RE: H-2021-0103 / S1109438871 /Ferney Subdivision
Feedback has been requested regarding Annexation with a Rezone from RUT (Rural Urban
Transition) to I-L (Light Industrial) and a preliminary plat consisting of two buildable lots
located north of E Franklin Road and west of N Cloverdale Road (Parcel # S1109438871),
within the Meridian Area of City Impact.
Land Use
The Future Land Use Map for the Meridian Area of City Impact, as adopted by Ada County,
designates the site as General Industrial, which allows a range of uses that support industrial
and commercial uses, such as warehouses, storage units, light manufacturing, flex, and
incidental retail and office uses. The proposed development is for a 76,398 square foot flex-
space building on one of the two proposed lots and a mini-storage facility on the second lot.
Therefore, the proposed zone of I-L is compatible with the Future Land Use Map of the
Meridian Comprehensive Plan, as adopted by Ada County and is compatible with the
Comprehensive Plan.
Comprehensive Plan Goals and Policies
The proposal for a flex-space building and a mini-storage facility are compatible with the
following goals of the Meridian Comprehensive Plan which encourages a variety of uses,
including industrial and commercial uses within the Meridian Area of City Impact.
Goal 3.06.00: Ensure a variety and balance of land uses to support the Meridian Area of City
Impact.
Goal 3.06.01 B:Monitor the amount and mix of industrial, commercial, and office areas needed
to meet the employment needs of the City.
Goal 3.06.02: Plan for industrial areas with convenient access to state highways or the rail
corridor, where appropriate.
Goal 3.07.01D: Preserve the industrial base within designated industrial land use areas by
discouraging non-industrial uses and focusing on light manufacturing, distribution,flex-space,
and base-employment.
Landscaping around the site and a 14-foot-wide pedestrian pathway easement along the railroad
corridor are to be provided as part of the development, which is compatible with the following
goals of the Meridian Comprehensive Plan regarding buffering, landscaping, and pathway
easements along transportation corridors.
Goal 3.0701A: Require appropriate landscaping, buffers, and noise mitigation with new
development along transportation corridors (setback, vegetation, low walls, berms, etc.).
Goal 4.04.02B:Preserve existing public right-of-way and other easements for future pathways
and access ways, particularly along powerline and utility corridors, railways corridors, and
waterway or irrigation corridors.
