I. DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review are approved
with the conditions listed below. The director determined that the proposed structural and/or site
designs conform to the standards and meet or exceed the intent of the "City of Meridian
Architectural Standards Manual".
DESIGN REVIEW EXCEPTION:
The applicant requests a design standard exception to the following Goal contained in the
Architectural Standards Manual:
Goal 5.1I "Untextured concrete panels and prefabricated steel panels are prohibited as field
materials for buildingfagades, except when used with a minimum of two other qualifying
field materials and meeting all other standard fenestration and material requirements. " The
applicant is proposing aluminum composite material (ASM) panels that are a higher -class
material that embody the characteristics desired in the development code. The finished
product results in a durable material that is not susceptible to wear and tear and will not
deteriorate quickly in weather or by ultraviolet light. Staff finds the quality/color variation
of the materials proposed (ASM panels, stucco, stone banding, metal awnings), as well
as the scale of the walls are broken down through horizontal/vertical reveals and panel
size variation exceed the requirements for Goal 1.3 in the Architectural Standards
providing a modern design that contributes to the overall attractiveness of the building.
Staff supports the justifications for exemption from the Architectural Standards
Manual.
