day care xvi. Off-street loading provisions xvii. Fencing provisions. xviii. Alley construction material xix. Alley approach turn radii and parking restrictions xx. Alley design with regard to visibility Outstanding Issue(s) for City Council: i. Staff requests that the Council consider a new definition for "collector street." ii. The Planning Department, Public Works Department, Fire Department, Police Department, and Ada County Highway District met to discuss and resolve outstanding issues with regard to dimensional standards in the Traditional Neighborhood Residential District. 111. Staff has added a following section detailing the changes recommended by the Planning and Zoning Commission and by the combined staffs as noted above. iv. Where the paved alley width is less than twenty feet (20'), the remainder ofthe alley right-of-way shall be designed to ensure that the area will remain free of shrubs, trees, or other obstructions within the fire lane. Findings: Yes-but staff asks that you KEEP THE PUBLIC HEARING OPEN and NOT ADOPT THE FINDINGS tonight. I would like to hear all the discussion, make appropriate changes, review for consistency one final time, and bring it back to you on May 2, 2006. Notes:
